The Global Communities Food for Progress (FFPr), Partnership for Productivity (P4P) in Ethiopia, is sponsored by the US Department of Agriculture (USDA). This five-year initiative, titled Partnership for Prosperity: Strengthening the Livestock Value Chain in Ethiopia to Boost U.S. Exports, is focused on enhancing Ethiopia's livestock value chain. The program aims to make the sector more productive, resilient, and profitable, thereby driving economic growth in the country.

P4P utilizes five integrated interventions, each developed in collaboration with both US and Ethiopian private sector stakeholders. These interventions are as follows:

  1. Increase Use of Improved Agricultural Techniques and Technologies: Promote the adoption of advanced methods and technologies to enhance agricultural productivity.

  2. Increase Availability of Quality Inputs: Ensure Ethiopian farmers have access to high-quality agricultural inputs necessary for livestock production.

  3. Trade Promotion: Support efforts to improve trade opportunities within the livestock value chain.

  4. Increase Access to Finance and Risk Management: Expand financial resources and risk management tools available to livestock producers.

  5. Policy and Advocacy: Together, P4P interventions will create and expand market access for U.S. livestock production inputs and technologies needed by Ethiopian farmers.

The Opportunity

Are you passionate about driving policy reform and building partnerships that create lasting impact? We are seeking a Policy and Regulatory Lead to spearhead public-private engagement and regulatory reform in Ethiopia’s livestock sector. Reporting to the Deputy Chief of Party, you will work closely with government institutions, private sector actors, and development partners to advance evidence-based policies and strengthen sector governance.

Key Responsibilities

  • Lead livestock sector policy and regulatory reform initiatives in coordination with government institutions at federal and regional levels.

  • Facilitate public–private dialogue platforms to promote private sector participation in livestock production, processing, and value chain development.

  • Identify and analyze policy and regulatory constraints affecting livestock markets, investment, and trade; design evidence-based reform recommendations.

  • Assess institutional capacity needs and develop action plans to strengthen regulatory systems and policy implementation.

  • Provide technical advice on livestock-related policies, legal frameworks, and regulations, adapting international best practices to the Ethiopian context.

  • Support government counterparts in drafting, reviewing, and revising livestock policies and regulations.

  • Promote policy coherence across livestock sub-sectors, including animal health, feed management, marketing, and export trade.

  • Engage with private sector associations and producer organizations to ensure their perspectives inform policy discussions.

  • Strengthen collaboration between government agencies, development partners, and industry stakeholders.

  • Monitor progress, document lessons learned, and provide regular analytical updates to program leadership.

  • Represent the program in national and regional policy forums and technical working groups.

Job Requirements

  • Advanced degree (MSc and above) in Agriculture, Political Economy, Economics, Animal Science, or bachelor’s degree with substantial relevant experience.

  • Minimum of ten (10) years of working experience in agriculture and development policy and regulatory affairs.

  • Demonstrated knowledge on applying the livestock value chain framework at all levels (in both the public and private sector).

  • Practical experience in developing and implementing trade promotion in the livestock sector.

  • Strong understanding of the Ethiopian livestock policy landscape and relevant government institutions.

  • Excellent communication, interpersonal, and stakeholder engagement skills.

  • Oral and written fluency in English is required.
