Job Description

The Center for Implementation Sciences (CIS) in Health at the School of Public Health, College of Health Sciences, Addis Ababa University seeks to accelerate translation of effective policies and evidence-based practices into public health and development benefits through influencing policies, strategies, programs, and practices at different levels of the health system. The CIS shall work, through its multidisciplinary teams and in close collaboration with relevant governmental and non-governmental stakeholders, to develop, implement, and evaluate strategies, methods, approaches, and models to promote the adoption, implementation, sustainment, and scale-up of evidence-based policies, practices, and programs in the fields of public health.
To support effective financial management of its growing portfolio, CIS seeks a qualified, detail-oriented Senior Accountant Officer to be based at the AAU Main Campus Finance Project Office

Under the supervision of the Finance Team Leader, the Senior Accountant Officer will be responsible for end-to-end financial management and transaction processing for the Center for Implementation Sciences (CIS). The role includes managing all project-related financial transactions, reporting, fund transfers, reconciliations, and compliance requirements at the AAU Main Campus Finance Project Office.
In addition, the officer will:

  • Support finance-related project work forwarded from the Aklilu Lemma Institute of Health Research

  • Provide occasional support to the AAU Main Campus finance office during peak workload periods, as required.

Duties and Responsibilities

Financial Operations & Transaction Management

  • Process, review, and record all financial transactions related to CIS projects in accordance with AAU financial regulations, government rules, and donor requirements.

  • Prepare, verify, and certify payment vouchers, receipt vouchers, journal vouchers, debit and credit notes prior to approval.

  • Classify, code, and journalize financial transactions and ensure accurate posting to subsidiary and general ledgers

  • Manage and follow up on advances, settlements, payables, and receivables.


Banking, Transfers & Reconciliation

  • Prepare and process fund transfers, payments, and deposits through authorized banking channels.

  • Collect bank statements and advices and perform timely bank reconciliations.

  • Investigate and resolve discrepancies identified during reconciliation.


Payroll & Statutory Compliance

  • Prepare monthly payroll and related journal entries and submit for review and approval.

  • Ensure timely and accurate processing of statutory deductions (tax, pension, and other applicable deductions).

  • Ensure compliance with Ethiopian tax laws and reporting obligations.


Reporting & Financial Control

  • Prepare monthly, quarterly, and annual financial reports for CIS projects in line with AAU and donor requirements.

  • Maintain accurate financial records to support internal and external audits.

  • Analyze trial balances and resolve abnormal balances or variances.

  • Support financial performance reporting and budget monitoring for ongoing projects.


Coordination & Support Functions

  • Serve as the focal finance officer for CIS at the AAU Main Campus Finance Project Office.

  • Handle finance-related requests and documentation from Aklilu Lemma Institute of Health Research.

  • Provide support to AAU Main Campus finance operations during periods of increased workload, as assigned.

  • Liaise with project teams, procurement units, and finance staff to ensure smooth financial operations.


Other Responsibilities

  • Provide technical guidance and support to junior accounting staff when required.

  • Perform other related duties as assigned by the Finance Team Leader or senior management.

Job Requirements

Education: 

  • MA/MBA or BA Degree in Accounting, Finance, or a related field.

Experience: 

  • Minimum of 5 years for BA degree and 4 years for MA/MBA degree and relevant professional experience, preferably in a higher education institution or project-based financial management setting.

  • 4. Competencies and Skills
    In-depth understanding of Ethiopian tax laws and relevant public and project financial management procedures.

  • Proven experience in project and institutional accounting.

  • High level of accuracy, integrity, and attention to detail.

  • Strong analytical, reporting, and reconciliation skills.

  • Proficiency in Peachtree Accounting Software and Microsoft Office (especially Excel).

  • Ability to manage multiple tasks and meet deadlines.

  • Strong communication and coordination skills across institutional units.


5. Salary

  • Negotiable, based on qualifications and experience.
