The MJE’s program focuses on livelihood enhancement, Education, Health, and institutional sustainability with cross-cutting issues of Environmental Protection, HIV/AIDS, Gender Mainstreaming, inclusiveness, and child protection.
MJE is currently awaiting anticipated support from the U.S. Department of State for a proposed Family-Focused HIV Prevention, Care, and Treatment Project to be implemented in Central Ethiopia, Sidama, Southern Ethiopia, and Southwestern Ethiopia regions. Once approved, the Project aimsto contribute to achieving Ethiopia’s “three 95” global HIV targets
The OVC Services Specialist provides technical leadership and day-to-day follow-up for OVC interventions under the Family-Focused HIV Prevention, Care and Treatment Services (FFHPCT) Project. The role supports Sub-Awardees implementing integrated OVC and Community HIV Care and Treatment (CHCT) services across 11 SNUs in Sidama, Central, South, and Southwest Ethiopia (Hawassa, Dilla, Yirgalem, Butajira, Hosaena, Sodo, Arba Minch, Mizan Aman, Tepi, Bonga, and Jinka).
Under the supervision of the OVC Service Director, the Specialist provides targeted technical assistance, leads capacity strengthening initiatives, ensures adherence to OVC minimum service standards, and strengthens referral networks and community response systems. The position works closely with MJE technical teams, Sub-Awardees, health facilities, and government and community stakeholders to ensure effective, high-quality, and sustainable delivery of integrated OVC services, with a strong focus on HIV-positive children and adolescents.
Key Responsibilities
Lead technical follow-up of day-to-day OVC activities under the FFHPCT Project.
Ensure integration of OVC services with the CHCT program across all operational SNUs.
Monitor adherence to OVC minimum package standards, quality benchmarks, and case management protocols.
Ensure OVCs receive planned service packages regularly, timely, and with acceptable quality.
Identify and mitigate risks to program quality, service delivery, and beneficiary safety.
Monitor needs and services for HIV-positive children and adolescents, including clinical cascade performance.
Conduct routine follow-up visits to OVCs, particularly HIV-positive children, to support treatment adherence and retention in care.
Coordinate with health facilities to support high viral load children and adolescents (C/ALHIVs), including required treatment education and follow-up.
Support the establishment and functionality of Community Operation Triple Zero (COTZ) groups.
Assess technical capacity of Sub-Awardees’ staff, including Social Service Workers and partner organizations, using participatory approaches.
Develop and implement need-based, action-oriented capacity strengthening plans.
Plan, organize, and deliver trainings for Social Service Workers, community volunteers, and stakeholders, including documentation and reporting standards.
Provide ongoing mentoring and coaching to foster staff competency, ownership, and professional growth.
Establish, maintain, and strengthen referral networks among OVC services, CHCT programs, health facilities, and social service providers.
Follow up on the development and signing of MOUs between Sub-Awardees and government or community-based service providers.
Ensure effective coordination among Sub-Awardees’ technical teams, OVC Care & Support Officers, Referral Linkage Officers, and MJE staff.
Liaise with regional and zonal stakeholders to harmonize OVC interventions and capacity-building efforts.
Foster partnerships with community structures, government institutions, and development partners to promote sustainability.
Ensure accurate and timely entry of all client-level services into UDS/CommCare in compliance with FFHPCT M&E requirements.
Track progress against OVC indicators, targets, milestones, and service quality measures.
Compile and submit monthly, quarterly, biannual, and annual program and M&E reports as required.
Support continuous quality improvement (CQI) processes; document and share lessons learned and best practices across regions.
Ensure compliance with MJE policies, safeguarding standards, ethical principles, data protection, confidentiality requirements, and US DoS/PEPFAR regulations.
Work closely with the OVC Service Director and other technical specialists to align activities with project objectives and regional strategies.
Promote a collaborative team environment and facilitate cross-regional learning and experience sharing.
Uphold and strengthen MJE’s relationships with Sub-Awardees, health facilities, and government structures.
Job Requirements
Required education and experiences:
MPH with MD, BSc in Public Health, Nursing, Sociology, and Social Work with 6 yearsof work experience in OVC/HIV/AIDS programming, community health, or social support,
Demonstrated analytical and report writing skills.
Proficiency in using a computer, especially Microsoft Word processing, PowerPoint, Excel, and other computer skills.
