The Water Works Project Director is responsible for full project lifecycle leadership over major water supply, dam construction, irrigation schemes, wastewater treatment, and hydraulic infrastructure projects. This role oversees technical, financial, contractual, and operational performance and ensures delivery aligned with Minster of Water and Energy(MoWE) standards, donor requirements, and FIDIC-based contractual frameworks
Top Roles and Responsibilities:
Strategic Project Leadership
Provide high-level planning, mobilization strategy, and execution leadership for multi-site water projects.
Approve project master schedule, resource plans, and operational sequencing.
Ensure project is aligned with national water sector development strategies.
Lead coordination between design consultants, MoWE, contractors, and donors.
Detailed Technical & Engineering Management
Oversee hydraulic calculations, pump sizing, surge analysis, pressure zoning, & flow distribution.
Approve designs for:
Water Treatment Plants (WTP)
Wastewater Treatment Plants (WWTP)
Intake structures and raw water systems
Main transmission pipelines (HDPE/DI/Steel)
Pumping stations and reservoirs
Dam embankment, spillways, canals, headworks
Irrigation command areas and canal networks
Review shop drawings, method statements, and material submittals.
Ensure compliance with MoWE guidelines, World Bank/Donor technical specifications.
Planning, Scheduling & Execution Management
Oversee Primavera/MS Project schedules, critical path identification, look-ahead plans, and productivity monitoring.
Ensure equipment allocation (excavators, dozers, pumps, compactors) matches production targets.
Lead daily, weekly, and monthly progress review meetings.
Financial Management & Cost Control
Approve project budgets, cash flow forecasts, and cost center distributions.
Ensure efficient material procurement, fuel management, equipment utilization, and labor allocation.
Validate IPCs, BOQs, cost breakdowns, and financial audits.
Monitor cost deviations and enforce corrective measures.
Quality Assurance & QA/QC Oversight
Enforce adherence to technical specifications, ISO standards, testing requirements.
Oversee testing for:
Compaction and soil classification
Concrete quality (slump, cubes)
Hydrostatic pressure testing
Water quality testing (turbidity, residual chlorine, pH, NTU)
Approve inspection and test plans (ITPs) and close NCRs.
Contract Administration & Claim Management
Ensure compliance with FIDIC contract clauses.
Review and approve:
Variation orders
Extension of Time (EOT)
Claims and dispute resolutions
Contractual communications
Ensure timely notices per contract requirements.
HSE Leadership & Risk Management
Enforce project HSE manual, risk assessments, environmental protection plans.
Review major incident investigations, corrective actions, and safety audits.
Ensure dam safety monitoring (settlement, seepage, instrumentation).
Stakeholder Coordination & Government Relations
Lead communication with MoWE, regional water bureaus, donors, communities.
Resolve land acquisition, community grievances, and ROW issues.
Represent the company in national steering committee meetings.
Reporting & Performance Monitoring
Approve weekly/monthly reports, dashboards, KPIs, and risk logs.
Ensure accurate measurement of progress, delays, and productivity
Job Requirements
Qualifications and Experience Required:
MSc/BSc in Water Resources, Hydraulic Engineering, Civil Engineering (Water specialization).
Minimum 14 years in water supply, dams, irrigation, WTP/WWTP.
Minimum 5 years as Project Director/Deputy Director.
Experience with donor-funded projects (World Bank, AfDB, EU).
Strong background in FIDIC, MoWE standards, cost and schedule management.
Critical criteria/ Skill to be successful in this role:
Strong technical mastery of hydraulic systems, dams, and pipelines.
High-level leadership and multi-disciplinary coordination.
Advanced planning and scheduling (Primavera P6).
Strong financial and cost control capability.
Excellent contract management and claim preparation skills.
Effective communication with government and international partners.
