Job Description

Key Duties and Responsibilities

1. Strategic HR Planning

  • Develop and implement HR policies aligned with company goals and project timelines

  • Forecast manpower needs for projects (engineers, supervisors, skilled & unskilled labor)

  • Advise management on workforce planning, succession planning, and organizational structure

2. Recruitment & Workforce Management

  • Lead recruitment for site and head-office positions

  • Coordinate hiring of contract, daily laborers, and project-based staff

  • Manage onboarding, orientation, and deployment to construction sites

  • Maintain manpower schedules and labor mobilization plans

3. Employee Relations & Discipline

  • Handle employee grievances and conflict resolution

  • Enforce company rules, code of conduct, and disciplinary procedures

  • Support site managers in managing labor relations

  • Promote positive industrial relations with workers and unions (if applicable)

4. Performance Management & Development

  • Implement performance appraisal systems for technical and non-technical staff

  • Identify training needs (safety, technical skills, leadership)

  • Organize training programs and capacity-building initiatives

  • Coach junior HR officers and supervisors

5. Payroll, Compensation & Benefits

  • Oversee payroll processing (including overtime, allowances, and site incentives)

  • Ensure accurate attendance, time sheets, and leave records

  • Manage employee benefits and compensation structures

  • Ensure compliance with labor laws regarding wages and working hours

6. Compliance & Labor Law

  • Ensure compliance with national labor laws and construction-specific regulations

  • Prepare and maintain employee contracts and HR records

  • Handle labor inspections and audits

  • Advise management on legal HR risks and mitigation

7. Health, Safety & Welfare (Very Critical in Construction)

  • Coordinate with HSE officers to enforce workplace safety policies

  • Ensure workers receive safety inductions and PPE

  • Support accident reporting, investigations, and follow-up actions

  • Promote employee welfare, accommodation, transport, and site facilities

8. HR Administration & Reporting

  • Maintain HR databases and personnel files

  • Prepare HR reports (turnover, absenteeism, manpower utilization)

  • Monitor employee attendance, leave, and contract expiry

  • Support HR budgeting and cost control

9. Leadership & Advisory Role

  • Supervise HR officers and site HR staff

  • Act as a link between management and employees

  • Participate in management meetings and decision-making

  • Represent the company in labor-related matters

Location: Head Office (Addis Ababa)

Job Requirements

Skills Required for a Senior HR Officer in Construction

  • BA in HRM, Management Business Administration and related with Minimum 8 years relevant experience.

  • Strong knowledge of construction law, contract law & Labor proclamation.

  • Negotiation and dispute resolution skills.

  • Ability to work closely with engineers, finance, and management teams.
