Position Title: Project Manager – Empowered Communities Activity (ECA)
Reports to: Senior Director of Programs
Duty Station: Addis Ababa, Ethiopia
Program: Empowered Communities Activity (ECA)
Level of Effort: Full-time (40 hours per week)

Project HOPE is an international NGO with over 500 staff and hundreds of volunteers working across more than 25 countries to address urgent global health challenges.

Under the Empowered Communities Activity (ECA), Project HOPE is implementing a focused intervention in Amhara and Oromia regions to support critical maternal, newborn, and child health (MNCH) service delivery, capacity building, and health system strengthening across selected high-volume non-state actor (NSA) managed facilities.

The intervention aims to maintain access to essential RMNCAH-N services where NSA-managed facilities are the primary providers of care. Through this implementation, Project HOPE plans to reach approximately 25,000 pregnant women with comprehensive antenatal, delivery, and postnatal care, and 263,828 children under five with critical child health and nutrition services.

This focused effort is designed to protect previous gains, reduce preventable deaths, and support the transition toward longer-term sustainability in Ethiopia’s mixed health system

2. Purpose of the Assignment

The Project Manager will lead, coordinate, and oversee the RMNCAYH-N service delivery component of ECA, ensuring that NSA-managed health facilities in the target regions deliver high-quality, integrated reproductive, maternal, newborn, child, adolescent, and youth health and nutrition (RMNCAYH-N) services. He/She will supervise and guide the two regional coordinators that are going to facilitate the implementation of this project. 

The incumbent will ensure operational excellence, compliance with Project HOPE standards, and strong alignment between central and regional teams, while fostering innovation, learning, and adaptive management.

Duties & Responsibilities:

3.1 Technical Leadership and Strategic Planning

  • Lead the planning, implementation, and monitoring of all project activities in line with the approved work plan and budget.

  • Coordinate closely with regional and woreda offices to ensure quality and consistency of field implementation.

  • Provide overall technical and managerial leadership for the selected RMNCH interventions in NSA-managed health facilities.

  • Contribute to annual, quarterly and weekly and strategic planning processes related to the project

  • Guide the implementation of evidence-based, innovative, and cost-effective interventions across all targeted districts.

  • Provide high-level policy and technical guidance to the ministry of health and represent project HOPE.

3.2 Coordination and Representation

  • Liaise regularly with relevant government counterparts, development partners, and other stakeholders to ensure alignment of RMNCH priorities.

  • Facilitate integration and collaboration with other projects, including initiatives supported by the Department of State, Gates foundation, and other partners.

  • Represent Project HOPE/ECA in national and regional technical advisory groups and coordination platforms.

3.3 Capacity Strengthening and Mentorship

  • Lead the design and roll-out of capacity-building programs for NSA-managed health facility staff, including mentorship, training, and supportive supervision.

  • Work with professional associations to establish a database for Mentors and supervisors under their networks and constituencies 

  • Develop or adapt technical tools, guidelines, checklists, and job aids for RMNCH service delivery.

  • Provide ongoing mentorship and coaching to regional coordinators to strengthen technical quality and operational efficiency.

3.4 Quality Assurance and Performance Management

  • Ensure consistent implementation of continuous quality improvement (CQI) approaches within NSA-managed facilities.

  • Support referral linkages between NSA and public health facilities and promote rational drug use and supply chain participation.

  • Oversee quality data collection, analysis, and use in collaboration with the M and E officer to drive evidence-based decision-making.

3.5 Monitoring, Learning, and Adaptation

  • Work closely with the M and E officer to ensure routine monitoring of performance indicators and data validation.

  • Support documentation of best practices, success stories, and lessons learned for internal learning and external dissemination.

  • Contribute to learning agendas, Communities of Practice, and innovation pilots that strengthen RMNCH outcomes.

  • Lead and oversee regular reviews and learning sessions to assess progress and adapt implementation strategies.

3.6 Financial and Compliance Oversight

  • Collaborate with finance and operations teams to track budgets, monitor expenditures, and participate in Budget vs. Actual (BVA) reviews.

  • Ensure compliance with Project HOPE policies and ethical standards, including safeguarding and Code of Conduct requirements.

Job Requirements

4. Minimum Qualifications and Experience

  • Education: MD with specialization in Pediatrics or Obstetrics & Gynecology, or Public Health, or a related health field.

  • Experience: At least 10 years of technical and managerial experience in large-scale RMNCH programs; minimum 2 years in leadership roles overseeing NCH, MH, and SRH/FP programs in the private or NSA sector.

  • Proven expertise in health system strengthening, RMNCH program implementation, and coordination with MOH, donors, and private health facilities.

  • Familiarity with Ethiopian public-private mix policies and national RMNCH guidelines.

  • Strong leadership, facilitation, communication, and analytical skills.

  • Proficiency in English and Amharic; ability to travel up to 50% to field sites.

6. Reporting and Supervision

The Project Manager will report directly to the Senior Director of Programs and will supervise and provide technical guidance to regional coordinators.

7. Duration of Assignment

The assignment is full-time for the duration of the Empowered Communities Activity, subject to annual performance review and continuation of project funding.
