Job Summary

The EU Delegation to Ethiopia ensures:

  • the representation of the European Union to Ethiopia.

  • the follow-up of bilateral relations in the areas of political, economic, trade and external assistance cooperation (financial & technical).

  • the follow-up of EU policies in other sectors.

  • the follow-up of EU policies to identify opportunities for synergies and/or in-coherences between such policies and poverty reduction in line with policy coherence for development (Art 208 TFEU).

  • the promotion and defence of the values and interests of the EU;

  • the coordination of the work of the Member States’ Embassies, particularly in the fields of EU competences, notably trade and external assistance;

  • the carrying out CFSP (Common Foreign Security Policy) demarches as appropriate; reporting to Headquarters on all matters of interest for EU policies;

  • the carrying out of press and public diplomacy activities in the pursuit of the above;

  • the long-term programming of aid and the management of programmes and devolved projects;

  • the provision of any necessary support for visits by Members of the EEAS, Commission, Council and Parliament.

We offer

We offer a post of Project Officer – Agriculture in the Cooperation Section of the EU Delegation to Ethiopia. The job objective is to contribute to the conception, elaboration and implementation of partnerships and development cooperation strategies, programmes and projects in the area of agriculture/food security/rural development/livestock/agribusiness, within the Multiannual Indicative Programme (2024-2027) for Ethiopia. The job objectives also include the dialogue with government and key stakeholders, the regular analysis of the sector and the management of the implementation of ongoing programmes, both in Ethiopia as well as in the wider region. Tasks will be performed under the supervision of the Team Leader “Green Deal” and the Head of Cooperation. Upon recruitment, the successful candidate will occupy the specific job function as “Project Officer”; this job function may be changed in accordance with the needs of the Delegation.

Under this job function, the successful candidate will serve as technical staff whose duties and responsibilities shall include, but not be limited to:

Duties & Responsibilities:

  • Analyse and report on Agriculture, Rural Development, Food Security, Livestock, Agribusiness in Ethiopia and in the Region. Contribute to formulation of programmes and projects.

  • Manage, monitor and evaluate the implementation of programmes and projects in line with the conditions set out in the Commission’s decision and the objectives set in the programme/project, and according to the EU procedures.

  • Prepare, launch and follow up on tendering processes for the award of EU funds (ex. preparing Terms of Reference, Call for Proposals, contract conditions and specifications, participate in evaluations of tenders/call for proposals).

  • Analyse and/or propose policies and strategies in the specific domains, and collaborate with other teams of the EU Delegation if necessary; draft briefings and speeches in relation to the specific domain.

  • Support policy dialogue with relevant ministries, agencies, EU Member States and other stakeholders.

  • Negotiate technical and financial aspects of contracts and, if required, prepare and negotiate relevant updates / amendments of programmes and projects during the implementation period.

  • Monitor contractual obligations (via periodic reviews, audits, reports, etc.) and gather and handle external expertise if and when required.

  • Analyse periodic and final implementation reports.

  • Monitor the financial expenditure of projects as reported in cost statements and provide reasonable assurance that claimed costs correspond to the work accomplished. Give the operational visa “certified correct” on payment certificates.

  • Ensure payments due are processed in time including verifying requests for payments and follow up the execution process.

  • Ensure all information and approval processes are duly encoded in the IT tools used by the institution.

Job Requirement

Minimum Requirements:

  • Medically fit to perform the required duties.

  • Enjoys civil rights and permits for employment under local law.

  • Bachelor’s degree in agriculture, Rural Development, Food Security, Veterinary, Livestock or any other domain related to the sectors under his/her responsibility.

  • Minimum of 5 years working experience in a similar position if the candidate holds a bachelor’s degree.

  • Minimum of 3 years working experience in a similar position if the candidate holds a master’s degree.

  • Minimum English language competency: ability to understand: C2, read: C2, speak C2 and write C2.

  • High level of computer literacy.

  • Work experience with Public Organisation and/or International and/or Diplomatic missions and/or International Non-Governmental Organisations on Agriculture, Rural Development, Food Security, Veterinary, Livestock, Agribusiness.

The following will be considered as an asset:

  • Master’s degree in agriculture, Rural Development, Food Security, Veterinary, Livestock, Agribusiness or any other domain related to the sectors under his/her responsibility.

  • Experience in working in multicultural environment.

  • Previous experience on the implementation of EU funded programmes.

  • Knowledge of Amharic

  • Knowledge of French

Place of Employment:  Delegation of the European Union to Ethiopia – Addis Ababa

Employment Contract: Fixed term – 2 years

Conditions of employment contract

The employment is intended for a fixed period of two years including the probation period (60 days) or until the completion of the agriculture related interventions financed under the Multiannual Indicative Programme (2024-2027) for the Ethiopia for which the staff is hired. However, depending on availability of funds, status of the project, performance and conduct of the staff, the contract can be renewed or be terminated earlier than the anticipated date.

Working hours/week: 37.5

Group I – with starting basic salary of 2,748 EUR/month (payable equivalent in Ethiopian Birr).

The procedure

The Selection Committee will prepare a shortlist of candidates who are considered to be the most suitable for the post on the basis of a preliminary assessment of the information provided in their application letter and the supporting documents.

The short-listed candidates will be invited to an assessment phase, which will include a written test and, for those reaching a sufficient evaluation of the written test, an interview. During this phase, the Selection Committee will assess the suitability of the candidates for the post.

The candidates who have not been short-listed will not be contacted individually. However, the Delegation will use the same means of publication as for this Vacancy Notice to inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited.
