Job Description

The Gender and GBV Officer is responsible for leading the design, implementation, and monitoring of all gender and GBV-related interventions under the ARISE project. The role ensures the application of CARE’s Gender Equality Framework (GEF), driving social norms transformation and strengthening GBV prevention and response systems. The Officer will provide technical leadership to engage communities in addressing harmful traditional practices (HTPs), build the capacity of service providers to deliver safe, survivor-centered care, and ensure access to psychosocial support and referral services. By fostering inclusion of women survivors, women with disabilities, and other marginalized groups, the Officer plays a critical role in promoting gender equality, advancing women’s rights, and creating safer, more resilient communities.

Duties and Responsibilities

a) Gender Equality and Social Norms Transformation (35%)

  • Lead the adaptation and rollout of the Social Analysis and Action (SAA) methodology.

  • Facilitate community dialogues on gender and social norms with VESAs, community leaders, and parents.

  • Engage men and boys through the EMB (Engaging Men and Boys) approach to challenge harmful masculinities and promote positive role models.

  • Support integration of positive parenting approaches to strengthen adolescent girls’ empowerment.

  • Ensure gender and disability inclusion principles are mainstreamed across all project activities.

b) GBV Prevention and Response (30%)

  • Provide technical leadership on GBV prevention, response, and survivor-centered approaches.

  • Support training of service providers (health, legal, police, safe houses, OSCs) on case management, referral pathways, and survivor-centered care.

  • Adapt and deliver trainings based on the WHO LIVES protocol and CMR guidelines.

  • Strengthen GBV referral mechanisms and ensure safe, confidential, and dignified survivor support.

  • Lead capacity-building activities for government counterparts and civil society organizations on GBV prevention and response.

c) Psychosocial Support and MHPSS (15%)

  • Collaborate with partners to strengthen MHPSS interventions following the IASC MHPSS pyramid.

  • Facilitate Psychological First Aid (PFA) and safe referral training for community groups.

  • Support trauma healing initiatives, including linkages with traditional and modern healing practices.

d) Coordination, Monitoring, and Reporting (10%)

  • Work with the MEAL team to design indicators for gender and GBV outcomes.

  • Monitor and document GBV-related activities, case management systems, and capacity-building outputs.

  • Contribute to donor reports, case studies, and best practices documentation.

  • Represent the project in Protection Cluster, GBV AoR, and gender coordination forums.

e) Other (5%)

  • Ensure compliance with safeguarding and protection standards.

  • Contribute to project visibility and advocacy efforts on GBV and gender equality.

  • Perform any other tasks as assigned by the Project Manager.

Job Responsibility 2 Key Deliverables

  • SAA, EMB, and positive parenting approaches implemented in target communities.

  • Strengthened GBV referral systems and quality survivor-centered services in place.

  • Service providers trained and capacitated on LIVES, CMR, and case management.

  • Documented evidence of gender and social norms change.

  • Reports, success stories, and lessons learned produced and disseminated.

Levels one and two of problem solving apply to the incumbent. The incumbent involves with daily routine activities, she/he also uses interpolative skills to pick and choose the right solution to address given problems.

V. Required Qualifications

Education:

  • Bachelor’s degree in Gender Studies, Social Work, Psychology, Public Health, or related field (Master’s preferred).

Experience:

  • At least 4–5 years of progressive experience in GBV prevention and response, gender equality, or protection programming.

  • Proven expertise in facilitating community dialogues and social norms transformation processes.

  • Experience in training and capacity building for government actors and CSOs on GBV.

  • Familiarity with MHPSS approaches, PFA, and trauma healing interventions in conflict-affected settings.

  • Experience working with survivors of GBV and/or vulnerable women and girls.

Skills and Competencies:

  • Strong technical knowledge of gender transformative and survivor-centered approaches.

  • Excellent facilitation, coaching, and training skills.

  • Ability to build trust with communities and stakeholders.

  • Strong coordination, networking, and advocacy skills.

  • Excellent communication and reporting skills (Amharic and English required; local language an asset).

  • Commitment to gender equality, women’s rights, and safeguarding.
