Job Description

Under the supervision of the Technical Director, the Senior Tuberculosis Supply Chain Advisor will provide technical guidance, strategic direction, and evidence to ensure an uninterrupted and seamless supply of quality-assured TB pharmaceuticals, lab supplies, and commodities. The Advisor supports the National Tuberculosis Program (NTP) in forecasting, quantification, procurement, and supply processes, aligned with national strategic plans, USAID, and Global Fund priorities. The Advisor will strengthen capacity at national and sub-national levels and engage with key stakeholders including EPSS, WHO, and implementing partners.

MAIN DUTIES AND RESPONSIBILITIES

1. Support the NTP in timely and accurate forecasting, quantification, procurement and supply planning of TB pharmaceuticals, TB lab supplies and commodities.

  • Provide technical oversight and support to the NTP develop annual plans for TB program pharmaceuticals and commodities forecasting quantification and supply planning.

  • Provide technical guidance to NTP, EPSS, MOH PMED team and partners in the conduct of annual and periodic TB pharmaceuticals, lab supplies and commodities forecasting, quantification and procurement order.

  • Provide technical guidance support in quarterly supply planning exercises.

  • Strategic advice to NTP in procurement decisions through analytic information

2. Technical Support in end-to-end tracking of all procurements initiated by the TBLLD program using standardized tracking and management tool.

  • Technical leadership support to the NTP in preparation/updating standardized procurement tracking tool/system.

  • Provide analytic support to the NTP in the end-to-end tracking of all procurements initiated for timely decision making.

  • Build the capacity of NTP, MOH PMED team and EPSS in standardized tracking system for procurements of TB pharmaceuticals, lab supplies and other program commodities.

  • Produce periodic analytic report to NTP and USAID on TB pharmaceuticals and supplies procurement status.

3. Strategic and technical leadership support in communication with GDF and other suppliers of TB supplies serving as POC for TB program.

  • Support the NTP in communication with GDF and other supply agencies functioning as POC for TB supplies.

  • Establish regular forum with GDF Ethiopia POCs for seamless procurement and supply of TB commodities procured through GDF.

  • Engage with GDF in mobilizing GDF Technical assistance support to the country as required.

4. Capacity development of NTP staffs and other relevant MOH units in TB PSM cycles and use of latest TB PSM tools for accurate forecasting, quantification, procurement and supply of TB pharmaceuticals, lab supplies and commodities.

  • Develop capacity development plan and provide technical leadership in capacity building of NTP staffs, MOH PMED team, EPSS and partners working on TB PSM on latest TB PSM tools and anticipated changes in PSM system.

  • Provide embedded mentorship support on latest TB PSM tools, PSM dashboard analysis and other relevant latest PSM tools/guidelines.

  • Engage NTP staffs, PMED team, EPSS staffs and partners working on TB PSM in global update webinars, symposium, and capacity building activities.

5. Strategic leadership and embedded technical support for effective program coordination, program management, partnership and enhanced communication capability development focused on TB PSM processes.

  • Technical oversight support to NTP in TB PSM coordination forum, meetings, and activities

  • Support the NTP in standardized documentation and communication strategies for TB PSM related activities including production of quarterly information notes on TB PSM status.

  • Support the NTP in oversight and supervision of TB PSM to sub-national structures (RHBs, EPSS branches, Health facilities).

  • Technical leadership and support to NTP in periodic TB PSM review meetings, sessions, and technical working group sessions.

6. Competence-based programmatic mentorship for national and sub-national TB program officers/coordinators on essentials of effective TB PSM capability.

  • Hands on mentorship support on TB PSM for national and sub-national TB program staffs

  • Periodic supervisory visits to sub-national structures on TB PSM area

  • NTP Capability development program for NTP on use of latest PSM tools (QuanTB, others)

  • Support the capacity building for Project staff

  • Will share updated stock status at national and regional levels to support project activities.

  • Facilitate the advancement of shock responsive supply chain system.

7. Strategic leadership in Laboratory supply chain optimization

  • Engage in different lab supply coordination platform.

  • Provide strategic input and devise plan of action by monitoring progress its implementations.

Job Requirements

REQUIRED MINIMUM EDUCATION

Master’s degree in pharmacy, Public Health, Supply Chain Management, or a related field. A combination of these disciplines is also acceptable and desirable.

REQUIRED MINIMUM EXPERIENCE

  • Minimum of 7 years of related technical experience.

  • Minimum of 5 years in TB PSM and Global Fund (GF) related projects.

  • Extensive experience in strategic and technical guidance to NTPs.

  • Knowledge of GF systems and WHO/global TB policies.

  • Experience with USAID-funded public health programs.

KNOWLEDGE AND SKILLS

  • Strong analytical, planning, and organizational skills.

  • Excellent written and verbal communication in English.

  • Demonstrated ability in strategic decision-making.

  • Proficient in latest TB PSM tools such as QuanTB.

  • Up-to-date with global and national TB supply chain policies.

  • Strong collaboration and coordination experience with stakeholders.
