Job Title: GBV & Protection Expert

Report to: Area Manager 

Duty Station: Borena Zone, Oromia Region

Contract Period: Eight months

The GBV & Protection Expert will lead the implementation of GBV, protection, and safeguarding activities under the humanitarian project in Borena Zone. The role focuses on strengthening GBV referral pathways, ensuring safe access to protection services, coordinating community-based protection mechanisms, and ensuring timely identification, referral, and support for GBV and SEA survivors. The role will have a close oversighting role in the ‘safe space’ to be established in Borena zone along with supervisory roles to the ‘protection’ team. The position requires strong technical expertise, field experience, and strong coordination skills with government, community structures, and service providers.

 Key Duties and Responsibilities

1 Strengthen GBV Referral Pathways & Service Access

  • Lead GBV referral pathway establishment and strengthening in targeted woredas and kebeles.

  • Conduct regular mapping of available protection and GBV services.

  • Ensure functioning and updated referral pathways accessible to women, girls, boys, and men.

  • Train key stakeholders on referral mechanisms and survivor-centered approaches.

2 Capacity Building & Training

  • Provide training on IDP rights, Psychological First Aid (PFA) and case management to relevant actors (local authorities, community structures, partners).

  • Deliver training for frontline workers.

  • Provide continuous orientation to community structures on GBV risk mitigation and protection mainstreaming.

3 Protection Monitoring & Vulnerability Assessment

  • Conduct weekly protection monitoring and reporting across targeted sites.

  • Identify protection risks, trends, and gaps and provide recommendations for mitigation.

  • Carry out vulnerability assessments and support case prioritization.

4 Establish and Support Women & Girls Friendly Spaces (WGFS)

  • Lead the establishment and operationalization of Women and Girls Friendly Space.

  • Ensure safety, confidentiality, and meaningful programming tailored to women and adolescent girls.

  • Coordinate psychosocial support, awareness sessions, and information services within WGFS.

5 Community Engagement & Awareness

  • Conduct community awareness sessions on protection, GBV risks, and available services.

  • Engage community leaders, women’s groups, youth, and influencers to address harmful practices.

  • Promote SMS, hotline, and suggestion box mechanisms for safe reporting

6 Coordination & Representation

  • Coordinate with government bodies, humanitarian actors, police, health facilities, and community structures.

  • Participate in zonal and regional Protection and GBV AoR meetings.

  • Ensure strong collaboration with Woreda Women & Social Affairs Offices.

7 Reporting & Documentation

  • Produce weekly, monthly, and quarterly protection reports.

  • Maintain case files, referral records, and protection of databases with strict confidentiality.

  • Document lessons learned and best practices for continuous improvement.

Job Requirements

  • Bachelor’s degree in Gender Studies, Social Work, Psychology, Sociology, or related fields.

  • Minimum 3–5 years of professional experience in GBV and protection programming in humanitarian settings.

  • Strong knowledge of GBV case management, protection principles, and referral systems.

  • Experience working with IDPs, vulnerable communities, and women & girls.

  • Excellent communication skills in Afan Oromo, English proficiency required.

  • Ability to work under pressure and in remote areas.
