The HR & General Services Manager is a key leadership position responsible for building a high-performance workforce, ensuring compliance with labor laws, and maintaining an efficient operational environment across OVID Manufacturing. The role leads the full spectrum of HR functions—talent acquisition, workforce planning, performance management, employee relations, HR operations, payroll input governance, and organizational culture development—while also overseeing General Services functions including facility management, occupational health & safety support, utilities, security, transport coordination, administrative services, and company-level support operations.
The HR & GS Manager serves as a strategic advisor to senior leadership, driving productivity, discipline, employee accountability, and workplace harmony. The role ensures all HR systems, processes, and policies support manufacturing efficiency, employee wellbeing, and organizational competitiveness.
This position requires strong leadership, operational discipline, problem-solving capability, and the ability to manage both people and systems in a fast-paced manufacturing environment.
Duties and Responsibilities
HR Strategy, Workforce Planning & Organizational Development
Develop and implement the HR strategy aligned with OVID Manufacturing’s operational needs and business goals.
Lead workforce planning, budgeting, and manpower allocation for factory, production, quality, maintenance, and support teams.
Recommend organizational structure improvements, job grading, and role clarity frameworks.
Prepare HR analytics reports for management including turnover, absenteeism, labor ratio, productivity indicators, and discipline metrics.
Talent Acquisition & Onboarding
Lead recruitment for all levels—factory workers, supervisors, technicians, engineers, and support staff.
Establish effective sourcing methods for manufacturing talent pools.
Oversee end-to-end onboarding and induction to ensure fast integration and productivity.
Ensure employment contracts, documentation, background checks, and compliance are properly managed.
Employee Relations, Discipline & Labor Law Compliance
Act as the primary advisor on employee relations, conflict resolution, grievance handling, and disciplinary administration.
Ensure full compliance with Ethiopian Labor Law, internal HR policies, and safety regulations.
Build a transparent and consistent disciplinary system across factory and office teams.
Maintain strong relationships with labor authorities, inspectors, and local administrators when necessary.
Performance Management, Culture & Capability Development
Lead the performance management cycle: KPI setting, mid-year review, annual evaluations, coaching, and improvement plans.
Work with department heads to develop measurable KPIs for production, quality, and support functions.
Promote a culture of accountability, teamwork, continuous improvement, and professionalism.
Identify training needs and design capacity-building programs for factory and office employees.
HR Operations, Payroll Inputs & Documentation
Oversee attendance, shift schedules, overtime management, leave administration, and workforce records.
Ensure timely and accurate payroll input submission to Finance.
Maintain an updated HR database, personnel files, and compliance documentation.
Implement digital HR systems (HRIS) and improve HR processes.
General Services Operations Management
Health, Safety & Environment (HSE) Collaboration
Work closely with HSE Department to ensure compliance with safety standards.
Coordinate medical checkups, incident reporting, and workplace wellness initiatives.
Promote safe work behavior, PPE usage, and emergency readiness across all departments.
Leadership, Communication & Stakeholder Management
Provide coaching and support to supervisors, line managers, senior staff, and HR/GS teams.
Support CEO, Deputy CEO, and Department Heads in people-related decisions.
Lead HR & GS team performance, development, and accountability.
Foster strong communication channels across factory and office environments.
Reporting & Governance
Prepare weekly, monthly, and quarterly HR & GS reports for senior management.
Track HR KPIs: turnover rate, absenteeism, leave utilization, recruitment lead time, disciplinary cases, training hours, etc.
Ensure policies, systems, and operational manuals are updated and enforced.

Job Requirements
Education
BA/MA Degree in Management, HRM, Business Administration, Leadership, or related fields.
Experience
Minimum 10 years of HR experience, with at least 4 years in a leadership or managerial role.
Strong experience in manufacturing, industrial operations, production environments, or large-scale workforce management is highly preferred.
Proven capability in HR systems, employee relations, performance management, and administrative operations.
