Job Description

Planning, coordinating, implementing, and monitoring all logistics activities in the project related to Water, Health and Sanitation, according to MSF protocols and standards in order to ensure an optimal running of the project.

Accountabilities 

  • In collaboration with the Project Medical Coordinator and the Environmental Health Team Leader/Coordinator, planning, elaborating and reviewing the annual budget for the Environmental Health activities in order to identify and give a response to the needs of the mission and the targeted population.

  • Monitoring on a day-to-day basis the implementation of the Environmental Health activities in the project ensuring compliance of MSF standards, protocols, and procedures, and reporting to the Project Coordinator on the development of the ongoing programmes including the following:   

  • Designing, implementing, and managing all Environmental Health interventions in the project. (Including, but not limited to water supply, excreta disposal, waste management, hygiene, and infection control).

  • Conducting routine Environmental Health assessments in collaboration with project medical teams to identify Environmental Health needs at project level and making recommendations for response activities to the line manager (e.g. Project/Field Coordinator, Environmental Health Team Leader/Coordinator/Referent/Focal Point). Ensuring the Environmental Health contribution to the development and planning of emergency response strategies and resources, in collaboration with the medical and logistical teams.

  • Ensuring availability, proper purchasing, and appropriate technical specifications of required materials and equipment through planning, organizing, and overseeing the inventory of the Environmental Health stock. 

  • In collaboration with the Project Medical Coordinator, Environmental Health Team Leader/Coordinator, and the HR Coordinator, participating in the planning and implementation of HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required to correctly perform all logistics activities pertaining to his area. 

  • Providing technical support to the medical team in identifying possible "risk factors" (e.g. behavioural practices, environmental sources of infection, and transmission routes) and offers solutions for infection control. Actively contributing to the integration of Environmental Health activities in the medical intervention offering project proposals and work plans. 

  • Ensuring proper collection and monitoring of Environmental Health data. Ensuring multidisciplinary data availability. Providing analysis of data and regular reporting of results (as requested by line management) 

MSF Section/Context-Specific Accountabilities

  • Ensure safe, appropriate technical set up, and fast implementation following MSF standards, guidelines, or recommendations from Environmental Health unit in collaboration with MSF team and concerned Authorities. 

  • Ensure adequacy between Needs and Means for HR and Equipment including Support and coaching of Environmental Health team. 

  • Assessment and monitoring of MSF Environmental Health essential requirements in Health Structures and Population to define theoretical needs. 

  • Link with Epi, HP, GIS, data for analysis and identification of priorities and strategy with team and keep regular monitoring of situation to readjust needs and response, in link with team (Epi, HP…) including reporting.

  • Strategy and intervention proposal considering priorities, constraints, local legislation, and standards.

  • Environmental Health equipment management (quality, quantity, consumption, use, maintenance, stocks,...).

  • Regular reporting, evaluation, capitalization, information sharing, express all issues and constraints. 

  • Ensure safe and appropriate technical set up for Boreholes in collaboration with Master Driller follow up of Drilling staff and equipment = component +++, and official reporting.

  • Prepare technical descriptions with budget for implementation of VIP latrines, waste zone and other water, sanitation & hygiene activities in ITFC and Dubti hospital as required. 

  • Prepare, Review, and follow up Environmental Health Team Leader /coordinator for validation of all technical designs, including electromechanical equipment specifications. 

  • Monitor and ensure that the construction of all water supply systems, sanitation facilities and hygiene promotion activities in the project meet the anticipated MSF quality & standard. 

  • Prepare for EPREP, rapid and in-depth environmental health assessment for outbreaks and prepare detail implementation and budget plan to ensure timely response + support to any possible intervention. 

  • Ensure that detailed activity and budget plans for activities in Dubti Hospital, outreach, and others as per the need are prepared, summited to Project Medical Coordinator and monitor progress against plans ensuring that objectives and indicators are achieved. 

  • In collaboration with the Environmental Health team, prepare and summit timely weekly update, monthly, quarter, and annual report (update tables, Sitrep, technical points, strategy proposal ...), mapping, evaluations for appropriate feedback/comments and guidance. 

  • Ensure that IPC protocols and standards, vector control activities are maintained as per MSF guidelines.

Job Requirements

Education

  • Essential BSc in Environmental Health Science, Environmental Health Engineering, Hydraulic and water resource engineering, or Occupational Health and Safety. OR master's in environmental health science, Environmental Health Engineering, Hydraulic and Water Resource Engineering, or Occupational Health and Safety.

  • Desirable Training Certificates in the Domain of Environment Health Activities in sanitary engineering and Emergencies.

Experience

  • Essential Minimum 2 years of proven experience in WASH project management, preferably in humanitarian or health emergency settings, including team management within an emergency context.  

  • Essential proven managerial experience, clearly stated in the CV and verifiable. Indicating for each position the size of team managed.

  • Experience working with MSF, NGOs or other humanitarian organizations would be an asset.

Other requirements

  • Desirable: experience in or familiar with implementing and promoting the use of two or more of the following activities (water supply, excreta disposal, waste and wastewater management, vector control, and dead bodies management) in two or more different contexts (conflicts, natural disasters, refugee/IDP camps, etc.)

  • Desirable: public health background or experience. 

  • Essential Flexibility to work weekends and public holiday on a short notice in emergency case. 

  • Essential to be fluent in English. Desirable knowledge of any other local language. 

  • Essential transversal competencies: Teamwork and Cooperation, Results and Quality Orientation, Behaviour Flexibility, People Management and Development.
