GOAL is a humanitarian and non-governmental organization that has been working in Ethiopia for over 30 years, towards ensuring the poorest and most vulnerable in our world and those affected by humanitarian crises have access to the fundamental rights of life, including but not limited to adequate shelter, food, water and sanitation, healthcare, and education. GOAL implements a range of multi-sectoral development, resilience, recovery and humanitarian responses programmes by being sensitive to cross-cutting issues including gender, accountably, child protection, HIV/AIDS. Currently, we work with pastoralist, agropastoral, pastoral dropouts, rural small holder farmers, rural/urban youth and street children to respond to humanitarian crises and build resilience in Ethiopia working closely with local communities, local government, donors and other key actors. GOAL E Humanitarian Response is centered on nutrition, WASH, livelihoods, multipurpose cash, NFIs and protection interventions in country wide while the recovery and development focus on livelihoods, economic opportunities, health, health and nutrition system strengthening and WASH with solid emphasis on integrated programming and community-based approach in Oromiya regional state. The Street Children programme is implemented with local partners in Addis Ababa and Hawassa.

General Description of the Role:
Provide outpatient and/or inpatient medical care to patients/beneficiaries according to adapted and updated medical knowledge, National and WHO protocols, values, and universal hygiene standards to improve the patients/beneficiaries' health conditions. In the designated region of GOAL refugee health and nutrition program.

Apply medical knowledge and skills to diagnose and prevention. Carry out outpatient and inpatient consultations, prescribing the necessary treatment respecting WHO, and national protocols.
Keep the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, checking they have understood.
Follow up the evolution of the hospitalized/IDP patients, through daily visits, consultations and examinations, prescribing the necessary treatment following WHO, and national protocols, deciding whether they can be discharged or transferred to other departments – in collaboration with other clinical officers- and informing their family about the patient’s evolution.
Check and control the rational distribution of medicines and equipment under his/her responsibility and take care the quality, disinfection and sterilization of the medical material. Assure general compliance with standing hygiene standards.
Participate in the collection and analysis of epidemiological data, checking its validity and informing the line manager or project coordinator about any problem or complication of the patients illness, medical error and monitors the proper functioning of the department, equipment or material.
Ensure ongoing training of the medical/paramedical multidisciplinary team in order to optimize the quality of care.
Knows and ensures all WHO and National medical protocols are followed and implemented, checking universal precautions are followed at all times and reducing bio-hazard risks and improving infection control. Ensures professional confidentiality is respected.
Manage the team under his/her direct responsibility according to GOAL HR policies and procedures, supervising their performance, organizing and scheduling shifts and rotations, directly participating in emergencies and on calls if necessary.
Report any progress and any problems in a timely manner to the immediate supervisor.
Perform any other duties/Tasks as required by the line manager.
Mainstreaming Issues:
The employee must read, understand, and implement, according to area of responsibility, GOAL’s policies and procedures on mainstreaming of Gender, HIV/AIDS, and Child Protection.
Work on increasing the sensitivity and awareness of the community towards Gender, HIV/AIDS, and Child Protection issues.
Compliance Issues
Familiarize self and understand GOAL Donor Compliance issues, specifically to the terms and conditions of the Donor programme that is working on and comply with the same area of responsibility.
Qualification (Education, Experience, key qualities, skills, and competence)
Medical Doctor, with 2-year experience minimum as a Medical Doctor or in clinical practical experience within recognized private, governmental medical training, referral, and specialized hospital or INGO.
Knowledge of the local language of the area is highly advantageous
Desirable quality, skill, and competence
Desirable key qualities, Skills, and Competences: (list of qualities that are considered necessary for the specific post which are believed to be key to the success of the job holder in the specific post):
Desirable in tropical medicine, or post-registration experience in Obstetrics and gynae, pediatrics, A, infectious diseases, HIV/AIDS/STDs, TB, general practice, general medicine or minor surgery.
A willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions.
Ability to work flexibly extra working hours including weekends and willingness to travel and work in rural locations and live in basic conditions.
Commitment to and understanding of GOALs, aims, values, and principles.
Computer literate.
Accountability & responsiveness within areas of responsibility.
