TITLE: Regional Monitoring and Evaluation (M&E) Officer
PROGRAM: Integrated RMNCH + PPFP scale up for high caseload facilities project
REPORTS TO: Regional Team Leader
WORK LOCATION: Dessie/Bahir Dar, Amhara region

PROJECT SUMMARY
An Integrated RMNCH + PPFP project is a project under implementation in different high caseload facilities found in different regions of Ethiopia. The project is being implemented at high caseload facilities, focused on FP, Maternal, Newborn, Immunization, and Nutrition (RMNCH-N) with the aim to reduce maternal and newborn morbidity and mortality through increased uptake of voluntary family planning and selected RMNCH-N services in high-impact areas in Ethiopia. To support the implementation of these activities, EngenderHealth is seeking a well-qualified Regional Monitoring and Evaluation (M&E) Officer for the Integrated RMNCH + PPFP project who can support the Amhara regional team.

JOB SUMMARY
The Monitoring and Evaluation (M&E) Officer under the supervision of the Regional Team Leader will be responsible for providing technical assistance for the development of comprehensive planning, monitoring, and evaluation systems and ensuring the effective operation of a monitoring and evaluation system at Amhara region. The M&E Officer will work to ensure the project database is updated regularly, compile project Key Performance Indicators (KPIs), and provide assistance in meeting the project commitment to the donor; in meeting project outcome-based performance timely. The M&E officer will also participate in baseline, midline, and end-line assessments; and engage in detailed implementation planning, and indicator development and the preparation of monitoring and evaluation plans, tools, and databases. The officer will also assist the M&E advisor and program team in undertaking program/project monitoring and evaluation to ensure that EngenderHealth Programs/Projects are performed as per the plan and the desired impact is being realized. The M&E officers will also be responsible for compiling data, maintaining databases, synthesizing, and preparing reports, assisting in the documentation and dissemination of findings and lessons, and providing feedback as per the monitoring plan. The M&E Officer will assist in the preparation of monthly, quarterly, bi-annual, and annual reports to EngenderHealth's internal system, donors, government, and other partners as well as interim status reports as required. S/He will be responsible for making sure that project reports are timely communicated with public signatories.

Duties & Responsibilities:

  • Ensure timely collection, entry, storage, and use of project data for different activities at the Amhara project sites

  • Follow and assist in the use of updated data collection forms, procedures, and guides in project field offices

  • Ensure proper use of databases (DHIS2, Event smart, mHealth, and UIRS) in the field office

  • Work closely with the Technical Team staff to assist in the collection and use of updated data for all activities.

  • Ensure the collection and quality of semi-annual data for donor reporting at a regional office

  • With the lead of the M&E advisor, support the preparation of regular (quarter and semi-annual) government and donor reports

  • Assist the M&E advisor in the development and revision of the M&E plan

  • Assist the M&E advisor in the training and orientation of the program, sub-grantee, and government staff

  • In collaboration with the M&E advisor, design and implement a mechanism for building evidence (design, data collection, analysis, and report writing) for different interventions

  • In collaboration with the M&E advisor, implement activities indicated in the project M&E plan

  • Participate in project review meetings at the regional and central offices

  • Compile periodic reports, monthly, quarterly, semi-annually, and annually

  • Draft quality project learnings and share them with the editorial committee

  • Undertake other activities as guided by the M&E advisor. Identify with other technical staff and counterparts' lessons learned and potential best practices related to RMNCH-N and participate in the documentation and dissemination of best practices

  • Collaborate to work on other relevant activities as provided by his supervisor

  • Travel up to 50% of the time and support other regions as needed

Job Requirements

REQUIREMENTS

  • Bachelor’s degree in information management systems, Public Health, Health Informatics, or other related fields

  • Six-plus years’ experience for first degree and four-plus years’ experience for a master’s degree in working with programming, monitoring, and evaluation in an international NGO or donor organization

  • Experience and a good understanding of the Ministry of Health’s Health Management Information Systems (HMIS). Experience in DHIS2; database customization and outcome-based financing are plus

ESSENTIAL SOFT SKILLS

  • Committed to EngenderHealth’s core organizational values of reflection, inclusion, integrity, respect, and transformation

  • Computer skills especially in managing project databases (DHIS2), and data management using statistical software like SPSS, Excel, Epi Info, among others

  • Demonstrated ability in data collection, management, and analysis

  • Previous experience in monitoring and evaluation of projects; experience with consortium-managed projects will be a plus

PREFERRED SKILLS, ABILITIES, AND FUNCTIONS

  • Understanding of survey methodology, and experience in implementing surveys with various sampling methodologies

  • Demonstrated communication and analytical skills

  • Good understanding and working experience with RMNCH-N interventions

  • High-level expertise in Results-Based Management, Logical Framework Analysis, and Result-Based Performance Monitoring and Evaluation

  • Strong communication and interpersonal skills, with the ability to work effectively with diverse stakeholders

  • Fluency in English language proficiency is strongly preferred

  • Knowledge of the local language
