JSI has historically managed a large portfolio of projects focusing on the quality and equity in access of RMNCAH services, primary health care (PHC), including community health programs, digital health, health information systems (HIS), supply chain management, public health emergency responses, and social and behavior change.

Based at the JSI central office, this leadership role provides programmatic leadership and senior technical guidance for the design and implementation of the integrated e-Licensing and Master Facility Registry (MFR) solutions. The Specialist is responsible for ensuring the technical vision aligns with national governance priorities and translates into measurable system performance outcomes.

Duties and Responsibilities

Programmatic Leadership & Oversight

  • Develop detailed annual and quarterly work plans, budgets, and key performance indicators (KPIs) for the MFR modernization objectives.

  • Provide technical guidance and support to the regional experts.

  • Serve as the primary technical point of contact between JSI, the Ministry of Health’s Digital Health LEO, and the Regulatory LEO, ensuring cross-directorate alignment.

  • Lead the documentation and dissemination of key learnings, case studies, and best practices. 

  • Organize and facilitate experience-sharing forums and site visits.

Technical Design & Governance

  • Lead user requirements identification for the development of the e-Licensing system, MFR enhancement, and integration, ensuring a Human-Centered Design (HCD) approach is applied.

  • Provide technical leadership in reviewing and validating the Microservice Architecture and FHIR standards implementation plan for the modernized MFR.

  • Guide the implementation of the e-Licensing hook, ensuring its design mandates MFR data updates across Signature and Service Domains. 

  • Drive the process for securing formal endorsement and operationalization of the new, tailored MFR governance protocols at national and regional levels. 

  • Oversee the development and tracking of the costed national scale-up plan and the formal Go/No-Go Assessment documentation.

 Capacity Building & Ecosystem Development:

  • Oversee the strategy for engaging and transferring knowledge to local tech firms, visionary startups, and academic partners. 

  • Provide executive-level mentorship to senior MOH counterparts on digital transformation strategy and governance enforcement.

Job Requirements

  • Master’s degree in Health Informatics, Computer Science, Information Systems or a related field. 

  • Minimum 8 years of professional experience in digital health, with at least 5 years managing complex, multi-stakeholder HIS projects. Demonstrated experience in digital systems development, governance, policy, or enterprise architecture frameworks (e.g., FHIR, Microservices).

  •  Must be able to work with minimum supervision and have strong interpersonal skills and skills to promote teamwork and effort.

  •  Must have integrity and a pleasant personality.

  •  Must be able to travel to woredas and kebeles regularly.

  • Speaking multiple local languages is a plus, while knowing at least one of the official work languages for the area of assignment is mandatory.
