Through integrated development and humanitarian programming, GWEDE aims to address both immediate needs and long-term structural inequalities.
GWEDE is currently implementing donor-funded humanitarian projects under the Ethiopia Humanitarian Fund (EHF) in partnership with the Partnership for Pastoralist Development (PAPDA) in the Somali Region. To ensure effective WASH programming and compliance with donor requirements, GWEDE is seeking to recruit a qualified and committed MEAL Officer.
Duties and Responsibilities
1. MEAL Tool Development and Data Management
Develop and implement a robust monitoring and evaluation system to track project/programme data/results at output, outcome, and impact levels.
Develop or adopt an integrated database for all projects/programmes, ensuring data integrity, accountability, and collaboration with data processors.
Collaborate with programme officers and managers to collect relevant data for effective monitoring of strengths, weaknesses, and gaps in projects/programmers.
Review and update existing data collection tools for current programmes and projects.
2. Monitoring and Reporting
Maintain and update indicator results frameworks for country projects/programmes.
Develop M&E plans for all projects and proposals and ensure implementation aligns with these plans.
Ensure all grants have updated work plans and performance management plans (PMP).
Conduct regular data quality assessments/audits and provide guidance for corrective actions.
Review monthly progress reports from partners/network members and provide feedback.
Collate and prepare internal reports such as quarterly and annual reports.
Mainstream cross-cutting issues (gender, age, disability) using the SADD framework.
3. Assessments, Surveys, Research, and Evaluations
Conduct baseline surveys for new projects/programmes and evaluations for ongoing projects.
Coordinate and lead assessments, evaluations, and research initiatives.
Develop TORs for external surveys and oversee consultant recruitment and report reviews.
Ensure learning from final evaluations informs future project design.
4. Learning, Accountability, and Capacity Building
Conduct monitoring of project implementation to ensure standards are met.
Provide evidence for learning from projects and share insights with colleagues.
Ensure accountability, gender, and SADD standards are consistently applied.
Build staff capacity through training on new data monitoring tools and approaches.
Stay updated on MEAL tools and approaches and provide guidance to staff.
5. Safeguarding Responsibilities
Prevent harm and abuse in all operations and report any safeguarding incidents.
Comply with all safeguarding policies and mandatory training.
Follow HR vetting and safeguarding procedures consistently.
Person Specification
Education: Bachelor’s degree in Social Science, Public Policy, Statistics, Economics, M&E, Demography, Development Studies, life/health sciences, or related field. Master’s degree is a plus.
Experience: Minimum 5 years’ MEAL experience in, humanitarian and Development programmes.
Ability to work independently in challenging field environments.
Fluency in English and local languages is an asset.
Prior involvement in donor-funded projects (e.g., UN, EU, USIAD) is a plus.
Skills:
Data processing and management of large-scale surveys.
Proficient in statistical/data analysis software (Koboo,SPSS, SAS, Epi Info, Stata).
Strong research, evaluation, and analytical skills.
Ability to work under pressure and meet tight deadlines.
Strong interpersonal and team collaboration skills.
Knowledge of gender- and disability-sensitive approaches is a plus.
Experience in health care or social protection programmes is advantageous.
