Job Description

EOC-DICAC is a recognized and licensed non-profit charitable local NGO working to benefit vulnerable communities in Ethiopia. Since its establishment in 1972, EOC-DICAC has been implementing development and humanitarian programs across the country with the goal of enabling communities to achieve self-reliance by addressing the root causes of poverty, migration, climate change, conflict, and public health illiteracy through sustainable development interventions. Therefore, EOC-DICAC would like to invite dynamic and creative applicant for the following vacant post. 

Report to: Debre Birhan Coordination Office

Duty Station: Debre Birhan

No of Vacant Post: one (1) 

Salary and benefits: Negotiable

Application Deadline: Ten (10) consecutive days

Terms of employment: For seven (7) months

The CCCM Officer is responsible for the planning, coordination, implementation, monitoring, and evaluation of Camp Coordination and Camp Management activities in Debre Birhan IDPs site, including ensuring effective service delivery, community participation, coordination among actors, and protection of displaced populations.

Main Duties and Responsibilities 

Coordination and Site Management

  • Facilitate and maintain effective coordination of humanitarian services at camp or site level to ensure needs are met and duplication of efforts is minimized.

  • Liaise with humanitarian partners, local authorities, authorities, UN agencies, NGOs, and community representatives to ensure harmonized interventions.

  • Support the design and conduct of assessments and service mapping to understand service availability and gaps. 

Monitoring, Reporting, and Information Management

  • Monitor camp/site conditions, population changes, service delivery, and emerging needs through regular field visits. 

  • Collect, analyze, and maintain site data and information in coordination with CCCM information management systems. 

  • Produce regular reports on site conditions, needs, gaps, and trends for project management, clusters, and humanitarian coordination forums. 

Community Engagement and Participation

  • Engage displaced populations in decision-making by facilitating community governance structures (site committees) and representation. 

  • Promote inclusivity and ensure participation of women, children, the elderly, persons with specific needs, and marginalized groups in camp governance and activities. 

  • Oversee and support mechanisms for community feedback and complaints, ensuring accountability to the affected population. 

Service Access and Protection Mainstreaming

  • Ensure that displaced persons are aware of available services and how to access them. 

  • Work closely with Protection teams to integrate protection principles and referral pathways into CCCM activities. 

  • Support site planning to improve living conditions, safety, and dignity. 

Capacity Building and Technical Support

  • Provide capacity building, training, and mentoring for community governance structures, CCCM staff, partners, and stakeholders. 

  • Support development and implementation of CCCM standard operating procedures (SOPs), tools, and best practices. 

Planning, Preparedness, & Strategy

  • Contribute to the development or adaptation of CCCM strategies, work plans, and contingency planning. 

  • Support emergency preparedness, relocation planning, and exit strategy development for camp closure or transition phases. 

Stakeholder Relations and Representation

  • Represent the organization at inter-agency coordination meetings, clusters, and relevant forums. 

  • Maintain constructive and respectful relationships with local authorities, service providers, community leaders, and other stakeholders. 

Other Responsibilities

  • Provide technical input for resource mobilization, proposal writing, budget planning, and donor reporting. 

  • Perform other duties as assigned by supervisors to advance CCCM objectives. 

Job Requirements

  • BA/MSc Degree in Social Science, humanitarian Studies, Sociology, Community Development, and DRM from a recognized institution.

  • Experience: - Minimum 6 years of  relevant experience in the position.

Competencies and Skills 

  • Strong coordination and interpersonal skills.

  • Excellent communication and reporting skills.

  • Ability to work under pressure in challenging environments.

  • Cultural sensitivity and community engagement experience.

  • Understanding of humanitarian principles, protection mainstreaming, and accountability.

  • Basic data management and analysis skills.
