Job Description

The Ethiopian Red Cross Society (ERCS) wants to recruit employees in the following vacant position the details of which are mentioned below. 
About the Ethiopian Red Cross Society 


The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 15 Regional Offices, Zonal Branches and  District/Woreda Branches, Woreda Red Cross Committee  and Kebele Red Cross  committees.


ERCS also runs disaster risk reduction programs relating to food security, climate change adaptation, livelihood diversification, and institutional capacity building interventions, with the aim of creating resilience households and communities. ERCS works in partnership with the Ethiopian Government, International Federation of the Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC), partnering National Societies, members, volunteers and the communities we serve.

JOB SUMMARY 


Under the general direction and guidance of the Deputy Secretary General (DSG operation), the Human Capital and Facility Management Director, Plans, directs, and controls all the human resource administration, facility management and staff Capacity Building tasks of the Society Studies and develops policies, procedures, and systems of the department to enhance the efficiency and effectiveness of the Humanitarian operation of the society;  develops, and formulates the National Society’s employees' performance management system and follows up on its proper implementation; staff recruitment, promotion, transfer, and termination of employees, Ensures that the Labour Law and other internal human resource rules and regulations are implemented and consistently and uniformly practiced at all levels of the National Society;  Ensure proper handling of staff benefits such as medical and life insurance etc., Make sure that staff capacity building components are incorporated in projects/programs and the annual plan of the NS and sufficient resources are allocated for; Prepares/reviews and implements leadership and staff competency framework; Ensure the documentation of success stories and good practices on staff capacity building to enhance learning, knowledge management, and scaling up; ensures provision and proper maintenance of office, office equipment, utilities, facilities, etc. for continuous use and efficient operations of the Society; 

Duties and Responsibilities:

  • Plans, directs, and controls all the human resource administration, facility management and staff Capacity Building tasks of the Society;  

  • Studies and develops policies, procedures, and systems of the department to enhance the efficiency and effectiveness of the Humanitarian operation of the society;  

  • Ensures that all positions within the Society are filled by individuals fully qualified and competent to meet the requirements of their respective positions;   

  • Studies, and develops the Society’s human resource policy manuals, and employee handbook including procedures for various human resource administration and development functions such as recruitment,

  • performance appraisal, compensation package, and grievance handling and implement the same upon approval;  

  • Studies, develops, and formulates the National Society’s employees' performance management system and follows up on its proper implementation;  

  • Performs new staff recruitment, promotion, transfer, and termination of employees in accordance with its delegated level of authority and the Labour Law;  

  • Ensure that talent acquisitions include finding, hiring, training, and retaining employees, creating and implementing effective talent acquisition strategies. 

  • Perform the talent acquisition process and on boarding’s of the society in accordance with the respective legal procedures

  • Ensures that employees at regional, zonal, and woreda branch offices are administered based on the relevant rules of the Society and Labour law;  

  • Provides services and advice to management and staff on all human resource issues, including recruitment, compensation and benefits, job classification, training and development, and employee welfare;  

  • Study and propose organizational restructuring as needed and assess the staffing needs of the Society;  

  • Ensure the establishment and maintenance of all employees’ records and aided in advance via technologies;  

  • Ensures that all work units at the Headquarters have all the required human resources both in terms of quality and quantity and devises systems of motivating and retaining skilled manpower; 

  • Oversees regional, zonal, and Woreda Branch offices have all the required human resources both in terms of quality and quantity and devise systems of motivating and retaining skilled manpower; 

  • Sets future strategic Human Resource Planning to meet with man power requirements of the National Society,  

  • Ensures that the Labour Law and other internal human resource rules and regulations are implemented and consistently and uniformly practiced at all levels of the National Society;  

  • Leads the process of reviewing the organizational structure, staffing, job evaluation, and job descriptions (JDs) and undertakes studies on compensation package reviews and submits proposals for approval in line with organizational staffing strategy and policy framework;  

  • Maintains effective coordination and collaboration with work units to ensure staff safety, well-being, security, and addresses and resolves staff grievances;  

  • Ensure proper handling of staff benefits such as medical and life insurance etc.;  

  • Enables and sustains a motivating working environment throughout the Society that nurtures "a learning-together" attitude and sustains staff motivation and morale to deliver the overall organizational mission;  

  • Ensures that the Society’s policies, strategies, procedures, and other HR systems are periodically updated and new policies, manuals, and systems are developed as required; 

  • Make sure that staff capacity building components are incorporated in projects/programs and the annual plan of the NS and sufficient resources are allocated for; 

  • Prepares/reviews and implements leadership and staff competency framework; 

  • Ensure Works proactively on action research, twinning arrangement, changing working culture, peer learning, coaching and mentoring, and others; 

  • Follow up leadership/staff training and development at HQ and branches; 

  • Ensure the promotion of team spirit across the organization to increase efficiency, and effectiveness and reduce fragmentation; 

  • Ensures horizontal integration between work units to enhance internal communication and operational effectiveness; 

  • Ensures vertical integration between HQ and branches and plays a key role in improving the NS’s organizational culture; 

  • Ensure the documentation of success stories and good practices on staff capacity building to enhance learning, knowledge management, and scaling up; 

  • Make sure that the training needs of the NS are assessed & the annual staff development plan is prepared and aligned with performance evaluation, strategic and program plan; 

  • Ensures that all work units’ staff possess the required skills and competencies for the specific position she/he assigned and designs appropriate development programs to fill the gaps based on strategic human resource development programs;  

  • Ensure that all systems are supported by appropriate technologies to enhance the efficiency and effectiveness of each of the work units.    

  • Ensure proper development and implementation of the system for efficient use and inspection of office, office equipment, utilities, facilities etc. of the Society; 

  • Ensures provision and proper maintenance of office, office equipment, utilities, facilities, etc. for continuous use and efficient operations of the Society;  

  • Ensures the development and implementation of scheduled and preventive maintenance activities for buildings and other related establishments of the Society;

    Reports to:  DSG for operations

    Terms of employment:  Permanent after probation period 

    Place of Work: Addis Ababa

    Salary:   as per the organization salary scale

Job Requirements

QUALIFICATION REQUIREMENTS:

  • Second/First degree in Human Resource Management/ Personnel Management/ Management/ Public Administration, Business Management, Business Administration
    10/12 years’ relevant work experience of which 5/7 years in a managerial position
