Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency.
PUI works in 10 areas of intervention and distinguishes itself by the implementation of an integrated approach in its response. This method aims to identify and understand the needs of all those affected by a crisis. Our teams come together to bring a rapid global response to the basic needs of populations affected by humanitarian crises to help them regain independence and dignity.
PUI in Ethiopia:
Following the north Ethiopia conflict which erupted in 2020 and the reports of recurrent drought which is affecting the life and livelihood of millions in different regions of Ethiopia, PUI decided to contribute its part to address the humanitarian needs triggered by both manmade and natural disasters. PUI has been registered with FDRE Authority for Civil Society Organization (ACSO) since June 22, 2022, to enable the organization to operate legally in the country.
Since then, PUI has been providing humanitarian assistance in Afar, Benishangul Gumuz and Amhara Regional’s addressing the needs of population affected by both manmade and natural disasters. The organization has been exploring the potential gaps in terms of humanitarian assistance in the regions where it is currently intervening and other regions.
The current projects in the Afar, Benishangul-Gumuz, and Amhara regions mainly focus on improving access to health and nutrition services for populations affected by conflict and drought. PUI is working in close collaboration with local health authorities to support the revitalization of conflict-affected health systems in these regions.
In the Metekel Zone of Benishangul-Gumuz Region, PUI is implementing humanitarian assistance programs in Debatie, Bullen, and Dangur woredas. In the Afar Region, PUI is supporting nutrition services in Abala town, Abala rural woreda, Berhale, and Dallol woredas of the Kilbati Rasu Zone. In the Amhara Region, PUI is working in Mota, East Gojjam Zone.
PUI is expanding its scope of operations in the regions where it is currently active. Part of this strategy includes its plan to reach out to more woredas in Metekel zone of BGRS including Bullen and Dangur woredas and Mandura in addition to Debatie woreda.
For this purpose, PUI is actively recruiting new staff in various disciplines of Health for the ECHO Top UP funded project in Different Woredas of Metekel Zone, BGRS
Under the direct supervision of the MEAL Officer, the MEAL Assistant will contribute to the implementation of MEAL activities in the field through supporting Project/Field Officers, partner staff and Community Facilitators/Mobilisers in data collection, consolidation and quality management and undertaking MEAL related activities and implementation of an appropriate monitoring and evaluation system for successful delivery and attainment of project goals and objectives. She/he will also be in charge of implementing the accountability strategy in BGRS region
Tasks and Responsibilities
Implementation Of the Monitoring and Evaluation Plan.
Ensure the collection, reporting and validation of monitoring data of project teams and ensure the data reported by Field Officers is accurate and of good quality and reported in a timely manner
Conduct and support all primary data collection activities, including household surveys, Post-Distribution Monitoring (PDM), Focus Group Discussions (FGDs), and Key Informant Interviews (KIIs).
Ensure that the data collected goes through a thorough data cleaning and validation process each day, flagging inconsistencies and anomalies immediately to the MEAL Officer.
Produce monitoring checklists and conduct regular joint field process monitoring, quality assessments and data validation, and provide feedback and recommendations for timely improvement
Ensure that community leaders and beneficiaries are actively participating in all project and MEAL activities
Supporting project teams in designing and regularly updating project MEAL guidelines and tools and ensure that project staff have access and capacity to use the tools
Assistant training process to field level project staff on the use of the MEAL system including survey sampling and piloting of MEAL tools, conducting assessments and the implementation of periodic evaluation activities including baseline surveys, research and evaluations in all sectors
Ensure utilization by all projects of appropriate data collection and reporting templates that facilitate the acquisition and aggregation of data
Undertake regular visits to field locations/project sites to support monitoring and evaluation processes and activities related to all sectors of PUI interventions
Support supervision of base level project staff and ensure that their capacities are built and that they are supported to deliver on their day-to-day MEAL work by constant communication and joint field level MEAL activities.
Implementation Of the Accountability Strategy.
Act as the first point of contact for the Complaints and Feedback Mechanism (CFM) at the field level, ensuring that channels (e.g., suggestion boxes etc.) are functional, accessible, and visible to all community members, including vulnerable groups.
Establish a complaints and feedback mechanism (CFM) based on the highest levels of integrity which beneficiaries will trust and ensure that they can make confidential complaints and be confident of the response processes.
Ensure that feedback is routinely recorded, reviewed and responded timely in line with feedback mechanism guidelines
Assist and manage CFM database, which is regularly updated
Share the periodic CFM report with project to the MEAL Officer
Participate in internal meetings related to humanitarian accountability
Internal Reporting
Assist the MEAL Officer in preparing quality internal and external reports (monthly, quarterly, annual) by compiling, analyzing, and providing input on MEAL findings.
Update the MEAL Officer on daily achievements and challenges encountered on the field at the end of each day
Verbally contribute and participate in weekly base meetings including accurate reporting on successes and challenges
Ensure that the data collected goes through a data cleaning and validation process each day.
Keep monitoring tools and files archived at the PUI office, ensuring their availability to the MEAL department
Pass on any information or problems to her/his direct and/or indirect supervisor concerning her/his task, PUI programs, or safety aspects.

Job Requirements
Required Qualifications and Professional Experience
BA/BSC /MA/MSC/MPH in Monitoring and Evaluation, Economics, Project management, Statistics, Public health, Epidemiology, Demography.
Certificate in Monitoring and Evaluation.
Similar experience of 3 years for first degree or 1 years for MSc
Experience in Hmanitarian works
Technical skills:
Proficiency in data collection and analysis tools (e.g., MS Excel is essential; experience with KoboToolbox, ODK, SPSS is a strong asset).
Familiarity with project documents such as the Logframe and Indicator Performance Tracking Table (IPTT).
