Job Description
Defining, coordinating, monitoring all midwife and maternity related activities in a project area, according to MSF policies, protocols and standards in order to provide a high quality Mother and Child Health (MCH) care to the population.
Planning, organizing and ensuring the implementation and supervision, in close collaboration with other medical staff, all Sexual and Reproductive health activities. Participating in the definition and update of annual project planning and budget, and if needed, in any emergency activity or exploratory visit in or out of the project area
Informing other medical managers or doctors about any possible serious problem or complication (i.e. worsening of state of patients, problems in medicines, etc.). Coordinating and assessing the feasibility for referral of pregnant women to receive further medical evaluation, in order to manage efficiently the resources needed for delivering MCH care while keeping good quality levels.
Assisting and collaborating with the field doctors and nurses when required (normal or complicated deliveries, SV cases, etc.), to complement the existing human resources and contribute to the resolution of complicated cases. Ensuring the new-born babies are followed up correctly since delivery and until discharge and that all pregnant women and new born children are referred to the Extended Program on Immunization (EPI).
Managing the midwife and maternity staff in the project. Planning and supervising the associated HR processes (recruitment, training, performance evaluation, motivation, internal/external communication, etc.) in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required
Ensuring and supervising the implementation of protocols by all staff under his/her responsibility in order to improve the quality of the healthcare given to population and to prevent any infection due to staff malpractices
Supervising the proper distribution of drugs and use of materials, keeping track of consumption patterns and supply orders, and monitoring inventories, together with the project logistician. Training the midwife and maternity staff in order to ensure having minimum levels of stock to carry out the activities of the project and a rational and appropriate use of material resources
In coordination with the project biomedical service supervising the appropriate use of medical devices and anticipating and communicating future needs.
Supervising administrative procedures and documents, analysing routine data for monitoring purposes, and being responsible for the collection and analysis of medical statistics and reporting of SRH activities (participation in epidemiological reports and monthly reports according to guidelines) in order to have updated and correct information about the day-to-day activity in the project and to provide support in the decision-making
Note: 1. SRH Activities include: antenatal and postnatal care, family planning, obstetrical care (BEmONC 1 and CEmONC 2), neonatal and comprehensive abortion care, management of victims of sexual violence, female genital mutilation, reproductive tract infections and Fistula care.
Note: 2. BEmONC = basic emergency obstetric and neonatal care = Administration of antibiotics, oxytocics, anticonvulsants, manual removal of the placenta, removal of retained products following abortion, assisted vaginal delivery, preferably with vacuum extractor and newborn care including neonatal resuscitation.
Note: 3. CEmONC = comprehensive obstetric and neonatal care = the full package of BEmONC Plus; surgery (caesarean section, hysterectomy, laparatomy), safe blood transfusion and care to sick and low birth weight new-borns)
MSF Section/Context-Specific Accountabilities
Main Purpose:
To define, coordinate, supervise, and ensure the quality of all Sexual and Reproductive Health (SRH), maternity, neonatal, and SGBV-related activities across MSF-supported facilities in the PHC Tigray project. The role ensures adherence to MSF protocols and MoH standards while contributing to capacity building, co-management, quality improvement, and the implementation of the 2025–2026 project medical strategy, including the initiation of NICU Level One and the planned exit from specific health Facilities.
Main responsibilities
Lead SRH/MCH activities in the newly supported Health Center, two Health Posts, and six IDP sites, ensuring alignment with HEW/CBC models.
Guide and monitor the quality of SRH services across all PHC Tigray locations during scale-up and transition, through regular supervision visits, ensuring adherence to MSF and MoH clinical guidelines for all SRH/SGBV activities and enforcing timely implementation of corrective actions.
Ensure high-quality implementation of ANC/PNC, delivery care (BEmONC), neonatal care, FP, post-abortion care, and comprehensive SGBV services.
Participate in complex obstetric and neonatal cases when required and ensure safe, timely referral pathways.
Ensure newborns receive proper follow-up from delivery to discharge, including linkage to EPI and community follow-up.
Establish and oversee quality improvement systems, including clinical audits, case reviews, mortality/morbidity reviews, and incident analysis.
Ensure strong IPC practices in maternity, neonatal, and SRH units, in collaboration with the IPC Supervisor.
Drive and support person-centered care approaches (family-centered and community-centered) in all medical activities.
Support HEWs and CBCs to deliver community-based ANC/PNC, FP, postpartum follow-up, and the minimum SGBV care package.
trengthen community-led identification, early referral, and follow-up of high-risk pregnant and postnatal women—especially among IDPs—by enhancing community engagement, improving referral systems, and reinforcing HEW and CBC roles
Support outreach SRH activities, including training of HEWs and TBAs and strengthening PNC home visits.
Ensure safe, confidential, and survivor-centered implementation of SGBV activities in line with MSF protocols, while supervising and providing continuous support to the Sexual Violence Supervisor at hospital and Health Center.
Work with the Mission SVAM to ensure SGBV programming aligns with survivor-centered principles and meets safety and confidentiality standards.
Ensure rational use and forecasting of SRH-related drugs and supplies, including TSR analysis and FMC planning.
Work with logistics and pharmacy to avoid stock-outs and overstocks, especially during exit/transition phases.
Coordinate with biomedical teams to ensure maternity and neonatal equipment is functional and maintained.
Participate in SRH/SGBV strategy development and follow-up with PMR/MTL and the wider medical team.
Participate in cluster meetings, SRH working groups, and coordination meetings with health authorities and partners..
Support advocacy efforts and technical discussions with RHB, and Woreda health authorities.
Strengthen sustainability by mentoring MoH staff on clinical standards, supervision tools, supply management, and data systems, while reinforcing the co-management approach through active participation in departmental meetings, steering committees, and joint supervision with MoH counterparts.
Identify training needs and implement structured capacity-building plans, including bedside coaching and refresher trainings.
Identify medical needs and contextual factors affecting maternal and neonatal health (cultural practices, health beliefs, nutrition, infant feeding).
Lead implementation of agreed medical actions to address identified needs across hospital, PHC, and community settings.
Ensure nursing practices support zero separation, KMC, breastfeeding, and maternal nutrition, in coordination with the Nursing Team Supervisor.
Oversee accurate data collection, analysis, and use for decision-making across all SRH services. Contribute to monthly medical reports, indicators, and operational analysis. Analyze trends and propose interventions to improve service quality, access, and outcomes.

Remuneration and Benefits:
Starting gross salary : USD 1,806 (One Thousand Eight Hundred Six US Dollars) payable to ETB
Medical cover: as per the organization policy
Education: BSC in Midwifery or an equivalent field is essential. Training in tropical medicine is desirable, and a degree in Public Health will be an asset.
Experience: A minimum of two years of experience as a midwife and at least one year in a supervisory role is required. Previous experience with MSF, other NGOs, or in developing countries is considered an advantage.
Languages: Mission working language English is essential, local language desirable
