Job Description

As part of its ongoing efforts, PAD is seeking to hire a qualified ESNFI and Cash Officer for the EHF project at Sasiga Woreda, with the project titled “Integrated time-bound humanitarian assistance to returnees in Sasiga Woreda, East Wollega zone, Oromia region, with project code CBPF-ETH-25-R-NGO-37896”. The Officer will be primarily responsible for managing the ESNF and cash project implementation, tracking performance indicators, ensuring timely and quality reporting, and facilitating learning across sectors to inform adaptive management.

Job Summary:

The ESNFI and Cash Officer is tasked with the planning, design, and execution of all ESNFI and cash support initiatives for the ESNFI supply, along with regular supervision and monitoring to ensure assistance is delivered to the target community. This role also involves ensuring the effective and timely implementation of the project. A key objective of the project is to contribute to the national ES/NFI Cluster goal of ensuring fair access to safe and adequate shelter, promoting health, security, privacy, and dignity through the provision of essential household items. Consequently, the ESNFI and Cash Officer will work to improve protection and living conditions for both returnees and host communities.

Overall Responsibilities: 

  • Develop project Detailed Implementation Plans (DIP) and procurement plans, ensuring alignment with project timelines and donor requirements.

  • Plan, design, and implement all ESNFI and conditional cash provision activities in the assigned intervention areas, ensuring quality and timely execution.

  • Conduct rapid needs assessments, detailed technical assessments, and feasibility studies for interventions in the target project areas.

  • Prepare Terms of Reference (ToR) for the ESNFI procurement.

  • Support the implementation of ESNFI and cash-based activities, including targeting, registration, verification, distribution, and follow-up, in coordination with the shelter cluster and other relevant stakeholders.

  • Monitor the day-to-day implementation of project activities, including undertaking regular field visits to check compliance with the work plan and project documents. 

  • Draft progress and other required reports. Identify and document significant project events, decisions, problems, or deviations, and ensure that project data and information are archived and shared appropriately.

  • In close collaboration with the field team, coordinate the release and delivery of essential ESNFIs and conditional cash assistance to the respective sites promptly, check the distribution, and provide relevant documentation and pipeline projections for planning purposes.

  • Liaise with counterparts and implementing partners, draft progress and other required reports, and ensure that project data and information are archived and shared appropriately.

  • Regularly visit project implementation sites to gain a thorough understanding of how activities are being carried out and to give guidance to the team on areas for improvement.

  • Prepare quality reports that have to be submitted to the government and donors based on their reporting timeliness.

  • Prepare and submit daily, weekly, and monthly reports and submit to the project manager on the work progress.

  • Ensure Sphere standards, both qualitative and quantitative, are considered and any departures documented.

  • Enforce proper project information documentation using activities monitoring, lessons learned, and modifications done from lessons learned and communities’ feedback on project successes

  • Ensure all authorities and communities are kept well informed of the Program's success and challenges as appropriate.

  • Assist with any other duties as required by the supervisors and stand by for any call for assistance in any place across the country where a demand is needed

  • Familiarize oneself, understand, and implement, according to the area of responsibility, PAD’s policies and procedures on mainstreaming of Gender and Child Protection.

  • Familiarize oneself and understand PAD Donor Compliance issues, specifically with the terms and conditions of the Donor the Program is working with, and comply with the same in the area of responsibility.

  • While conducting trainings, make sure the training report and the signed attendees list are formally addressed to the program team for a central donor file.

  • Conduct and analyze staff capacity building needs assessment and facilitate training.

  • Provide input and update information related to project outcomes.

  • Perform other duties as may be assigned by the project coordinator.

Job Requirements

Qualification:

Bachelor’s degree in Civil Engineering, Architecture, Construction Management, Social Sciences, Development Studies, Economics, or a related field. A Master’s degree is an asset.

Work Experience: 

  • Minimum of 3-5 years of proven experience in planning, implementing, and monitoring Emergency Shelter and Non-Food Items (ESNFI) and Cash-based Intervention programs in humanitarian or development contexts.

  •  Proven experience in managing distributions (in-kind and cash), including targeting, registration, verification, and post-distribution monitoring (PDM).

  • Working knowledge of the Sphere Standards and the Humanitarian Charter, particularly as they relate to shelter and settlement.

  • Familiarity with the National and Sub-National ES/NFI Cluster system and its tools, and experience in effective coordination with clusters, government authorities, and other stakeholders.

Skills & Competencies:

  • Excellent project management and organizational skills, with the ability to meet tight deadlines.

  • Strong communication, interpersonal, and liaison skills to work effectively with communities, local authorities, and teams.

  • Proficiency in standard office software (MS Word, Excel, PowerPoint) and data collection tools (e.g., KoBo Toolbox, ODK).

  • Ability to work independently in difficult field conditions and under pressure.

  • Strong analytical and problem-solving skills.

  • Fluency in English (written and spoken) is required. Proficiency in the local language(s) of the operational area is a significant advantage.

  • Understanding of and commitment to integrating Gender, Child Protection, and Donor Compliance principles into project activities.

  • Prior work experience in a non-governmental organization (NGO).
