A Laboratory Program Manager for Global Fund activities will serve as a key technical focal person for the implementation of activities aimed at strengthening the national lab system with particular emphasis on HIV, TB, Malaria testing services in support of clinical care and treatment, and survey/surveillance undertakings. She/he will strive to improv the quality and accessibility of testing service across the tiers of laboratory system. She/he will look after, oversee and manage the implementation of activities related to supply chains, External Quality Assessment (EQA) schemes, integrated digital LIMS and data management, specimen referral networks and transportations, laboratory quality management system, among others, towards the establishment of a resilient and sustainable health laboratory program and services.

The manager will be reporting directly to the Director of the Laboratory Capacity Building Directorate (LCBD) of the institute. The Laboratory program manager will work with all directorates of EPHI, relevant LEOs at the Ministry of Health (MOH), Regional Health Bureaus (RHBs), Regional Public Health Institutes, and a wide network of implementing partners such as the Global Fund and stakeholders. The role requires strong capacity and capability in laboratory systems strengthening, stakeholder engagement, and programmatic integration across disease programs and laboratory tiers nationwide.

To ensure the coordination and provision of high quality laboratory testing services for HIV, TB, Malaria, and other diseases nationwide, with focus on availability and accessibility of testing, diagnostic accuracy, system integration, and stakeholder collaboration, among many others. The purpose is to support the Global Fund’s mission to accelerate the end of HIV AIDS, tuberculosis, and malaria as public health concerns by strengthening national laboratory services through the implementation of laboratory quality management system including EQA schemes, specimen referral and integrated transportation system, laboratory information data management  system, and fostering partnerships with MOH, RHBs, Regional Public Health Institutes, regional reference laboratories and implementing partners.

Duties and Responsibilities:

  • Coordinate the Global Fund Laboratory related activities including the planning, coordination, and monitoring of laboratory services for HIV, TB, Malaria and other disease across national and regional levels.

  • Support the implementation of specimen referral linkage and integrated transportation system across the nation 

  • Support the implementation and continuous improvement of EQA programs to ensure diagnostic accuracy and quality testing services.

  • Facilitate the deployment, integration, and optimization of Laboratory Information Systems (LIS) and EQA database system to support data-driven decision-making.

  • Promote the support of laboratory testing services for survey/ surveillance activities conducted by the institute and/or the MOH 

  • Serve as the primary liaison between the national health laboratory services, the MOH, RHBs, regional public Health institutes, and partners for harmonized implementation and practice of Global Fund supported laboratory programs.

  • Provide technical support to the Laboratory Capacity Building and other Directorates of the institute with regard to the implementation of GF supported lab activities. 

  • Facilitate communications between the national health laboratory leaderships, Reference laboratories, and Regional public Health Institutes for the seamless implementation of GF laboratory programs at all levels.

  • Attend national and regional laboratory meetings and workshops, and propose strategies to strengthen laboratory systems 

  • Provide technical and capacity-building support to MOH Programs offices for HIV, TB, Malaria and other relevant departments, EPHI Directorates, Regional Health bureaus, regional public health institutes, regional laboratories and Implementing Partners.

  • Participate in laboratory Trainings and support their proper rollouts.

  • Ensures the implementation of the Global Fund supported laboratory activities in line with the guidance of the funding agency. 

  • Conduct regular supportive monitoring activities to regional Health Bureau’s, regional Public Health institutes/ Laboratories, Facilities to oversee the appropriate implementation of the Global Fund supported laboratory program activities at all levels

  • Contribute to the national laboratory strategic planning, policy development, guideline preparations, training material development, report generations and resource mobilization efforts, both at the institute and the MOH

  • Participating and representing the institute in MOH/ GF related grant proposal writing up activities and meetings/Workshops

  • Monitor program performance, generate reports, and support evidence-based laboratory improvement activities.

  • Perform other duties as directed by the Director of the Laboratory Capacity Building Directorate.

Expected outcomes

  • Expanded access to quality assured HIV, TB, malaria, and other diseases testing services nationwide.

  • Reduced diagnostic errors through strengthened External Quality Assessment (EQA) programs and competency-based skill assessment.

  • Strengthened functional LIS/ EQA implemented and scaled across priority laboratories

  • Enhanced data accuracy, timeliness, and integration with national health systems

  • Improved laboratory program implementation as aligned with laboratory strategies of the institute, MOH, RHBs/ Regional Public Health Institutes and partners. 

  • Aligned laboratory indicators with Global Fund’s performance frameworks.

  • Improved procurement and supply chain management system for lab commodities.

  • Routine performance monitoring and timely reports using dashboards and scorecards 

  • Data-driven corrective actions and evidence-based recommendations.

Job Requirements

Educational Background 

Bachelor’s degree, Master’s degree, or PhD degree in laboratory sciences 

Work expectance 

  • Minimum 14 years of proven work experience in laboratory services, 7 years specifically laboratory program area for a bachelor degree or

  • Minimum 12 years of proven work experience in laboratory services, 7 years specifically in laboratory program areas for a master’s degree or

  • Minimum 10 years of proven work experience in laboratory services, 6 years specifically in laboratory program areas for a PhD degree

  • Demonstrated experience in the implementation of laboratory EQA schemes for the provision of laboratory quality service

  • Having experience in working in Global Fund supports laboratory projects 

  • Having experience in working with Regional Health bureau’s/ Regional Public Health Institutes/ Laboratories and other stakeholders in implementation of Global Fund laboratory activities  

  • Ability to perform multiple tasks simultaneously

  • Have good communication skills both in English and Amharic

  • Computer Literacy: routine use of MS-office applications, including Word, excel and PowerPoint and internet and email system required

  • Both the civil service and MOH/EPHI rules and regulations will be applied to guide the day-to-day activities and performance of the manager

  • As new priorities emerge and additional assignments requires, the EPHI may predictably revise this TOR and provide additional roles to the manager
