New Millennium Women Empowerment Organization (NMWEO) is an indigenous, non-governmental, non-profit humanitarian organization established in 2007 in Addis Ababa, Ethiopia. The organization was previously registered at the Ministry of Justice under registration number 3018 and later registered and licensed by the Federal Charities and Societies Agency as an Ethiopian resident’s charity by the Charities and Societal Proclamation No. 621/2009 by registration No. 0539. Job Purpose
The Roving WASH Officer is responsible for ensuring the technical quality, accountability, and effectiveness of all WASH interventions in Shire IDP sites and collective centers. The role includes conducting needs assessments, overseeing the construction and rehabilitation of water points and sanitation facilities, promoting hygiene practices, supporting the distribution of WASH non-food items (NFIs), and ensuring community engagement. This position contributes to improving public health, dignity, and living conditions for displacement-affected populations while ensuring adherence to SPHERE standards, national WASH guidelines, and donor requirements.
Key Responsibilities
1. Water Supply Management
Conduct assessments of water access and quality to identify gaps and technical needs.
Oversee the rehabilitation and maintenance of existing water supply systems and pipelines in targeted IDP sites.
Procure, install, and maintain water storage tanks and tankers.
Support payment of communal water bills to maintain consistent access.
Monitor safe water provision to ensure compliance with SPHERE and WASH Cluster standards.
2. Sanitation and Hygiene Facilities
Plan, supervise, and monitor desludging, repair, or decommissioning of latrines and unsafe sanitation facilities.
Oversee construction of semi-permanent, gender-sensitive latrines and bathing facilities in collective centers.
Ensure sanitation facilities meet safety, dignity, and accessibility standards.
3. Hygiene Promotion and Community Engagement
Conduct hygiene promotion sessions and community awareness campaigns focused on personal hygiene, cholera prevention, and safe water use.
Establish and/or strengthen community WASH groups to mobilize participation in facility maintenance and hygiene behavior change.
Ensure inclusive participation and address the specific needs of women, girls, boys, men, and vulnerable groups.
4. WASH Non-Food Items Distribution
Coordinate distribution of hygiene kits, cleaning materials, and WASH NFIs to vulnerable households.
Ensure tracking, post-distribution monitoring (PDM), and beneficiary feedback for accountability and quality improvement.
5. Technical Supervision and Quality Assurance
Ensure technical quality and compliance with all WASH activities with organizational, national, and cluster standards.
Provide on-site technical guidance and support to field teams and contractors.
Conduct site inspections, observations, and monitoring visits to verify functionality, safety, and sustainability of WASH facilities.
6. Reporting and Documentation
Maintain accurate and timely records of water, sanitation, and hygiene interventions.
Prepare technical and progress reports for the Humanitarian Coordinator, donors, and WASH Cluster partners.
Contribute to lessons learned, assessments, and evaluation data to improve program quality.
Job Requirements
Required Qualifications and Experience
Education
Bachelor’s degree in environmental health, Civil/Water Engineering, Public Health, or a related field.
Experience
Minimum 3 years of experience in WASH programming in humanitarian or displacement-affected contexts.
Demonstrated experience in water supply management, sanitation facility construction, hygiene promotion, and WASH NFI distribution.
Experience in community mobilization and capacity building for WASH committees.
Familiarity with SPHERE standards, WASH Cluster guidelines, and government regulations.
Skills and Competencies
Strong technical knowledge of WASH systems, infrastructure, and hygiene promotion.
Excellent planning, coordination, and supervision skills.
Ability to work in remote and field-based roving assignments, with flexibility and resilience.
Strong communication, reporting, and stakeholder engagement skills.
Knowledge of public health risks, gender-sensitive WASH interventions, and inclusive programming.
