The Ethiopian Red Cross Society (ERCS) wants to recruit employees in the following vacant position the details of which are mentioned below. 

The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 15 Regional Offices, Zonal Branches and District/Woreda Branches, Woreda Red Cross Committee  and Kebele Red Cross  committees.

ERCS also runs disaster risk reduction programs relating to food security, climate change adaptation, livelihood diversification, and institutional capacity building interventions, with the aim of creating resilience households and communities. ERCS works in partnership with the Ethiopian Government, International Federation of the Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC), partnering National Societies, members, volunteers and the communities we serve.

Job Title:  Humanitarian Supply Chain Department Director

  • Work Unit:               Humanitarian Supply Chain Department

    • Reports to:                 DSG for operations

    • Terms of employment:  Permanent after probation period 

    • Place of Work:              Addis Ababa

    • Salary:                           as per the organization salary scale

Under the general direction and guidance of the Deputy Secretary-General, the Director of the Humanitarian Supply Chain Department plans, directs, and controls the overall supply chain activities of the Society; develops policies and procedures that enable the Society to standardize and regulate the Society’s procurement, warehouse and transport management, materials stocking and distribution; provides appropriate procurement,   transport, and other humanitarian supply chain support to work units; ensures the transfer of supplies to branches in the right quality and quantity; maintains and prepositions contingency stocks of essential supplies, and optimizes Humanitarian supply Chain and communication; ensures safe and accountable warehousing system and storage practice; ensures proper maintenance of trucks for continuous use and efficient operations of the Society; ensures proper insurance coverage of the Society’s vehicles.

Duties and Responsibilities

  • Plans, directs, and controls the overall supply chain department activities of the Society; 

  • Evaluate the effectiveness of the procurement, materials management, and fleet management systems used in the Society to ensure an adequate service provision; 

  • Develop and employ a systematic mechanism to exercise efficient inspection operations on incoming goods and supplies to ensure overall quality of same; 

  • Ensure that the store space is available to allow for the efficient arrangement of stock and to determine the best use of the space available;

  • Studies and proposes the development and revision of policies and procedures of the supply chain activities (procurement, warehousing, inventory management, property administration, and fleet management) and implements same upon approval;

  • Studies and develops policies & procedures to guide the Society’s property administration, procurement, materials stocking, and distribution as well as the fleet management for approval and coordinates their proper implementation at all levels of the Society;

  • Continuously assessing and evaluating the effectiveness and efficiency of the property administration and inventory management, procurement, and fleet management systems, and instituting better systems to ensure efficient procurement, stocking, and supply chain.

  • Supervise the development and implementation of a systematic process for efficiently inspecting incoming stocks and supplies; properly count, measure, and register to maintain quality and meet the demand of the user work unit;

  • Ensure the studies and determination of the minimum and maximum stock level, and safety stock level, and effectively coordinate procurement, storing supply of stocks and materials to work units and branch offices; 

  • Ensures that the Society's buildings, vehicles, equipment, and other fixed assets are well-maintained and adequately insured to guarantee the efficient functioning and continuous utilization of these assets, thus contributing to the overall effective operation of the Society.

  • Ensures proper maintenance of vehicles (field vehicles, trucks, management staff vehicles, and others) to ensure continuous and efficient operation of the society and maximize asset utilization.

  • Ensure that the management, arrangement, and establishment of modern, fully equipped garages that feature the latest tools, machines, and equipment to facilitate comprehensive and efficient regular service and maintenance for heavy trucks, medium trucks, and light vehicles under their management, ensuring optimal performance and longevity of the fleet;

  • Ascertain the assessment of the organization's vehicle needs and optimize their utilization based on kilometer coverage, service years, and mileage and manage the collection of non-functional vehicles from headquarters and branches for disposal, evaluating their condition, and overseeing the determination of minimum selling prices for disposal through a public bidding process.

  • Ensure that procurement needs are properly collected from different work units, develop the procurement plan, collect approved procurement requests with specification for goods, TOR for services and statement of work (BOQ) from requisitioning work units of the Society, sort for further action, and handles subsequent procurement activities accordingly;

  • Studies devise and introduce efficient ways of providing office, transport, stock, and office supply services to the National headquarters’ work units and regional branches and continuously look for ways of improving user satisfaction levels; 

  • Study, devise, and implement efficient fuel consumption systems, and daily fleet management procedures to ensure reliable and effective transportation service provision for the National headquarters' work units and regional branches when necessary and continuously seeking ways to improve user satisfaction levels; 

  • Works to promote and enable a working environment that nurtures "a learning-together" attitude and practice;

  • Ensure to work closely with other departments, including finance, program management, and other relevant teams, to guarantee that supply chain activities are aligned with the broader operational requirements of the organization.

  • Identify the areas where strategic warehouses can be built and established in consultation with the respective branch offices and the program work unit of the HQs and periodically preposition the necessary relief items;

  • Provide necessary technical support for supply chain management areas, including procurement, warehouse and inventory management, property administration, and fleet management issues to branch offices.

  • Ensures comprehensive and precise record keeping of each heavy truck, medium truck, and light vehicle by maintaining organized, up-to-date vehicle documentation (leatherjacket), while generating insightful reports on critical metrics such as fuel consumption, vehicle downtime, maintenance expenses, regulatory compliance, and providing management with essential data for informed decision-making;

  • Oversee the development and implementation of fleet management software to track performance, fuel consumption, maintenance schedules, driver activity, and vehicle movement;

  • Ensures the implementation of GPS and telematics systems to monitor vehicle locations, driver behavior, speed, and fuel consumption, using this data to optimize fleet routes and performance, thereby ensuring that vehicles operate efficiently and safely;

  • Ensures procurement of goods, services, and works are according to national society procurement policies and procedures at all levels;

  • Ensure the proper dispatch of materials to branches by maintaining the right quality and quantity; manage and strategically prepositioning contingency stocks of essential items and optimize logistics and communication for efficient operation.

  • Oversees the arrangement of adequate warehouses for arriving relief goods, and facilitates prepositioning and distribution of the same; 

  • Ensures that goods in the store are orderly arranged, shelved, and organized to protect against spoilage, damage, and theft

  • Follows up and expedites local and foreign procurement processes, properly inspects all incoming goods of the Society, and ensures timely settlement of procurement-related payments in due course; 

  • Explores different supply options of the Society’s procurement needs in local and international markets as appropriate and undertakes proper evaluations that best benefit the Society 

  • Oversees the studies of effective procurement techniques and proposes reform measures on existing local procurement procedures as deemed necessary by providing empirical evidence in corroboration of such initiates and proposals;

  • Ensures the proper implementation of the supply chain management systems at all echelons of the National Society;

  • Develop and employ upon approval a systematic mechanism to exercise efficient inspection of incoming stocks and supplies to ensure quality as per user work units’ demand

  • Studies, devices, and introduces efficient ways of providing transport service to the National headquarters’ work units and regional branches and continuously looks for ways of improving user satisfaction level; 

  • Ensure the proper organization of transportation for timely relief goods distribution and other requested purposes

  • Advises the management of the Society on supply chain management matters

  • Proposes mechanisms and appropriate time for the disposal of expired, spoiled, and damaged property items; 

  • Ensure proper development and implementation of the system for the efficient inspection, and registration of fixed assets or property; 

  • Intermittently checks that the distribution of goods is carried out in accordance with pertinent policies and procedures of the Society

  • Ensures that the custom clearance process for imported items of the National Society is carried out in a timely, cost-effective manner, and meets standard quality requirements.

  • Periodically reports its performance to the Deputy Secretary General;

  • Performs other related duties and responsibilities of the department as assigned by the Deputy Secretary General for operation.
