Job title: Planning and MEAL Coordinator

Report to: Planning and MEAL Manager
The Planning and MEAL Coordinator is responsible for efficiently planning and organizing his/her monthly activities, ensuring timely execution, and promoting a positive work environment. He/she will be responsible for the design, monitoring, evaluation, research, and learning framework of all organizational activities. The coordinator will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by different projects, ensuring they align with PAPDA’s Monitoring and Evaluation policies. The coordinator will also be responsible for designing and implementing the M&E plan for each project, providing timely inputs for improvements, and preparing quarterly/annual reports on project progress. He/she will lead the MEAL section of the organization. The role also requires to diligently work on the integration of the MEAL workflows into the ERP system.
Duties and Responsibilities
Planning
Personal Planning
M&E, Accountability, and Learning Plans
Develop comprehensive M&E, accountability, and learning plans.
Develop project and program-based M&E plans.
Developing project-based indicator tracking mechanism.
Establish an operational MEAL pathway in collaboration with other relevant departments/sections/units.
Integrate project work plans into M&E framework, mid-term reviews, impact assessments, and final evaluations.
Contribute to developing and revising project log frame matrices, focusing on performance and impact indicators.
Support in planning and implementation of emergency, humanitarian, and development project and program activities.
Assist in the assessment of the needs and capacities of target communities by involving them in problem analysis and project design.
Plan for reviewing and checking quality of donor and government reports.
Implementation of M&E, Accountability, and Learning Plans
Regularly collect data to measure achievement against performance indicators of program and project.
Monitor project activities, expenditures, and progress toward project outputs.
Ensure data quality through data audits including from consultants in collaboration with field managers and program focal points.
Maintain and administer the M&E database, analyze and aggregate findings.
Support project progress reporting, mid-term reviews, and final evaluations.
Provide inputs and statistics for reports to the Program Department.
Lead the overall monitoring and evaluation of program and project effects and impact.
Regularly review the quality of existing data, baseline statistics, and information management systems.
Coordinate with the planning and MEAL manager and other relevant departments/sections/units to allocate MEAL resources and budget appropriately in project reviews and annual plans.
Create a review schedule, assign roles, establish quality criteria, review reports, provide feedback, and ensure final reports meet standards before submission.
System Development
Introduce up-to-date applications for data gathering, analyzing, and compiling.
Develop a MEAL pack for every project, including Project Log frames, detailed M&E plan, Activity Targets Trackers, Quality Benchmarks, Data audit, and learning plans.
Design and implement system-based targeting criteria in collaboration with the relevant stakeholders.
Communication, Reporting, and Networking
Produce reports on M&E, accountability, and project findings, preparing presentations based on M&E data.
Provide required information to the Planning and MEAL manager and Core functional teams.
Ensure monitoring report is discussed in appropriate forums in a timely manner and follow up action plans for the corrective measures.
Create and sustain positive working relationships internally with other technical staff and externally with the local government and partners, including target communities.
Technical Support and Coordination
Ensure implementation of PAPDA’s staff health, safety, and security measures.
Provide technical support in coordinating emergency, humanitarian, and development program activities.
Accountability Mechanism Design
Develop information-sharing materials and disseminate program information materials to beneficiaries/clients.
Support project teams in setting up relevant feedback and complaints mechanisms.
Collect and manage complaints and feedback, track the timeliness of responses, and maintain an updated complaints tracker.
Facilitate accountability mechanisms, integrating feedback from beneficiaries into project improvement processes.
Integrate the target communities’ safety into the accountability mechanisms.
ERP Integration
Support using and applying Kobo and other software tools in PAPDA’s program assessment, planning, implementation, monitoring, and reporting.
Enhance the use of digital data management within the planning and MEAL department.
Ensure that all MEAL related activities are integrated into the ERP system.
Develop and store customized project profiles covering the entire project lifecycle into the ERP system.
Use ERP for structured documentation, ensuring accessibility and version control.
Learning and Knowledge Management
Coordinate the design of quantitative and qualitative participatory program evaluations, assessments, reviews, and other special studies for learning.
Develop case studies to capture project outputs and provide recommendations for performance improvement.
Facilitate documentation of project results, impact, best practices, and the most significant changes.
Document learnings and best practices; disseminate learnings, reports, and publications; and participate in learning sessions.
Capacity Building
Identify capacity gaps and provide technical support to staff and partners, including training on MEAL, the target beneficiaries and community-based committees.
Implement a comprehensive capacity-building plan for M&E, organizing training sessions for staff.
Actively engage in capacity-building initiatives, both personally and for the MEAL section, to enhance expertise and effectiveness.
Proactively identify opportunities to enhance efficiency, effectiveness, and accuracy, proposing and implementing process improvements as appropriate.
Pursue pre-requisite certifications mandated by the organization to support ongoing professional development and organizational transformation.
Identify areas requiring technical support and organize refresher training for staff.
Other Responsibilities
Participate in different task forces (internally-Emergency and Development task forces) and (externally-Food Security and Agriculture clusters both at national and Oromia region level).
Develop minimum one need-based concept Note per every two months.
Represent PAPDA in various thematic coordination forums.
Job Requirements
MA or MSC degree in Statistics, economics or related fields.
Experience: Proven experience in data collection, analysis, and reporting coupled with skills for tracking program performance and outcomes for more than 6yrs.
Requirements: Data analysis and reporting proficiency, identifying trends, informing program improvements, and demonstrating program impact.
