Job Description

Under the direct line management of the Nutrition officer and technical link with the logistic officer based in Jijiga, the Logadmin officer manages the administrative, finance and logistics aspects of the MTI activities in Mirqaan, Somali region, Ethiopia.

Duties & Responsibilities:

- Finance

  • Manages the petty cash, make sure all expenses are done according to MTI rules and regulations

  •  Encodes the expenses in an excel cash book (budget/project allocations)

  •  Helps elaborate the activities budgets

  •  Make payments for project activities in accordance to MTI policies and procedures

  •  Ensure that MTI and donor procurement policies and procedures are strictly followed.

  • Feed monthly data on finance tools

- HR

  • Supervises the guards

  •  Prepare schedule and follow guards

  •  Provide routine administrative assistance, including managing schedules, field staff itineraries, and facilitating travel and accommodation arrangements for teams working in remote locations.Maintain up-to-date records of program activities, procurement, financial transactions, and staff information. Ensure timely reporting to both Jigjiga Field Office and country Office.

  • Plans and coordinates MTI staff movements in Mirqaan in cooperation with FO (car, plane, hotels, per diems, etc.)

- Logistics

  • ensures that procurement is made in accordance to MTI procurement procedures and filing necessary documents

  • Ensures the distribution of donations of items

  •  Plans and coordinates MTI staff movements in Mirqaan in cooperation with FO (car, plane, hotels, per diems, etc.)

  • Support and organize the logistics aspects of activities in Mirqaan (trainings, distributions, etc.)

  • Ensure maintenance of the office / warehouse: water tank, generator, AC etc

  •  Responsible to make request to logistic department in Jijiag according to the field needs

  • Ensure that all goods are well organized and correctly stored, well protected, fully identified and easily accessible in coordination with store keeper(cleanliness, security, access, etc.).

  •  Produce all stock documents according to MTI policy and formats.

  • Follows up the consumption of office material, fuel and lubricants used in the different facilities (office, house, store, etc.)

  •  Establish and maintain good professional working relationships with suppliers, service providers and contractors whilst strictly adhering to MTI anti-corruption guidelines and code of conduct.

  •  Checks the invoices and other supporting documents (quality, amount, eligibility according to the signed budget plan with MTI), signs a list of expenses once checked

- Security

o Responsible to monitor the security situation locally – Field area

o Check the security before any movements within the targeted area and outside

- Vehicle management

  • Supervises Drivers regarding all security measures during transport of goods or people.

  •  Responsible for the reporting and follow-up of the vehicle service and fuel consumption.

  • Ensure the respect of MTI vehicle management procedure.

- RePORTING

  •  Compile and share monthly report of the site (into the proper reporting form) to the logistics and finance officer.

  •  Ensure that all purchases files are fully scanned and properly archived (physically, SharePoint)

- Others

  • Coordinates with local authorities upon delegation from FO upon request

  •  Coordination with others actors working in the Afar region

  • Closely supports program staffs in all admin, finance and log aspects

- Support safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation & Abuse, Child & Vulnerable Adult protection, and harassment-free workplace policies. Incumbents will remain alert and responsive to any child and adult safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the child and adult safeguarding policy and procedures, and conduct yourself in a manner consistent with the Safeguarding.

- Perform other duties as assigned.

PHYSICAL CONDITIONS

This position requires frequent travel to health facilities located in remote areas with very basic living conditions.

Job Requirements

EDUCATION, LICENSES, & CERTFICATION

● A Bachelor’s Degree in Procurement & Logistics, Supply Chain Management, Business Administration, Public Administration or related field is required

● Professional certification preferred

EXPERIENCE

  • 2 years of professional relevant experience after qualification

  • NGO experience is advantageous

  • KNOWLEDGE

● Knowledge of supply chain management including procurement, tendering, contracting, clearance, transport, warehousing, distribution, fleet management and asset management

● Demonstrated understanding of donor-specific logistics procedures and grant requirements

SKILLS

● Strong interpersonal, influencing and negotiation skills

● Skilled in communication

● Strong computer skills including word processing, spreadsheets, and databases

● A good command of both written and spoken Amharic and English .

ABILITIES

● Ability to act with integrity and ensure security and appropriate use of assets

● Ability to complete complex tasks with a high degree of autonomy and responsibility

● Highly organized with good quantitative ability

● Ability to maintain detailed records with high accuracy

● Ability to support MTI Calling and adhere to the MTI Code of Conduct
