Position:  Early Warning & VBT Facilitator (4)

Duty Station: Chifera, Megale, Teru and Dallol ( Afar Region)

Duration of Contract:  Temporary Contract

Salary:   As per the salary scale of the organization

Responsible for planning, implementation, monitoring and reporting of the JEOP Early Warning activities planned in the APT as per the expected standards and timely reporting, sharing and documentation of the reports and EW data. Facilitate/provide capacity building training to woreda and kebele stakeholders.

Principal Responsibilities

Key Result #1 – Implementation and Coordination

  1. Responsible for the facilitation and coordination of planning and implementation of JEOP Early Warning program activities assigned to his/her woreda as per outlined in the APT. 

  2. Make sure that all of the planned EW activities are carried out in the Woreda in accordance with the necessary performance standard of being on scope, on budget, and on time. 

  3. Facilitate the establishment of CBEWS at kebeles level, strengthen and follow up the functionality of woreda and kebele level Early warning committee,

  4. Engage and support the context monitoring data collection, cleaning, reporting, in collaboration with kebele level government structure (Kebele EW committee) as per the context monitoring data collection format.

  5. Take part in project assessments at woreda level in collaboration with the assessment team from respective sector offices in communication with the regional EW coordinator.

  6. Monitor food security status of his/her woreda and adjacent woredas. Conduct market and food security analysis at woreda level and produce report

  7. Communicate Early Warning information and recommendations/advisories with the Kebele DRM committee timely and follow up and assist the communities we serve to take early actions. 

  8. Engage, assist and follow up VBT process steps training at woreda and kebele level. 

  9. Assist and engage in the need estimation process at woreda and kebele level.

  10. Make sure the VBT process step is implemented in the Woreda and identify complaints raised by the community in relation to targeting and address them timely and properly. 

  11. Attend coordination meetings representing JEOP early warning at woreda level and report the update to the FH office.

Key Result #2 –Monitoring, Reporting and partnership/networking

  1. Monitor and evaluate EW activities and produce the monitoring report at woreda level and submit timely to region level EW Coordinator

  2. Follow up and document the context monitoring data transfer to Regional EW coordinator periodically and compile quarterly bi-annual, and annual reports of the Early Warning program activities implementation and submit to the office timely.

  3. Engage in fast on-set hazard impact assessment and compile reports, and submit the report to JEOP Coordinator.

  4. Coordinate and Work closely with FH Regional Early Warning Program Coordinator, JEOP Coordinator and other JEOP staff about early warning program activities.

  5. Networking and partnership with woreda sector offices for EW related activities  

  6. Perform other assignments and duties assigned by the immediate supervisor

⮚        In each Project and Head Office, ask women staff what changes would make it more “gender-friendly”, organization and implement the recommendations

Safety & Security Responsibility

⮚        Each FHE staff member should adhere to all pertinent policies concerning safety and security policy of FH. Lapses in safe conduct can jeopardize the health and welfare of all staff.

⮚        Every FHE staff member has an obligation to learn and understand the security situation where they are located. 

⮚        Each FHE staff member should adhere to all pertinent policies concerning safety and security.  This includes, but not limited to, personal safety, road safety, etc.

⮚        Has a responsibility to become familiar to social, cultural and other associated features of their duty stations;

⮚        Abstains from inappropriate or offensive behavior that can put FHE in a difficult position, impair operations, and jeopardize the health and welfare of all staff of FHE.

⮚        All FHE staff should promotes safe conducts and exercises caution in all work activities; staff should accountable for own personal and professional actions and conduct;

    Data collection, cleaning and encoding experience is an asset

    Knowledge of USAID Rules and Regulations is an asset

    Excellent report writing and documentation skill

Education and Experience

  • BSc/BA Degree in Agriculture, Agriculture Extension, Disaster Risk Reduction, NRM, Climate change or in other related field of study.

  • A Minimum of Two Years experience preferably in INGOs with Emergency Context

 Distinguishing Competencies

⮚       Strong computer skill and knowledge in the area of MS word, MS Excel, MS Access, PowerPoint and email communication.

⮚       High level of initiative taking.

Language

⮚ Proficiency in spoken and written Amharic and /or local language of the operational area and, basic understanding of English required; 

Supervisory Responsibility

This position has no supervisory responsibility.
