Job Description

Under the supervision of the team leader, the hygiene promotion & distribution officer will ensure the organization, management, implementation and programmatic follow up of the hygiene promotion, cleaning service and distribution activities implemented directly by Solidarités International or by its implementing partners, in keeping with Solidarités procedures and standards. 

Distribution

  • Under the responsibility of the team leader, take part in logistical and administrative organization, planning, and preparation of distributions or if distribution done by IP, support and follow up logistic and administrative organization, planning and preparation of the distributions by the implementing partners with minimum:  

  • Implementation of Solidarités International tools for distribution, in particular:

    • Take part in the targeting, registration and cross check of beneficiaries

    • Implement site distribution

    • Recruit and train daily workers

    • Delegate daily worker site tasks according to the team Leader's instructions  

    • Supervise distribution to beneficiaries

  • Ensure that each registered, identified beneficiary has benefited from distributions

  • After distribution has taken place, calculate and confirm the number of households which benefited and the quantity of goods distributed

  • Gather and replace materials used during distribution

  • Respect Solidarités International's administrative procedures before, during, and after distribution

Sensitization

  • Under the responsibility of the team leader, participate in the logistical and administrative organization, planning and preparation of field operations. or if hygiene promotion done by IP, support and follow up logistic and administrative organization, planning and preparation of the awareness sessions considering:

    • Identify local resources capable of helping in the preparation and accomplishment of the activities of Solidarités International

    • Remain in touch with the population and local authorities to understand needs, complaints, and major events that may have an impact on the activities of Solidarités International.

    • Analyze the humanitarian situation taking into account the Do No Harm policy 

  • Apply safety & security procedures in field operations  

  • Present the population and local authorities with the nature of field operations

  • Conduct sensitization activities with beneficiaries:

    • using Solidarités or any relevant resources adapted to the context

    • sending messages determined by the Solidarités International official in charge of operations

    • adapting methods to the different populations

    • Recruit and train daily workers

    • Delegate daily worker site tasks according to the team Leader's instructions  

  • Taking into account the production problems / Do No Harm policy for the population

  • Helping identify and train key persons regarding the sensitization themes 

  • Participate in the creation and monitoring of committees, and the training of its members

  • Monitor and distribute sensitization activity reports

Cleaning service

  • Under the responsibility of the team leader, participate in the logistical and administrative organization, planning and preparation of field operations. or if cleaning service done by IP, support and follow up logistic and administrative organization, planning and preparation of the activity considering:

    • Identify local resources capable of helping in the preparation and accomplishment of the activities of Solidarités International

    • Remain in touch with the population and local authorities to understand needs, complaints, and major events that may have an impact on the activities of Solidarités International.

    • Analyze the humanitarian situation taking into account the production problems / Do No Harm policy for the population 

  • Apply safety & security procedures in field operations

    • using Solidarités resources or any relevant resources adapted to the context

    • following processes determined by the Solidarités International official in charge of operations

  • Taking into account the production problems / Do No Harm policy for the population

  • Helping identify and train key persons regarding the sensitization themes 

  • Participate in the creation and monitoring of committees, and the training of its members

  • Monitor and distribute cleaning services activity reports 

Reporting/Communication

  • Keep monitoring tools and files archived at the Solidarités International office, ensuring their availability to his/her team leader

  • Archive registration and distribution lists of beneficiaries

  • Under the supervision of the team leader, participate in the drafting of distribution reports, cleaning service and sensitisation reports

    • Pass on any information regarding the distribution process

    • Pass on any information regarding the sensitization approach and process

  • Extract and pass on distribution, cleaning service and sensitization statistics to the team supervisor

  • Take part in seminars and training workshops relating to cleaning service, sensitization and distribution tasks and to goal attainment

  • Report to the team supervisor on the progress of activities and specific tasks assigned, problems encountered, the quality of relations with beneficiaries

  • Pass on any information or problems concerning his/her task, Solidarités International programs, or safety aspects 

  • Act as a liaison with the local population and authorities in order to identify the needs, grievances and major events that could have potential consequences for Solidarités International activity

  • Analyse the humanitarian situation, taking protection problems into consideration/Do no Harm to the population

  • Collaborate with local administration and authorities

  • Take part in restitution meetings and clusters on request

Job Requirements

Profile desired

 Studies:

  • University degree in public health or any related field.

Experience: 

  • 1 year experience in similar position is an asset, preferably in the humanitarian or development sector. Proven technical experience in the hygiene awareness sector, experience in working with the local communities and with the community mobilization.

Languages: 

  • A high level of fluency in Tigrinya is a mandatory requirement for this role,

  • English proficiency is appreciated.

Skills

  • Knowledge of hygiene promotion methodologies, including social marketing, social network, film making etc.

  • Willingness to work in the field

  • Very good communication skills with a wide range of stakeholders

  • Teamwork spirit and ability to work effectively under pressure
