Job Description
Mary Joy Ethiopia is a non-profit, development-oriented organization with over 28 years of experience dedicated to bringing long-lasting improvements in the lives of the communities it serves. The MJE’s program focuses on livelihood enhancement, Education, Health, and institutional sustainability with cross-cutting issues of Environmental Protection, HIV/AIDS, Gender Mainstreaming, inclusiveness, and child protection.
MJE is currently awaiting anticipated support from the U.S. Department of State for a proposed Family-Focused HIV Prevention, Care, and Treatment Project to be implemented in Central Ethiopia, Sidama, Southern Ethiopia, and Southwestern Ethiopia regions. Once approved, the Project aims to contribute to achieving Ethiopia’s “three 95” global HIV targets
The Monitoring, Evaluation, Accountability, and Learning (MEAL) Specialist is responsible for leading the design and implementation of the program's monitoring and evaluation framework and information system, which tracks delivery against targets, outcomes, and impacts. He/she will lead the analysis of data collected to assess progress and identify areas for improvement, as well as oversee the overall data management system of the FFHPCT Project. He/she will also guide reporting processes among technical staff, consolidate program reports, and promote learning and knowledge sharing of best practices and lessons learned. He/she will support all the technical staff in M&E functions and will manage any M&E-related staff in the program.
Assist the MERL Director in planning, organizing, and coordinating the overall activities of the FFHPCT Project.
Provide TA and ensure proper utilization of the project UDS dashboard and CommCare application by LIP MEL and program staff.
Compiles periodic reports of project activities and submits to the MERL Director;
Provides orientations and training to MJE staff and LIPs on data quality, the CommCare application, and monitoring and evaluation concepts;
Conduct periodic review of performance reports and update the FFHPCT project staff regarding the status of key MER and Custom indicators.
Closely work with LIPs and TA partners to ensure that all data cleaning and modification issues are properly resolved.
Participate in regular periodic field visits and follow the progress of agreed action points.
Assist the MEAL Team and engage in conducting Data Quality Assessments (DQAs), or RDQAs (Routine Data Quality Assessments).
Regularly collect RDQA and monthly data verification reports from LIPs and provide feedback on the gaps identified.
Assist the MEAL Team in selecting data collection methods for adequate monitoring and evaluation of implementing partners' performance and of the program as a whole
Participates in developing effective performance indicators and result framework that conform to the various donors and projects and ensures that results are achieved accurately and within the specified period;
Keeps up to date with developments in the sector, including best practice examples within the country and regionally, and ensures ongoing personal development and learning;
Participates in the documentation and dissemination of lessons learned.
Ensures gender responsiveness of project proposals, MEAL reports, and impact assessments;
Performs other duties as assigned by the Immediate Supervisor.
QUALIFICATIONS
EDUCATION/TRAINING
MSc/MA degree in Health Informatics, Epidemiology, Mathematical Sciences (Biostatistics/Quantitative Analysis), or related fields.
EXPERIENCE:
Minimum of 6 years of progressively responsible professional experience in a performance monitoring and/or evaluation role.
Experience in research is a plus
TECHNICAL AND OTHER SKILLS
Attention to detail and analytical skill;
Proficiency in English, both verbal and written;
Utilizing programming and statistical software (such as SPSS or STATA) to compile data and information for various systems, and knowledge of basic MEAL tools;
Proactive, capable of multitasking and showing initiative.
Knowledge and skill in digital data collection tools such as Kobo or CommCare.
Good oral and written communication and interpersonal skills.
