Job Description

VIS Ethiopia is seeking a candidate for the position of Agricultural Expert. The Agricultural Expert will be working under the project: “Food and Water Emergency in Tigray”, which is funded by the Presidency of the Council of Ministers / 8x1000, and it is implemented in Mekelle, Adwa and Adigrat.

Overall Objective: To contribute to the improvement of living standards for Ethiopian communities in the context of the emergency caused by the Tigray conflict.

Specific Objective: To improve the health conditions of target groups and strengthen their self-reliance capacities.

JOB SUMMARY:

Under the overall guidance and supervision of the VIS-Project Coordinator Tigray, the Agricultural Expert is responsible for the proper implementation of project activities aimed at improving food security for internally displaced people and the most vulnerable populations of the host communities in the project areas. He/she will ensure smooth operations of the project and consistency of project implementation with VIS rules and regulations.

RESPONSIBILITIES AND TASKS

The Agricultural Expert will have the following responsibilities under the project:

Technical Support and Supervision of Agricultural Activities

· Supervising and being responsible for all technical aspects of the agricultural components of the VIS project, ensuring that project staff, contractors, and service providers complete activities and works in a timely, efficient, and accurate manner.

· Planning and budgeting for agricultural activities and providing technical capacity building to project staff and supervised officers.

· Providing technical support and coordination for the staff of VIS projects.

· Developing periodic reports (as per donor requirements), including progress, challenges, and future strategies.

· Preparing technical analysis and assessments on agricultural contexts and performance.

Community and Stakeholders’ Involvement

· Ensuring community involvement at all phases of the project.

· Engaging with communities and local authorities to make recommendations on innovative ways that beneficiary communities should adopt to strengthen and improve their agricultural production.

· Coordinating community mobilization and sensitization regarding the agricultural components of VIS projects.

Monitoring and Evaluation

· Coordinating data collection in the areas of intervention.

· Providing feedback to the monitoring and evaluation system to assess the effectiveness and impact of the projects, and proposing recommendations for improvement.

· Providing technical inputs to inform baseline, mid-line, and end-line studies.

Coordination with Local Authorities and Stakeholders

· Collaborating with local authorities and stakeholders for the beneficiary selection process, ensuring adherence to project criteria and transparency.

· Coordinating the collection, filing, and archiving of documents related to beneficiary selection, agricultural activities, and project progress.

· Organizing procurement processes in line with project regulations and donor guidelines, ensuring compliance with the standard procedures.

· Coordinating closely with the Area Coordinator and other project experts to ensure alignment of activities and to address challenges effectively.

· Collaboration with the SDB center in Adigrat and other centers

· Support in the coordination of Social projects run by SDB Ethiopia with partner NGOs specially in Tigray based in Adigrat

Monitoring and Evaluation

§ Coordination on the data collection in the areas of intervention.

Job Requirements

Required qualification: Bachelor's or Master Degree in Agriculture or related fields;

§ Any other specialized qualifications: Possession of certificates attesting to participation in courses related to international cooperation (particularly Project Cycle Management) will be considered a preferential requirement.

§ Degree of work experience in the area of professional expertise: at least 3 years in agricultural programs in humanitarian/development sector.

§ Prior experience working in the Tigray Region, specifically in Adigrat areas, will be considered an added value.

§ Prior experience working with a local and/or international NGO and therefore related knowledge of good administration procedures will be a preference

§ Fluency in spoken and written Amharic and Tigrigna languages, good knowledge of spoken and written English

§ INGO experience is an asset

Duration of the job: 2 months until 23/04/2025 with the possibility of extension
