Job Description
Plans, organizes, directs, coordinates, and controls the human resources management, health and safety, human resources development, organizational development (OD), general service, general supplies, and properties administration as well as social, office and compound service activities of the company within policies laid down and within delegated authority;
Develops and upon approval implements objectives, strategies, and programs in the areas of human resource planning, recruitment, training and development, compensation, benefits, labour relations, grievance handling and personnel records management;
Develops, reviews, and implements human resources policies and procedures and ensures that they conform with existing laws and statutes;
Sets strategic manpower requirement, conducts periodic training need assessment, and develops human resource management and developments programs and leads their proper implementation in order to meet the strategic skilled human resource requirements of the company;
Approves or gets approval of higher authorities on matters related to recruitment, transfer, promotion, termination, personnel records, retirement plans, benefit administration, grievance handling, labour relations, work discipline and other personnel related mattersin accordance with the HRM rules, the Labor Law and Collective Agreement;
Follows up and controls screening of applications for notified vacancies and selects those who fulfil the job requirements for further screening; provides information to new recruits on conditions of employment, such as hours of work, leave, promotional opportunities and others;
Works as a change agent of the company; organizes an OD task force of professionals of the right mix from the different work units of the company, facilitates and coordinates OD projects;
Guides and or takes part in assessment studies on possible work process bottlenecks and system improvement needs of the company and initiates organization development and improvement proposals, gets approved and executes them;
Follows up and evaluates the implementation and effectiveness or impacts brought by OD projects;
Carries out organizational development activities to facilitate changes in the belief, attitude, value, and work culture of employees;
Initiates and undertakes changes and improvements on work methods, systems, facility layouts, policies, procedures, and other organization development activities based on need assessment and requests from work units;
Organizes, coaches, coordinates, and supports multi-disciplinary tasks forces dedicated to change management projects of the company;
Tracks and reports the progress of change management projects;
Formulates and reviews personnel procedures governing selection, recruitment, job classification, salary administration and other personnel matters;
Guides and coordinates the preparation of job descriptions for positions and advertisement of approved vacancies for promotion or external recruitment;
Studies existing personnel management methods and analyses operating procedures to improve workflow; submits recommendations to this effect and implements same upon approval;
Studies and recommends methods to improve labour relation activities and conciliation techniques for settling labour disputes;
Ensures that personnel and labour relation policies, procedures and regulations are well understood and are adhered to by employees and supervisors;
Administers employee leaves and benefit schemes; reviews employees benefit programs such as salary administration, bonuses, incentives, per-diems etc., and recommends adjustments and reviews to be made;
Ensures that records of employee turnover are kept and up-to-date; organizes exit interviews and analyses major reasons and submits report with recommendation to supervisor;
Ensures that terminated employees have returned properties of the company issued to their names; ensures that rightful compensations and annual leave payments due to them are effected on time;
Investigates personnel problems as excessive turnover, low morale, grievance, and the like; prepares report on findings and recommends solution options to minimize problems and improves labour management relation;
Ensures that Labor Law, Collective Agreement and other internal human resource rules and regulations are implemented and consistently and uniformly practiced in all working units and the branch;
Ensures all properties, vehicles, buildings, office furniture are properly recorded, utilized and timely maintained;
Plans, monitors, and coordinates the local procurement, warehousing and timely delivery of supplies and general item materials and controls their proper utilization;
Ensures that working units get office and general services such as service transport, photocopy, messenger and cleaning services, administration of civil works;
Develops human resources information system that meets management needs;
Assesses and supervises current and future human resource needs and the administration of retirement plans;
Ensures the maintenance of sound and modern human resources management;
Provides advice, guidance and information to management and employees of the company on the interpretation and implementation of personnel policies, procedures, regulations of the company and the labour law;
Develops and implements upon approval staff career development strategies through the application of proper reward systems;
Conducts periodic research to improve the productivity and efficiency of company human resources; studies methods to develop an agile workforce that is capable of responding to changing organizational needs;
Coordinates, plans, organizes, and implements human resources development programs;
Directs subordinates to conduct training need assessment by analysing tasks, performance outcome and job man-mismatch and in consultation with functional units;
Directs the identification, development and arrangement of training venues, selection of instructors, lecturers, facilitators, and trainers for short and medium types of training programs based on need assessment;
Directs the preparation and/or revision of training manuals, and training policies and implementing same upon approval;
Monitors national and international trends in HRD and adapts those methods and techniques that suit company’s requirements;
Critically assesses ongoing training programs in terms of relevance, effectiveness, cost, and impact;
Ensures that records and files on the type and duration of training provided, certificates obtained, and all training expenses incurred are kept and maintained for each trainee;
Carries out a comparative analysis on the strength and weakness of different in-house training programs to address company human resource development requirements;
Devises methods and procedures to evaluate training programs; assesses and evaluates the impact of training programs on company culture and performance; prepares an issue report to indicate changes /improvements in the training methods and curricula;
Directs the collection and analysis of data on the training programs of local and foreign training institutions and presents recommendation on same;
Ensures that rational systems and practical procedures are laid down for assessing staff performance; develops a competency based, integrated systems for managing employee performance;
Coordinates, arranges, and ensures the efficient provision of necessary support services like transport, communication, utilities, securities housekeeping maintenance, health and safety and social services;
Ensures the proper accounting and settlement of utility bills and other services are made;
Ensures the safety and security of employees, customers, and company property;
Follows up the efficient provision of transport services and the proper maintenance and repair of vehicles, office buildings and other facilities;
Controls the timely and economical issuance of fuel, oil, and lubricants;
Promptly handles and reports vehicles accidents to appropriate authorities and insurers;
Manages ownership and regulatory requirements of existing and newly procured vehicles of the company;
Develops and implements vehicle management system to ensure efficient operation, usage, replacement, and maintenance;
Avails and administers employee service programs such as canteen, recreational facilities, and others;
Ensures that property requiring maintenance including buildings, office equipment, and furniture are maintained on time;
Fosters good industrial relation in the company and handling possible grievances and disputes among the management and staff and root causes thereof;
Ensures the proper handling of employee grievances and complaints in line with the existing labour laws and the personnel policies and procedures of the company;
Studies and recommends methods to improve labour relation activities and conciliation techniques for settling labour disputes;
Analyses human resource problems, investigates, troubleshoots and resolves complex and unusual problems and issues;
Ensures that personnel data is maintained and regularly updated;
Manages general records, archives, and correspondence management activities of the company;
Undertakes human resource engagement surveys and assessing companywide personnel problems such as labor turnover, low morale, absenteeism, low productivity, employee grievance, indiscipline, disputes, etc. and taking remedial measures;
Manages and ensures occupational health and safety and ensures that proper and regular safety inspections and safety precautions are carried out;
Establishes effective and up-to-date safety system and procedures and ensuresthat the company’s safety procedures are properly observed by the operation and technique staff of the company.
Liaises with third parties regarding general administrative and personnel matters;
Prepares and submits periodic activity reports;
Performs other related duties of the Department as required.
From recognized university second degree in Management/ Business Administration/ Business Management/Human Resource Management/ Personnel Management/Public Administration or other relevant field of study and 8 years related work experience, of which 3 years in a managerial position (s) Or
From recognized university/college first degree in Management/ Business Administration/ Business Management/Human Resource Management/Personnel Management/Public Administration or other relevant field of study and 10 years related work experience, of which 4 years in a managerial position (s)
