Job Description

The Country Program Manager is responsible for leading and managing programs and projects implemented by Qatar Charity’s Ethiopia Field Office in line with the highest professional standards of international NGOs. The role involves translating Qatar Charity’s strategic plans into coherent programs and projects that address urgent development needs, align with national priorities, and contribute to sustainable impact.

Duties and Responsibilities

  • Supervise the assessment of development needs using appropriate research and analysis methodologies, ensuring alignment with Qatar Charity’s vision, mission, and national sectoral plans.

  • Develop program and project proposals based on needs assessments and host government priorities.

  • Prepare project plans to address urgent development needs, secure approvals from the Country Director and Headquarters.

  • Ensure timely compliance with legal, administrative, technical, and financial requirements for program implementation and closure.

  • Mobilize national-level support for program and project implementation.

  • Initiate approved programs/projects in line with Qatar Charity’s media, communication, and marketing policies.

  • Participate in Tender Committees, ensuring transparency and adherence to organizational policies.

  • Manage projects within the annual office plan and monitor contractor/third-party performance against contractual obligations.

  • Identify and resolve challenges hindering project implementation.

  • Oversee handover procedures for completed projects in line with organizational policies.

  • Approve and monitor interim and final technical/financial MEAL reports.

  • Respond promptly to Headquarters’ requests regarding ongoing or completed projects.

  • Prepare and update project cash flows, ensuring timely disbursement requests.

  • Supervise technical teams to ensure quality delivery.

  • Build relationships with UN agencies, INGOs, and donors to secure external funding.

  • Communicate effectively with partners, fulfilling reporting and information-sharing requirements.

  • Facilitate evaluation missions from Headquarters or other designated agencies.

  • Close completed programs/projects, issuing final reports and permanently closing accounts.

Job Requirements

Professional Experience

7 – 10 years of proven experience in:

  • Developmental, emergency, and humanitarian fields.

  • Leadership roles within INGOs.

  • Project and human resource management.

  • Proposal development, monitoring, and evaluation.

  • Strategic planning and forecasting.

  • Risk management.

  • Disaster management.

  • Contracts management.

Personal Skills

  • Strong leadership and team management abilities.

  • Excellent problem-solving and decision-making skills.

  • High-level organizational and time management skills.

  • Strong interpersonal and communication skills, with the ability to build partnerships.

  • Analytical thinking and attention to detail.

  • Ability to work under pressure and adapt to changing priorities.

  • Commitment to transparency, accountability, and ethical standards.

Education and Qualifications

  • Required: Bachelor’s degree in Project Management, Development, Economics, Social Sciences, Business Administration, or Engineering.

  • Preferred: Master’s degree in the above fields.

  • Additional Preferred: PhD in Project Management, Development, Economics, Social Sciences, Business Administration, Engineering, or Disaster Management.

Other Preferred Qualifications:

  • International Computer Driving License (ICDL) or documented computer skills.

  • Project Management Professional (PMP) certification.
