Job Description

Pastoralist Initiative Development Aid (PIDA) invites committed, experienced and competent applicants for the following position.

This project was designed to address priority humanitarian requirements in an integrated way by integrating general protection and Gender-Based Violence (GBV) response together with, Health, and Multi-Purpose Cash Assistance (MPCA) sectors. As a multi-sectoral project, it ensures a broad range of services to adequately address the vulnerabilities of the affected population. Main operations in Health and Multi-Purpose Cash Assistance are all guided by primary protection principles, prioritizing the safety, dignity, and meaningful access of all the beneficiaries. PIDA and its implementing stakeholders and community representatives are committed to rolling out these protection standards through each phase of project management. One of the Organization of such a strategy is PIDA's commitment to safeguarding the safety and dignity of the beneficiaries, with all possible caution exercised not to inflict any unintended harm. Services are made fully accessible to all community members, carefully considering the location, timing, and distance of service points to break any barriers in accessing services. The project is also backed by a strong system of accountability and community participation. The participation of the affected population is essential and is solicited during the course of implementation, monitoring, and evaluation of the project.

PIDA stands strictly by the Accountability to Affected Populations (AAP) principles, ensuring that the very people we wish to assist have a meaningful role and are engaged in every phase of a project—beginning with design, implementation and access to services to monitoring. Being a humanitarian organization, PIDA recognizes the inherent power disparity inherent in holding control over project resources. We are dedicated to turning this disparity around by establishing respectful, equitable, and collaborative relations between PIDA employees and local citizens. Hence, PIDA plans to recruit one Project manager/Coordinator for projects to be implemented in the East Borana Zone of Arero District for (9) nine months.

Job Title: Project Manager/Coordinator 

Report To: Health Program/ Manager 

Number of Vacant Position: 1(one)

Salary: as per the scale of PIDA

Place of work: Head office, Moyale-Ethiopia

Terms of Employment: full time fixed term employment contract with a possibility of extension

Duty Station: PIDA Moyale (Head Office) Role and Responsibilities

  • Coordinate program planning and review workshop among stakeholders, Donor and sub grantee on performance and learning session.

  • Conduct joint supportive supervision, mentorship and monitoring of activities being implemented in coordination with stakeholders and community representatives.

  • Conduct market assessment on multi-purpose cash assistance and adjust programmatic priorities

  • Organize GBV case management training for front-line health workers to provide medical support and comprehensive reproductive health and Family planning.

  • Organize and Provide training for health care workers on essential basic health services for emergency preparedness and response of displaced and returnees.

  • Organize and conduct regular diseases surveillance alerts, investigation and verification by PHEM for maintaining early warning system and emergency preparation every quarter

  • Organize and conduct workshop on outbreak response for vaccination, risk communication and community engagement

  • Support and follow MHNTs to provide outreach and health care services to vulnerable populations affected by humanitarian crises and health emergencies.

  • Support and follow up ambulance services and emergency potential referral systems for populations affected by humanitarian crisis and health emergencies (on monthly basis) for targeted woreda

  • Develop standard tools kits and conduct community conversation at IDP sites and health facilities

  • Develop identification, registration, and verification guideline and template- and organize provision of orientation for existing committees and conduct beneficiary identification, registration, and verification

  • Develop SOPs and Selection criteria and provide three rounds of multi-purpose cash assistance for HHs who are selected and eligible as per the SOPs and selection criteria

  • Advise on strategies and approaches to ensure vaccination coverage targets in project woredas and zones are achieved in time

  • Harmonize collection, analysis including documentation, reporting, and utilization of Health and MPCA data

  • Prepare monthly, quarterly and annual project activity reports in line with reporting standards

  • Collaborate with field staff and ODA's (Lead Organization) Regional Project manager 

  • Other project related duties and activities as assigned to the supervisor

  • Commits to support all the efforts of the PIDA to prevent and respond to PSEA allegations: adhere to the PIDA's code of conduct,

Job Requirements

  • Frist degree (BSc) in medicine, public health, nursing or other health sciences with graduate degree (Masters) in public health, epidemiology; or related fields. Additional training in Humanitarian Response programs, health systems is an advantage

  • For first degree holders at least eight years; and for graduate /second degree holders ten-years of relevant experience with government organizations; national or international organizations in the program and Humanitarian Response coordination, management and leadership roles in public health, expanded immunization, child health or related fields. Previous expertise in designing, implementation, assessment and monitoring of immunization programs is an advantage.

  • Excellent knowledge of Afaan Oromo, Amharic and English, in spoken and written

  • Excellent communication and negotiation skills and ability to convene stakeholders and facilitate a policy process among NGOs, national health authorities and donors

  • Credibility to advise project teams on their projects in relation to the program

  • Team building and supporting

  • Have charismatic leadership, responsive and communication protocol
