Job Description
Positive Action for Development (PAD) is one of the most vibrant, rapidly expanding, and results-driven civil society organizations in Ethiopia. PAD is currently scaling up its interventions across the humanitarian, NEXUS, and development spectrum—expanding operations throughout the country, including in Addis Ababa, Amhara, Oromia, Harari, Afar, Somali, Tigray, Benishangul-Gumuz, and Ethiopia's southern regional states. As PAD broadens its reach, it remains firmly committed to inclusive, equitable, and conflict-sensitive programming—respecting the diverse realities of communities while fostering peaceful coexistence and sustainable development.

This document outlines the standard roles and responsibilities associated with this position. Purpose of the Role
The reintegration coordinator provides strategic and technical leadership for the reintegration program across the country. The role ensures high-quality program design and delivery, promotes integration across sectors, and drives organizational learning and innovation. The reintegration coordinator represents the organization in national and international platforms and ensures priorities align with donor and government policies.
Provide operational guidance and support to coordination Offices on the return and reintegration assistance of migrants in vulnerable situations at individual, community, and structural levels.
Support coordination office officers remotely and through mission support, assess training needs on return and reintegration and facilitate the roll-out of relevant trainings.
Review existing procedures and tools and support in the development of new contextualized Standard Operating Procedures (SOPs), whilst ensuring application of institutional standards and a reasonable level of harmonization across the approaches used in the various implementing countries.
Actively participate in MRP and other reintegration coalitions and represent the organization.
Coordinate the overall reintegration operation of the organization, including; the planning, execution, reporting and documentation.
Assessing the capacity of field office officers, develop strengthening plan and developing their capacities.
Provide substantive inputs and support to country offices' strategies in building national return and reintegration systems and establishing community-based reintegration initiatives.
Develop programmatic tools and guidance to streamline approaches, in particular as pertains to the coordination with field offices and the provision of reintegration assistance.
Enhance coordination, case management and continuity of care, linkages between return and reintegration, as well as smooth planning of operations.
Contribute to programme enhancements and development for return and reintegration, based on available evidence, trends, and lessons learned from previous programmes.
Promote the exchange of experience and good practices among implementing sites and return and reintegration practitioners, including by establishing a community of practice and documenting good practices from country offices. Through this and the close coordination with other thematic areas, promote the development and scaling of innovative solutions.
Actively report to MRP on a quarterly basis through on line plate form.
Conduct regular monitoring and support missions to field offices.
Perform such other duties as may be assigned.
Qualifications
Master's degree in, Development Studies, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or,
Experience Required:
Experience in return and reintegration, preferably in the framework of MRP schemes, or experience in other relevant fields such as livelihood or protection programming;
Demonstrated expertise in the designing and implementing capacity development initiatives; and,
Previous experience with UN and International Agencies, international or local non-governmental organizations (NGOs) preferred.
Skills
Excellent written and verbal communication skills;
Strong analytical skills;
Proven track record of successful engagement with donors and government actors;
Excellent coordination and leadership skills in an intercultural context;
Demonstrated knowledge and expertise in the field or return and reintegration; and,
