Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency.
PUI works in 10 areas of intervention and distinguishes itself by the implementation of an integrated approach in its response. This method aims to identify and understand the needs of all those affected by a crisis. Our teams come together to bring a rapid global response to the basic needs of populations affected by humanitarian crises to help them regain independence and dignity.
PUI in Ethiopia:
Following the north Ethiopia conflict which erupted in 2020 and the reports of recurrent drought which is affecting the life and livelihood of millions in different regions of Ethiopia, PUI decided to contribute its part to address the humanitarian needs triggered by both manmade and natural disasters. PUI has been registered with FDRE Authority for Civil Society Organization (ACSO) since June 22, 2022, to enable the organization to operate legally in the country.
and has been providing humanitarian assistance in Afar and Benishangul Gumuz Regional States addressing the needs of population affected by both manmade and natural disasters. The organization has been exploring the potential gaps in terms of humanitarian assistance in the regions where it is currently intervening and other regions.
The current projects in Afar and Benishangul Gumuz regions are mainly focusing on creating better access to health and nutrition services for conflict and drought affected population. PUI is working in collaboration with local health authorities in providing support to revitalize the conflict affected health systems in those regions. In Metekel zone of BGRS, PUI is implementing humanitarian assistance in Debatie, Bullen, Dangur and Pawi woredas while in Afar, PUI is supporting nutrition services in Abala town, Abala rural woreda, Berhale, Wasama and Dallol woredas of Afar region in Kilbati Rasu zone.
PUI is working with Expertise France to integrate SRH and GBV protection activities in its ongoing project in Afar region targeting Abala area.
For this purpose, PUI is actively recruiting new staff in various disciplines of health, PSS and protection to be part of Roving Protection and Medical Team (RPMT) based in Abala town, Afar region, Kilbati Rasu zone and support four health centers in Abala and Wasama woredas.
Overall Objective:
The Protection Advisor (PA) will ensure high quality mainstream and integrated protection of PUI across all programs in a strategic manner.
The PA will be the focal point for Protection Mainstreaming within the organization, ensuring a coherent approach across all programs and providing guidance to all departments.
The PA will be in charge of capacity building, monitoring, capitalization and positioning of PUI in the protection field in strong collaboration with PUI teams, as well as other partners.
The PA will suggest and design new protection components and/or programs methodologically sound and coherent with the humanitarian mandate and positioning of PUI. He/She will initiate and lead research and assessments in the domain of protection.
The PA will work under the PUI DHOM/HOM. In close collaboration with the other Coordinators and with the HQ Protection and Gender Advisor, the PA will ensure the technical guidance of the teams on the field, in order to ensure that protection is well established.
Protection & Programs: Advise and support the implementation of protection components within current programs
Technical support: Provide technical guidance, technical tools and capacity building to the protection team and other relevant staff
Strategy: Contribute to the strategic guidance of the mission on protection programming
Representation: Represent the organization in specific instances related with protection
Safety and security: Ensure safe programming across all activities
Specific Objectives and Linked Activities:
ADVISE AND SUPPORT THE IMPLEMENTATION OF PROTECTION COMPONENTS WITHIN CURRENT PROGRAMS
In close collaboration with the HOM and other Technical Coordinators, he/she will advise on:
Specific components of current programs of PUI, related to protection (e.g. implementation of protection components within refuges)
New protection-oriented and protection-centered interventions and activities
Provide technical support to implement the data protection protocol and ensure the confidentiality and accountability principles
In close collaboration with the relevant OPT team, he/she supports other departments and coordinators in developing messages, tools, analysis and reports with a methodologically sound protection approach (for example support the MEAL Team in integrating protection in PUI M&E tools…)
In close collaboration with PUI Partners, he/she contributes to improving the consortium protection analysis and adapted response beyond the component where PUI leads.
PROVIDE TECHNICAL GUIDANCE, TECHNICAL TOOLS AND CAPACITY BUILDING TO PUI TEAMS
He/she assesses team strengths, weaknesses and opportunities in relation to protection
He/she develops and provides relevant protection trainings for PUI’s team members in order to improve protection programs and mainstream protection across all levels of the organization.
He/she provide technical protection tools based on international standards ( IASC- GPC) according to the technical HQ guidance
He/she guarantees exchanges and sharing information in the Mission for best practices
He/she will be in charge of protection capitalization on the mission
CONTRIBUTE TO THE STRATEGIC GUIDANCE OF THE MISSION ON PROTECTION PROGRAMMING
He/she contributes to the Mission strategy regarding Protection
He/she advises on how to best position PUI in the different forums related to protection
He/she technically advises PUI and take an active role during the development of the proposals
He/she advises on how to strengthen/integrate protection in PUI’s programming
REPRESENT PUI IN SPECIFIC INSTANCES RELATED WITH PROTECTION
Upon due delegation from the DHOM, he/she attends meetings related to protection (donors meeting, protection cluster, etc), along with relevant members of the team if needed
SUPPORT IMPLEMENTATION OF GBV PREVENTION/MANAGEMENT ACTIVITIES
Conduct GBV risk assessments, that proactively identify GBV risks and outline mitigation measures to be verified during stakeholder and community engagement
Assess key contextual and project related risk factors that may contribute or give rise to sexual exploitation and abuse (SEA) or other forms of harassment and GBV in the Project
Identify key service providers and the interventions they are carrying out in the fields of prevention and response services for survivors of GBV, focusing on critical health, psychological or psychosocial and related services, including identifying gaps in information and services
Lead the monitoring and reporting on GBV indicators and screening processes of project activities
Facilitate targeted, safe and quality consultations with women and girls affected by crisis during design/planning, implementation and monitoring phases of the project
Explore and encourage integration of GBV concerns and activities into existing or planned public health programs, including reproductive, primary health and nutrition programs.
Adapt GBV safety audit and assessment tool and train staff on its use to systematically collect data on risks and mitigation measures.
Contribute to advocacy for attention to GBV
SAFE PROGRAMMING
In the same way as the other sectors and in close collaboration with all the workers present on the mission, he or she will have to guarantee in the implementation of activities a safe programming based on human rights approach.
The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project needs. The employee could be requested to perform other tasks as his/her Line Manager may judge necessary.
Required Qualifications and Professional Experience
Master in humanitarian project management/ international human rights law /political sciences/social sciences.
Training in Quality process management such as URD (Compass Dynamique) or SPHERE, IASC
At least 7 years’ experience in international protection program management with a minimum of 5 years in a program coordination position or a similar position in an international context.
Strong experiences as a protection trainer and protection tools deliver based on IASC and GPC.
Strong understanding and experiences of global protection principles and relevant bodies of international law.
Experience in working in environments with similar protection threats.
Required knowledge & skills:
Good and proven capacity to design, coordinate and deliver trainings on protection, protection mainstreaming and other related topics
Good and proven public representation skills
Strong and proven capacity in diplomatically working among an integrated multi-cultural project team
Language:
English, French, and Amharic.
Any other local language.
