1.1 General Information

New Millennium Women Empowerment Organization (NMWEO) is an indigenous, non-governmental, non-profit humanitarian organization established in 2007 in Addis Ababa, Ethiopia. The organization was previously registered at the Ministry of Justice under registration number 3018 and later registered and licensed by the Federal Charities and Societies Agency as an Ethiopian resident’s charity by the Charities and Societal Proclamation No. 621/2009 by registration No. 0539. NMWEO has been re-registered according to the Civil Society Organizations Proclamation No.113/2019 with registration No. 0539.

The Admin and Procurement Officer is responsible for overseeing administrative operations and managing procurement activities to ensure efficient office management, timely acquisition of goods and services, and compliance with organizational policies, donor requirements, and applicable laws. The role supports program implementation by ensuring that administrative and procurement systems function effectively and transparently.

Duties and Responsibilities:

A. Administrative Responsibilities

  • Manage day-to-day office administration, including office supplies, utilities, and asset management.

  • Maintain accurate and organized administrative records, files, and correspondence (both physical and electronic).

  • Coordinate office logistics, including meetings, workshops, travel arrangements, and vehicle usage.

  • Support human resource administrative tasks such as staff files, attendance records, leave tracking, and onboarding documentation.

  • Ensure proper maintenance of office equipment and liaise with service providers as needed.

  • Assist management with administrative reporting and compliance requirements.

  • Ensure adherence to internal administrative policies and procedures.

B. Procurement Responsibilities

  • Plan, coordinate, and execute procurement of goods, works, and services in accordance with organizational procurement policies and donor guidelines.

  • Prepare procurement plans in coordination with program and finance teams.

  • Solicit quotations, bids, or proposals; conduct bid analysis; and prepare evaluation reports.

  • Issue purchase orders and ensure timely delivery of goods and services.

  • Maintain a database of prequalified suppliers and service providers.

  • Ensure proper documentation of procurement processes for audit and compliance purposes.

  • Monitor supplier performance and manage vendor relationships.

  • Support inventory control and asset registration in coordination with finance and administration.

Job Requirements

Required Skills and Competencies

Qualifications

  • Bachelor’s degree in Procurement, Logistics, or a related field.

  • Minimum of 3–5 years of relevant experience in administration and procurement, preferably in an NGO/CSO or donor-funded project.

  • Strong knowledge of procurement principles, ethical standards, and value-for-money practices.

  • Familiarity with donor procurement regulations (UN OCHA, EU, USAID, or similar) is an asset.

  • Proven experience in office administration and systems management.

  • Strong organizational and time-management skills with attention to detail.

  • High level of integrity, transparency, and accountability.

  • Ability to manage multiple tasks and meet deadlines under pressure.

  • Excellent written and verbal communication skills.

  • Proficiency in Microsoft Office applications (Word, Excel, Outlook).

  • Ability to work independently and as part of a team.

  • Fluency in English is required; knowledge of local languages is an advantage.

  • Professional and ethical conduct.

  • Proactive and solution-oriented approach.

  • Strong interpersonal and coordination skills.

  • Willingness to learn and adapt to organizational systems.

  • Language: Fluency in English, and Amharic is required
