Job Description

The Consortium of Christian Relief and Development Associations (CCRDA), which was founded in May 1973, is a national umbrella organization of more than 496 national and international organizations operating in Ethiopia. CCRDA member organizations are engaged in various development activities, including agriculture and food security, rural development, health, water and sanitation, urban development, environmental protection, gender mainstreaming, humanitarian responses, etc. 

The Consortium of Christian Relief & Development Association (CCRDA) is looking for a highly motivated person to fill the following post.   

Report to: Executive Director                                                                                    

The Senior Director of Finance & Procurement Management Core Team is responsible for ensuring prudent financial management and internal control systems, & efficient & effective procurement management. The post holder maintains the organization’s financial integrity, wise spending, effective and efficient utilization of financial resources with tremendous cost efficiency. The incumbent oversees the financial accounting and reporting systems, facilitates budget preparation, and ensures timely payroll preparation and development project accounting. Ensure compliance with internal financial and accounting policies and procedures and applicable government regulation in budgeting and spending. He/She also expected to work statutory requirements of the organization are met including withholding Payments and taxes. The Senior Director of Finance & Procurement Management Core Team reports to the Executive Director. 

Under the supervision of the Executive Director, Senior Director of Finance & Procurement Management Core Team performs the following duties:

Management roles 

  • Participates in management team in making managerial decisions within his/her purview and reinforcing desired actions.

  • Help as an adviser to the Executive Director in matters pertinent to the organization’s Financial and Procurement Management Team.

  • Creates mechanisms and engages with other Core Teams and enhances horizontal teamwork.

  • Promotes teamwork and operational synergy within the working teams that are organized under his/her responsibility.

  • Supervises staff by providing direction, input and feedback under his/her responsibility.

  • Establish and implement processes that would enhance efficiency and operational excellence.  

  • Identifies and evaluates the risks associated with finance & procurement activities and takes appropriate action to control the risks.

  • Ensures that the programs operate within the approved budget.

  • Write and submit reports as required. 

  • Carries out additional responsibilities assigned by the Executive Director. 

Financial Management

  • Controls all financial transactions & serve as financial management advisor to the organization   

  • Reviews and improves the financial policy of the organization. 

  • Ensures that the organization’s finance is audited internally and externally on time and reports communicated to pertinent stakeholders.

  • Ensures and maintains timely and accurate financial statements and reports that are appropriate for the users and in accordance with generally accepted accounting principles (GAAP) and approved organizational financial policy. 

  • Analyzes complex financial data and extracts and defines relevant information; interprets data for the purpose of determining past financial performance and/or projects a financial probability.

  • Leads organization’s budget plan and ensures that the program operates within the approved budget.

  • Develops and oversees the maintenance of budget monitoring systems, forecasting, trending, and results analysis, communicates over expenditures to work units and resolves funding shortfalls.

  • Interrelates all project events to their effect on financial resources and ensures continuous assessment and periodic reporting of financial status and forecasts.

  • Make sure that the funds for the approved projects are released in time and with due authorization.

  • Provides technical assistance to employees on prudent and modest use of finances. 

  • Ensures that necessary clearance of outstanding payments including withholding and taxes. 

  • Effectively collects membership fees on time and through the proper channel.

  • Monitors cash flow projections and report actual cash flow and variance, records and documents incomes generated from internal means, local and global supporters.

  • Compiles revenue and expense periodic reports for management purposes.

Procurement Management 

  • Ensures the management of Procurement in compliance with the organization’s policy and procedure.

  • Developing sound, cost-effective strategies for the purchasing of materials used in the consortium. 

  • Ensures the development/ review of the procurement policy of the organization. 

  • Leads & supervise the procurement process of the organization. 

  • Serve as adviser to the organization on procurement management activities. 

  • Provides defined and necessary assistance to Core Teams and Teams on matters pertaining to procurement management activities.

  • Evaluate & seek ways to improve and enhance the quality of materials/services purchased and the timeliness of deliveries. 

  • Working closely with the legal advisor to make sure contracts and terms are favorable.

  • Produces a timely report on procurement management.

  • Compiles and shares lessons learned documents and best practices within the organization and its members on effective Financial & Procurement Management. 

Job Requirements

Qualification Requirement

Education

 MA in Accounting, Finance & Accounting and/or other related fields of study.
Experience 

Minimum of 12 years with 5-8 years senior management level related experience.
