Position title: Surveillance officer
Required No. for position: (01)
Duty Station: Gambella Region base in Wantowa and Makuey Woreda.

Overall purpose of the role is: 

To ensure timely and accurate collection, analysis, reporting, and feedback of priority disease surveillance data across CUAMM-supported sites. The Surveillance Officer will strengthen the early warning system and coordinate with RHB, ZHD, Woreda Health Offices, UNHCR, WHO, and other partners.

Key Responsibility’s : 

Surveillance & Early Warning 

  • Collect, compile, and verify weekly PHEM surveillance data from CUAMM-supported facilities and MHNTs. 

  • Ensure active surveillance through regular field visits and review of registers, triage logs, and tracking of priority diseases. 

  • Conduct immediate notification and reporting of epidemic-prone diseases (AWD/cholera, Marburg virus, measles, malaria outbreaks, etc.). 

  • Monitor mortality trends and verify community alerts and rumours through rapid investigation. 

  • Strengthen detection of unusual public health events in line with WHO IHR standards. 

Data Management & Analysis 

  • Enter and clean surveillance data; ensure accuracy before submission to RHB, UNHCR, and WHO. 

  • Analyze trends and generate weekly epidemiological bulletins. 

  • Use simple analytical tools to detect alerts, thresholds, and outbreaks. 

  • Maintain updated line lists for outbreak-prone diseases. 

Outbreak Preparedness & Response 

  • Participate in outbreak investigations with RHB/WHO. 

  • Support timely sample collection, packaging, and transportation to authorized labs. 

  • Ensure implementation of outbreak control measures at health facility and community level. 

  • Follow up on case management, contact tracing, and reporting. 

Coordination & Representation 

  • Participate in weekly/biweekly coordination meetings (Public Health Coordination Meeting, Health Cluster, and Interagency). 

  • Liaise with UNHCR, WHO, RHB, RRS, and other health partners.

· Support CUAMM representation in the multi-sectoral outbreak response teams.

Capacity Building 

  • Train health workers, MHNT staff, and CHWs on surveillance, case definitions, reporting tools, and alert management. 

  • Provide continuous supportive supervision on PHEM/EWARS tools. 

  • Strengthen documentation, reporting, and use of surveillance data.

Reporting & Documentation 

  • Prepare weekly, monthly, and ad-hoc surveillance reports. 

  • Ensure timely submission of daily and weekly alerts to RHB, WHO and UNHCR. 

Document outbreak responses, lessons learned, and best practices 

Job Requirements

Required Qualification:

  • BSc in Public Health, Epidemiology, Nursing, Environmental Health or related field.

  • NGO Experience : Minimum 2–3 years of experience in psychosocial support, BSc in Public Health, Epidemiology, Nursing, Environmental Health or related field

  • Minimum 2–3 years of experience in psychosocial support,

  • Have a training in PHEM/Epidemiology is an added advantage.

  •  Minimum 2 to 3 years’ and above experience in surveillance, outbreak investigation, or health emergency response.

  • Experience working with CHW, COAs, HEWS, PHEM, highly preferred.

  • Previous work with INGOs, UN agencies, or health cluster partners is an asset.

  • Excellent communication, facilitation, and interpersonal skills.

  •  Ability to work under pressure in challenging field conditions.

  • Fluency in English required; knowledge of Local Language.

  • Renewed work License required

Competencies Required:

  •  Empathetic, patient, and culturally sensitive.

  •  Strong knowledge of standard case definitions and outbreak-prone diseases.

  • Data management and analytical skills (Excel, KOBO DHIS2, EWARS, etc.).

  • Ability to perform risk assessment and outbreak investigation.
