Job Title: Project Coordinator

Report to: Program Director and Area Program manager and Consortium lead manager as per the organizational and program operational policies

Contract Period: 19 months contract with possibility of renewal on the basis of satisfactory performance

Organization and Project Overview

Pastoralist Concern (PC) is a pastoralist-initiated, inspired and led National CSO working toward sustainable development in the pastoralist areas of Ethiopia since 1995. PC’s vision is “to see improved and sustainable livelihood of the pastoralist communities of Ethiopia and further realize strong co-operation with neighboring countries’ pastoralist communities.” PC works in Somali, Oromia and Amhara regions through engaging in community development, emergency response and Resilience building initiatives across diverse sectors that include Food Security and Livelihood Improvement, Health and Nutrition, WASH, Environmental Rehabilitation, Education and protection, Women Empowerment and Community-based Cohesion and Resilience Building. 

PC in partnership with the four consortium members (LPI, Mercy Corps & ALCHA) is implementing the project entitled ‘Mobility and Movement: Cross-Border Resilience in Moyale’. The project target areas include Moyale Ethiopia-Moyale Kenya; Hidi Lola-Sololo; Magado-Forolle; and Dilo-Dukana. PC in partnership with pertinent consortium members, is responsible for the implementation of community engagement related activities in the Ethiopian side.

Objectives of the Position

Under the supervision of Project Director of PC and supportive supervision of Area Program Manager and Project Consortium Manager, the project coordinator will be responsible for designing, implementing, and monitoring project initiatives that promote social cohesion, community-based resolution, and sustainable resilience building within the context of target project area.

The coordinator will be mainly responsible to leadership and coordination of the entire project activities through developing feasible implementation workplan, monitoring framework and performance review timetable while producing regular and demand-based reports to inform decision-making in the areas of both activity progress and financial utilization process. 

Duties and areas of responsibility

  • The Project Coordinator will contribute to the development and implementation of the entire activities under the M&M-Cross border Resilience Project in close cooperation with local partners, in particular pertinent government offices and cross border peace committees. 

  • Promote localized and inclusive approaches to advance context-focused rapid response initiatives to address negative impacts of climate change, conflict driven calamities and administrative disagreements.

  • Support the development and implementation of transformative cross-border actions, policies, and innovations to advance climate change adaptation and transboundary natural resource management while strengthening opportunities to meaningfully lead and participate in initiatives to prevent and mitigate cross boundary informal trades.

  • Effectively engage in joint planning and review exercise with close linkage and collaboration among the consortium partners while leading the preparation of work plans and budgets, directly overseeing the implementation activities, project monitoring and development of technical reports. 

  • Undertake consistent communication and follow up with partners and support ongoing engagement with local, regional and national government authorities to contribute to the development and implementation of program strategy and deepen understanding of thematic issues, concerns and approaches. 

  • Ensure alignment and integration between project interventions and strategic priorities with effective coordination of Project Planning, Implementation, Coordination, Monitoring and Reporting process.

  • In line with project objectives, work with partners to effectively organize and facilitate meetings, workshops and forums with government representatives, civil society and community-based establishments inside and in cross boundary initiatives.

  • Provide ongoing support to partners and project assistant with the extent to achieve the defined results of the project. 

  • Ensure timely preparation of reports and lead development of monthly and quarterly donor reports as per the agreement. 

  • Participate in and contribute to internal and consortium quarterly and other scheduled planning and performance review meetings.

  • Lead the documentation of success stories and other documented information to demonstrate impactful results that contribute towards attaining outcome harvesting

  • Actively engage in fundraising, budgeting and financial forecasting and tracking.

  • Develop action plan, concept notes and budgets in collaboration with the consortium lead and finance team, and act as the budget holder for the project funds. 

  • Ensure timely and accountable financial reporting through supporting finance team and close collaboration with partners.

  • Closely monitor project work plans and budgets on a regular basis and ensure optimum fund utilization with expenditure tracking on monthly grant management approach.

  • Participate and contribute to regular fund/financial management review meetings and oversight the preparation of project expenditure in line with project agreement, financial policies and procedures of PC and consortium lead. 

  • Support capacity development of partners involved in project implementation through innovative capacity building approaches while reinforcing the mainstreaming of cross-cutting issues, including gender and youth focused initiatives.

  • Review narrative and financial reports for consistency with project objectives and work-plans and arrange for regular meetings with partners to review and reflect on progress and results in order to identify, mitigate challenges and learn lessons for improved program delivery.

  • Mentor and coach woreda facilitators on networking, communication and training and delivery of planned activities while supporting the identification and development of strong relationships with key strategic partners from government, civil society and media partners.

  • Work collaboratively to co-design and effectively deliver program activities, facilitating participatory budgeting processes, and supporting demand-driven capacity strengthening activities

  • Support in the design and coordinate baseline surveys, market assessments, feasibility studies and Identify livelihood opportunities in relationship with the Project and supervise the proper implementation of the activities.

  • Provide technical direction, leadership and training to the livelihood’s beneficiaries on business planning, income generation, group savings and loans, revolving funds, vocational skills training and strengthening of small-scale businesses for the beneficiaries to enhance their self-reliance.

  • Participating in proposals development and budgeting for new projects in accordance with the provided guidelines and standards as per the directions of the organization

  • Responsible for overseeing implementation of project activities in accordance with approved time schedules and budgets.

  • Responsible for promoting and facilitating the selected vulnerable community groups such as women groups and cooperatives to engage in the income generating activities.

  • Responsible for strengthening synergies with stakeholders in regard to Livelihoods.

  • Represent PC in regional Cluster meetings particularly where the topics are in line with livelihood improvements.

  • Contribute to the development and documentation of best practices and their dissemination to a variety of internal and external audiences and among implementing partners.

  • Coordinate the data input and co-responsible for report writing for all narrative and program data reporting requirements ensure with the support of the MEAL Officer and coordinators that the data is clean, segregated where needed and timely compiled. Ensure partners deliver timely and all have joint and consistent indicators. 

  • Perform any other duties and responsibilities assigned by the supervisor or designate

Job Requirements

Education, Qualification and Competency Requirements

Education

  • MBA, MA in Sociology and Social Studies, Peace and Security, Development Studies, Rural Development and Local Studies (RLDS), and other related social science fields. Training in peacebuilding, conflict transformation, early warning and rapid response, resilience building, livelihood support and relevant field.

Qualification

  • Minimum 8 years for BA/BSC or 6 years for MA/MSC in direct relevant working environment

Competency & Skill 

  • Strong leadership and negotiation skills with Result-Based-Focus;

  • Evidence-based analytical skill with continuous-learning attitude;

  • Remarkable team player with proactive communication skill;

  • Standard report writing and knowledge-sharing skill; and

  • Strong self-development effort with advanced knowledge of English and the working language of duty station.
