Job Description
The PIU Manager will provide strategic and operational leadership towards effective implementation of the Financial Sector Strengthening Project (FSSP). The manager will oversee the PIU’s day-to-day activities and coordinate with relevant stakeholders to ensure the project’s successful execution.
The manager will be expected to:
Program Quality and Management
Provide direction, supervision, and guidance to PIU staff.
Oversee the preparation and implementation of the project’s work plan and budget, ensuring alignment with program objectives.
Monitor progress on agreed targets and ensuring timely achievement of deliverables.
Establish and maintain systems to monitor and evaluate the project’s results framework.
Ensure compliance with program guidelines, NBE’s internal policies, and WB’s requirements.
Prepare and submit financial and progress reports within agreed timelines.
Coordination and Partnerships Management
Work with project implementing agencies National Bank of Ethiopia (NBE), Commercial Bank of Ethiopia (CBE) and Development Bank of Ethiopia (DBE) on project implementation
Facilitate collaboration between NBE, financial institutions, and relevant government agencies involved in the project.
Organize and lead Technical Working Group (TWG) meetings, ensuring effective coordination among stakeholders.
Foster strong relationships with development partners, including the World Bank, to address implementation challenges and ensure alignment with project objectives.
Budgetary and Financial Planning and Management
Oversee the project’s financial management to ensure fiduciary compliance and efficient use of resources.
Monitor and approve program expenditures in line with the agreed budget.
Mobilize additional resources to support the project as needed.
Supervisory Roles
Guide, coach and mentor PIU staff towards fulfillment of project objectives;
Conduct performance reviews and support the professional development of PIU team members.
Reporting
The PIU Manager will report directly to the Governor of the National Bank of Ethiopia or their delegate, who represents the lead implementing agency for the project
Required Qualifications, Experience and Skills
The manager is expected to meet the following criteria’s:
1st degree or above in in Business Administration, Public Administration, Economics, Management, or other related fields.
At least 10 years of progressively responsible experience in managing programs of similar scope and complexity, preferably with World Bank or other donor-funded projects.
Proven experience in coordinating with government agencies, financial institutions, and development partners.
Demonstrated leadership and management skills in multicultural and interdisciplinary settings.
Strong analytical skills in economics and financial development.
Familiarity with Ethiopia’s banking sector policies and regulatory environment.
Excellent interpersonal, teamwork, networking and communication skills;
Strong self-motivation and innovative skills, with the capacity to work independently and meet competing deadlines;
Willingness and demonstrated ability to work in a dynamic, demanding, and multitasking work environment;
Fluent in oral and written English and Amharic;
Proficiency in project management tools and software.
Excellent ability to use information technology (computers, computer programs, internet, etc) for analysis, report writing, presentations, etc.

Salary and Benefit: Competitive and negotiable, based on qualifications and experience
and provide support to all implementing agencies as required.
Duration: One year with possible extension depending on performance and availability of funding
