Job Description
IOCC (International Orthodox Christian Charities), established in 1992, is a global humanitarian organization headquartered in Baltimore, Maryland. With nearly 30 years of experience, IOCC works across Eastern Europe, the Middle East, and East Africa, partnering with USAID, USDA, PRM, and other international donors. IOCC’s programs span critical sectors such as food security, health, education, livelihoods, and emergency relief. In Ethiopia, IOCC has been operating since 2003, working closely with local partners like the Ethiopian Orthodox Church Development and Inter-church Aid Commission (EOC-DICAC) to provide humanitarian and development assistance that fosters sustainable community development.
The Field Officer will play a pivotal role in leading and supporting the implementation of a key project aimed at improving the livelihoods of vulnerable women and adolescent girls in Abaala town, Afar region. The project will address the challenges faced by women and girls affected by drought, conflict, gender inequality, and unemployment. By building on the success of IOCC's previous post-conflict pilot project in Woldia, Amhara Region, the Field Officer will work to bridge skills gaps and empower vulnerable women and adolescent girls to achieve long-term economic resilience.
The project will combine various training approaches such as classroom trainings, peer discussions, coffee conversations, and community dialogues to support beneficiaries' recovery from economic and psychological distress. The Field Officer will provide continuous mentoring, coaching, and technical assistance to the participants, as well as collaborate with local government bodies to promote small enterprise development and sustainable livelihoods for women and girls.
Coordinate with relevant government authorities and partners in beneficiary targeting.
Ensure beneficiary selection adheres to transparent criteria and procedures.
Conduct regular site visits to monitor activities, gather feedback, and submit detailed reports.
Support the development and strengthening of local project networks.
Assist in identifying needs and opportunities through assessments.
Collect and maintain up-to-date data on project indicators.
Monitor community-level project performance and follow up on activities as necessary.
Analyze monitoring data and share timely findings to inform program decisions.
Conduct quarterly surveys, analyze data, and provide recommendations for project improvement.
Assist with procurement, logistics, and proper documentation following organizational and donor guidelines.
Contribute to the preparation of accurate, evidence-based periodic project reports.
Support Monitoring and Evaluation (M&E) team in tracking outcomes and ensuring high-quality reporting.
Document lessons learned, good practices, success stories, and case studies from the project.
Assist in reviewing log frames, M&E work plans, and targets during proposal development and project implementation.
Perform other duties as required or assigned.

Strong knowledge of donor agencies and experience in humanitarian and development programs.
Expertise in budgeting, needs assessments, and excellent interpersonal communication.
Strong written and spoken communication skills in both English and local languages (Amharic preferred).
Proficiency in computer software and data management.

Education:
Bachelor's degree in Sociology, Agriculture, Rural Development, or related fields.
Experience:
A minimum of 5 years of experience in development and/or emergency response programming with local or international NGOs.
