The Procedures and Project Activities Monitoring Head is responsible for developing, implementing, and monitoring organizational procedures and overseeing the execution of project activities to ensure alignment with approved plans, policies, timelines, budgets, and performance standards. The role ensures efficiency, compliance, accountability, and timely reporting of project and procedural performance.
Key Duties and Responsibilities
1. Procedures Development & Monitoring
Develop, review, and update organizational procedures, guidelines, and manuals.
Ensure procedures comply with organizational policies, laws, and regulatory requirements.
Monitor the implementation of approved procedures across departments.
Identify procedural gaps and recommend improvements to enhance efficiency and effectiveness.
Provide guidance and training to departments on standard operating procedures (SOPs).
2. Project Activities Monitoring
Monitor project activities against approved plans, schedules, and budgets.
Track project progress, milestones, outputs, and outcomes.
Identify delays, risks, and implementation challenges and propose corrective actions.
Ensure project activities align with organizational strategic objectives.
Coordinate with project managers and department heads to resolve implementation issues.
3. Planning, Reporting & Evaluation
Prepare periodic monitoring and performance reports (monthly, quarterly, annual).
Develop monitoring tools, indicators, and reporting formats.
Conduct field visits, desk reviews, and performance assessments.
Support mid-term and end-term project evaluations.
Present findings and recommendations to management.
4. Coordination & Communication
Coordinate with internal departments, project teams, and external stakeholders.
Serve as a focal point for procedural compliance and project monitoring matters.
Facilitate review meetings, progress discussions, and performance review sessions.
Ensure effective information flow between management and project implementers.
5. Risk Management & Compliance
Monitor compliance with approved procedures and project agreements.
Identify operational and project risks and recommend mitigation measures.
Ensure proper documentation and record management for procedures and projects.
Support internal and external audit processes.
6. Leadership & Capacity Building
Lead and supervise monitoring and procedures staff.
Set performance targets and conduct staff performance evaluations.
Build staff capacity through coaching, training, and mentoring.
Promote a culture of accountability, continuous improvement, and results orientation.

Job Requirements
Education
Bachelor’s Degree in Management, Project Management, Economics, Engineering, Public Administration, Development Studies, or a related field.
Master’s Degree is an added advantage.
Experience
Minimum of 8 years of relevant work experience in procedures management, project monitoring, planning, or M&E.
At least 2–3 years in a supervisory or managerial role.
