The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated, and qualified person to fill the position of Logistics Site Manager 2 based in Mekelle.

Terms of Employment: 1 year fixed term contract with possibility of extension based on budget availability

PURPOSE

Logistics Site Manager 2 oversees logistics activities within MEK sub-delegation. He ensures that logistics systems are in place and operational and provides technical and operational support for purchasing, warehousing, stock management, transport activities and statistics, in accordance with the ICRC’s logistics standards.

Duties & Responsibilities:

  • Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement.

  • Understands and adheres. to the ICRC Code of Conduct.

  • Understands the roles of the components of the International Red Cross and Red Crescent Movement.

  • Always respects and observes staff regulations and security rules.

  • Always represents the ICRC in a professional manner.

  • Develops and maintains a pleasant and conducive working environment with colleagues and line managers.

  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC.

  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary.

ACCOUNTABILITIES AND RESPONSIBILITIES 

  • Sets up, adapts, and maintains infrastructure according to needs, in collaboration with the Logistics Country Manager.

  • Is responsible for implementing logistics procedures on-site in accordance with the logistics strategy for the country and financial procedures.

  • Maintains and ensures proper use of general and specialized logistics IT tools.

  • Oversees and coordinates statistical reporting, queries, and inventories.

  • Manages supply-chain requests and ensures they are treated in a timely fashion; supervises customer desk service and carries out related reporting. Ensures collaborative demand planning is carried out with other departments; ensures information is shared with the delegation and the Logistics Country Manager.

  • Plans and oversees procurement activities (purchase orders, supplier files, sourcing, etc.).

  • Sets up, operates, and manages warehouse and stock inventory.

  • Oversees fleet management, transport, and distribution activities.

  • Follows up the supply pipeline with the delegation, the Logistics Support Centre and/or headquarters, including for import-export activities where necessary.

  • Implementation and follow up of the Mekelle Supply Chain Strategy.

  • Implementation and follow up of the Quality Management strategy.

  • Oversees capacity-building and HR-related matters for logistics on site including related offices.

  • Is responsible for managing finances for the Cost Centre(s) under their responsibility.

  • Ensures that risks are mitigated by performing the controls assigned to his/her role as described in the Logistics Risk and Control Matrix.

PEOPLE MANAGEMENT RESPONSIBILITIES

  • Understands and supervises the Performance Management & Development (PMD) activities for employees under their supervision.

  • Makes sure that deadlines for the PMD cycle are met.

  • Engages in ongoing and continuous feedback and support, particularly for employees under their supervision, but also other staff members.

  • Organizes regular meetings within their team to ensure optimal coordination of the work and proper flow of information.

  • Ensures that job descriptions for employees under their supervision are up to date; seeks feedback and support from the HR Department if needed.

  • Plans and coordinates the annual leave of the employees under their supervision ensuring continuity of the operations throughout the year and making sure that there are no outstanding holiday balances at the end of the year.

  • Coordinates and supports the employees under their supervision in their personal development by coaching and advising them on internal and external training and development possibilities.

DELEGATION SPECIFIC TASKS:

  • Follows up on all work-related messages and correspondence with the relevant contacts and departments.

  • Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position.

  • Collects and shares information to improve the ICRC’s understanding of the environment and humanitarian trends and responses.

  • Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image.

  • Takes responsibility for professional learning and development.

  • May replace his colleagues within the department during their absence if required.

  • Performs duties and tasks not covered in this job description and provide support to his colleagues and other departments when necessary.

Job Requirements

  • Bachelor’s or technical degree in Logistics or equivalent experience.

  • Good command (spoken and written) of English and Tigranian.

  • Computer proficiency and knowledge of specialized software. 

  • Minimum six years’ work experience, preferably in commercial or humanitarian logistics, including management experience.
