Programme Support and Development Officer
CareEpilepsy Ethiopia is recruiting a motivated Programme Support and Development Officer to provide operational leadership and strengthen delivery across our clinical, community, training, and advocacy programmes. Reporting to the Operations Director, this non executive role leads day to day implementation, coordinates teams and partners, monitors progress, resolves operational challenges, and ensures high quality documentation for donor and organisational use. The post also supports proposal drafting, programme tool development, data analysis, monitoring systems, and evidence generation, including assessments, surveys, and operational research.
Role Purpose
The Programme Support and Development Officer provides operational leadership to ensure effective delivery and continuous improvement of programmes. Reporting to the Operations Director, the role leads day to day implementation, coordinates teams and partners, monitors progress, addresses challenges, and ensures strong documentation. The post supports proposal development, data analysis, evidence generation, and the design of new programme initiatives grounded in field insights. This is a non-executive position.
Duties and Responsibilities:
1. Programme Leadership & Coordination
Lead the coordination and daily management of programme components within the Program Framework.
Ensure activities are delivered on time, within scope, and with high quality.
Maintain programme timelines, documentation systems, and implementation checklists.
2. Programme Development & Improvement
Support the development and refinement of programme tools, guidelines, and training materials.
Identify programme gaps and propose improvement opportunities.
Assist with planning and introducing new programme activities and approaches.
3. Proposal Development & Donor Documentation
Draft sections of proposals, concept notes, and donor reports.
Compile programme statistics, stories, and programme evidence for use in proposals.
Maintain a proposal pipeline, donor calendars, and submission checklists.
4. Monitoring, Evaluation & Learning
Update monitoring dashboards and programme tracking systems.
Coordinate data collection across all programme areas (training, awareness, clinical utilisation, advocacy engagement, etc.)
Analyse initial trends and prepare learning summaries for review meetings.
Organise weekly, monthly, and quarterly reflection sessions and support learning documentation.
Coordinate assessments, surveys, community consultations, and operational research.
5. Stakeholder & Partner Coordination
Serve as operational focal point for selected partners.
Ensure reports, follow-up matrices, and communication are updates.
Track partner engagement commitments and ensure timely coordination.
7. Reporting & Communication
Prepare programme briefs, monthly progress reports, dashboards, and summaries.
Maintain programme documentation in organised, accessible systems.
Job Requirements
Minimum Requirements:
• Master’s degree in Nursing, Public Health, Health Management, Psychology, Sociology, Development Studies, or related field
• Additional training in data analysis and statistics applications, for example SPSS, STATA, Excel analytics
• Minimum 2 years of experience in programme or project implementation and coordination
• Strong writing skills for proposals, reports, and donor documentation
• Proficiency in Microsoft Office, advanced Excel, and fluency in Amharic and English

Qualifications & Experience
Education
Master’s degree in Nursing, Public Health, Health Management, Psychology, Sociology, Development Studies, or related field.
Additional training in data analysis and statistics applications (e.g., SPSS, STATA, Excel analytics, Power BI) is required.
Professional Experience
Minimum 2 years of experience in programme / project implementation and leadership.
Demonstrated ability to lead and manage implementation processes.
Experience in proposal writing, donor reporting, and applied assessment or research support.
Strong background in data collection, analysis, and interpretation.
Skills & Competencies
Strong leadership in coordinating multi-component programmes.
Ability to analyse programme data and prepare trends, charts, and summaries.
Strong writing skills for reports, proposals, and documentation.
Confident communicator with partners, field teams, and clinical staff.
Ability to guide junior staff, interns, and volunteers.
High initiative, problem-solving ability, and attention to detail.
Proficiency in Microsoft Office, Excel (advanced), and statistical and Amharic software.
