The Kumuruk Project is one of MAXAM’s flagship initiatives, located in Ethiopia. This project represents a significant investment in the region’s mining sector, aiming to enhance operational efficiency, safety, and sustainability.

Reports to:

  • Line Manager Position: Project Manager

  • Functional Manager Position: Regional HRBP

As a key position within the structure of the SITE, the HR Site Superintendent is responsible for overseeing all people management functions at the SITE scope. This includes recruitment, employee development, compensation and benefits, performance management, internal communication, and compliance with local labor laws.

The HR Site Superintendent serves as MAXAM’s local HR contact for internal and external stakeholders, supporting the implementation of transition strategies for key HR processes such as HR due diligence, workforce planning, pre-payroll generation, employee transfers, training, and certification acquisition.

Duties and Responsibilities:

  • Assist the Project Manager, oriented to obtaining sustainable profitability and operational excellence. 

  • Align the Human Resources Management of the country with Maxam HR Policies. 

  • Propose the HR Budget for the country in accordance with the Maxam guidelines.

  • Define local HR policies and procedures when necessary in relation to but not limited to: Allowances & Bonus, Overtimes, Travel,…

  • Prepare and control Annual Leave calendars, rotation schedule and accommodation setting.

  • Meet KPIs and set up targets for the function as defined by the contract with our client and also as defined by MAXAM Corporate.

  • Ensure understanding and application of Company policies in the country.

  • Ensure job description and R&R and updated, communicated, and assessed. 

  • Guarantee observance of the regulations in force in terms of Labor Legislation.

  • Relation with Labour Office.

  • Support in human resources issues, such as the preparation of employees' folders, management of signing contracts and annexes, managing dismissal processes as well as attending and solving doubts or concerns that may arise in workers, regarding human resources issues.

  • Manage accreditation processes for internal personnel, requesting an appointment with the accrediting entity, preparing, and presenting folders, as well as the collection of credentials to enable personnel to be accredited.

  • Supervise, follow up and manage the renewal of labor records, such as licenses and occupational examinations.

  • Manage the payroll process.

  • Guarantee compliance with Governmental Institutions.

  • Set up the effective channels of relationship within and outside the organization.

  • Develop and manage transition strategies for key human resources processes, such as pre-payroll generation compensation and benefits, payroll, HRIS, training, and employee communications

  • Submit HR reports, in accordance with the needs from local management and Maxam HR functions.

  • Establish partnership relations with necessary suppliers in the country.

  • Be partner with internal clients and management providing advice and guidance to implement HR objectives.

  • Provide coaching and consulting to line management on the range of employee relations, union and non-bargaining employee relations, recruiting, and compensation and benefits matters.

  • Recommend and implement HR policies & procedures of the country and suggests new ones that contribute to foster a highly efficient organization.

  • Develop and implement recruitment strategies that guarantee the organization is appropriated staffed, by attracting, selecting, and maintaining a work force with the right capabilities and technical expertise.

  • Develop workforce retention plans.

  • Manage the recruitment, evaluation, remuneration, training, development, internal communication, and expatriation in the country.

  • Ensure consistent and quality application of the performance review and development program.

  • Coach the organization through talent processes, including internal promotions and adequate definition of developmental activities.

  • Manage the internal communication for organizational changes and new appointments.

  • Cooperate with administrative tasks including but not limited to visits permit process, office supplies management, transportation arrangements, accommodation for visitors.

This position is responsible for all HR aspects related to MAXAM’s operations in Ethiopia, with a primary focus on the Kumuruk Project.

Job Requirements

Education/Qualifications:

  • University degree in Human Resources, Business Administration, or a related field.

Professional Experience:

  • Minimum of five years of experience in human resources, with at least two years in an HR manager/supervisor role.

  • Experience in mining, quarrying, cement, drilling, or similar industries is highly desirable.

  • Must be originally from Ethiopia or have extensive experience working in the region.

Other Skills:

  • In-depth knowledge of HR policies, recruitment processes, and Ethiopian employment laws.

  • Ability to work autonomously and manage a roster system in a mining environment.

  • Fluency in the local language and English; additional languages are a plus.

  • Strong written and verbal communication skills.

  • Ability to work in a matrix organization and adapt to ambiguous environments.

  • Strong interpersonal skills and the ability to motivate teams.
