Swiss Church Aid (HEKS/EPER) is a development and humanitarian organization committed to improving the living conditions of vulnerable and marginalized communities. In Ethiopia, HEKS/EPER implements programs in the areas of livelihood, agriculture, WASH, humanitarian response, and social cohesion in collaboration with local partners and government institutions.
The MEAL Officer will be responsible for overseeing field-level monitoring, evaluation, accountability and learning of project activities to ensure efficient operations, quality programming, and accountability to beneficiaries and stakeholders.
NB: The post will also have a coordination role, overseeing programmatic, administrative and financial aspects of the field office, in close collaboration with other departments.
Key Responsibilities:
Monitoring, Evaluation, Accountability, and Learning (MEAL)
Develop and implement monitoring and evaluation plans, tools, and data collection systems, in collaboration with MEAL officer at Country Office
Ensure timely data collection, analysis, and reporting to assess project progress and impact.
Support baseline, mid-term, and end-line evaluations and ensure findings inform project improvements.
Promote accountability by facilitating community feedback and complaint mechanisms.
Conduct regular field monitoring visits and produce quality reports and recommendations.
Build the capacity of field staff on MEAL concepts, data quality, and learning documentation.
Facilitate joint monitoring and experience sharing activities among partners
Ensure relevant lessons, best practices and innovations are captured and shared with relevant partners and stakeholders.
To facilitate project evaluations by HEKS or other service providers.
Field Office Coordination
Lead and coordinate field-level project operations in close collaboration with the Financial and Admin, and Program team at Field Office and Country Office
Ensure timely and effective implementation of all project activities according to the approved plan and budget, in adherence to donor guidelines and Cluster guidance
Supervise and support field staff in daily operations and ensure proper communication between the field office and the Country Office.
Represent HEKS/EPER in field-level coordination meetings and liaise with local authorities, partners, and other stakeholders.
Manage logistics, administration, and security matters at the field office level in coordination with relevant departments.
Establish and maintain effective communication and dialogue with relevant stakeholders, including the Ethiopian Government.
Ensure timely development and submission of high-quality reports, including progress narrative and financial reports, to HEKS CO and donors, government entities, and other relevant stakeholders.
To ensure that all data and information generated in the process of project implementation are recorded and filed in a safe manner for them to be retrieved whenever necessary.
To contribute, as a member of HEKS/EPER, to the development of project ideas, concepts, and proposals in line with the organizational strategy
To undertake other assignments provided by the Line Manager
Job Requirements
Education, Qualifications & Qualifications & another knowledge
MA/MSc in Development Studies, Social Sciences, Project Management, or a related field.
Minimum of Five years of relevant experience in project implementation and/or monitoring and evaluation
Demonstrable employment with International NGOs.
Experience in coordinating development and humanitarian interventions.
Experience in coordinating, supporting and coaching teams.
Experience of generating information and effective report writing.
Proficiency in Somali and English language
Experience in working across cultures and themes.
Experience of sensitive planning for gender equality and empowerment of women and other marginalized groups (children, people with disabilities etc.)
Strong understanding of humanitarian principles, project cycle management, and accountability standards.
Excellent reporting, data management, and analytical skills.
Strong communication, interpersonal, and coordination abilities.
Computer literacy (Excel, Kobo, Power BI, etc.) is essential.
