Job Description
The ministry of health through the budget support from The Global Fund has been implementing different interventions and activities with primary focus on TB, HIV and malaria as well as RSSH as cross-cutting interventions. In order to strengthen the national health system and end HIV, tuberculosis (TB) and malaria as epidemics and fight emerging threats like COVID-19, it’s paramount important to strengthen the formal and community health systems and responses that make up resilient and sustainable systems for health (RSSH). Resilient and sustainable systems for health are the foundation of healthy, productive communities. These systems are essential for ending HIV, TB and malaria as public health threats, producing better health outcomes for all and delivering health services in a sustainable, equitable and effective way. RSSH is not limited to this, it is also the basis for preventing, preparing for and responding to any future pandemics and health threats.
The Technical Assistant position is designed to support an effective implementation of GC7- RSSH; specifically, CSS and CHWs &QC interventions and activities at Community Engagement and PHC Lead Executive Office. S/he will also support the overall execution of RSSH interventions and activities. H/her primary focus will be to ensuring GC7 RSSH: CSS and CHWs & QC deliverables are met based on the performance monitoring framework.
Works closely with MOH GF-coordinator GF-RSSH team and HTM teams and the CCM-E to create interface and coordination
Review and be familiar with GC7: modular framework, RSSH- FR processes and outputs (Grant proposal) including TRP feedback and comments, GC7 RSSH accelerated roadmap and CSS and CHW &QC specific workplans as well as C-19 RM- FR documents for their consistency with the guaranteed allocation
Assess the current progress of CHWs- PAAR funding
Quickly assess the existing community systems and community health systems to distinguish the communalities and differences between the two
Provide technical input in the implementation of C-19 RM RSSH activities
Provide hands-on technical support to the Community Engagement and PHC LEO to implement RSSH: CSS and CHWs & QC activities with greater emphasis on the CSS part of the interventions. This may include:
Supporting the implementation of community-led monitoring (CLM), community capacity building and Leadership Development, Community Engagement, linkage and coordination, HEWs pre and in- service training, supervision and QI activities
Make close follow-ups on the timely allocation, disbursement, utilization and liquidation of GC7 funds and C19-RM allocations
Ensure that all GC7- HEP priority interventions and activities are included in the operational plans of the CEPHC LEO and other related LEOs
Ensure the inclusion of HEP- GC7 priorities with other CEPHC activities during performance review processes. And assist the LEO to conduct periodic review of GC7 HEP priorities using the proposed KPIs and to develop performance improvement plans
Establish a relationship and closely work with CSOs/ CBOs to support the implementation of CLM activities. This may include, mapping of the CSOs/ CBOs/CLOs, capacity building (training) of CSO/ CBOs/CLOs and others
Work with and coordinate other CLM consultants and CLM national taskforce in the process of designing and implementing CLM
Support the LEO to identify and expand the implementation learning agenda for improved outputs and outcomes.
Represent CEPHC- LEO in all GF meetings including CCM meeting and country dialogue meeting
Collaborate with GF missions (CCM-E, LFA teams, CTs, auditors, etc. when required
Document implementation status and achievements and produce and submit progress reports on a monthly, quarterly and annual basis
Assess the output/ outcome of the selected GC7 priorities and generate evidences/ notable experiences for the next cycle GF grants
Support the development of communication products including but not limited to success stories, fact sheets, technical briefs and commentaries
Participate in any other activities related to the above functions.
Deliverables
Capacity building training accomplishment report.
The TA is expected to deliver the following:
Inception Report outlining the methodology, work plan, and timeline.
Draft National Community-led Monitoring framework for review and feedback.
GC7 priorities performance monitoring and accomplishment reports (monthly, quarterly and annual)
Self-plan-performance/ achievement report (bi-annually)
GC7 funding allocations and utilization report (bi-annually)
Success stories, commentaries, case studies, fact-sheets and others as required

EDUCATIONAL BACKGROUND:
Master’s degree in General Public Health.
WORK EXPERIENCE:
Minimum 15 years of proven work experience in senior leadership positions; out of which at least 5 (five) years in directly related experience at federal or regional level in community health engagement & primary healthcare, health policy document preparation and implementation, grant acquisition, grant implementation, grant monitoring and reporting.
Having extended experience in managing health systems with progressively increasing responsibility of delivering primary health care programs in Ethiopia.
Experience of working with CSOs/ CBOs at national or sub-national levels
Better understanding of CLM and CRA
Experience working in complex stakeholder environments especially characterized by multiple tiers of governments, variety of implementers,
Experience of grant writing
Strong analytical and verbal communication skills.
Excellent written and spoken communications skills in English.
Strong skills in using word processing, spreadsheet, database and presentation software (Microsoft Office applications preferred).
Experience using web-based applications (email, browsing, and literature retrieval).
Ability to work with minimal supervision.
REPORTING
The TA will report to Community Engagement and Primary Health Care (CEPHC) Lead Executive Officer at Ministry of Health and work closely with the health extension Program Desk; Resilient and Sustainable System for Health (RSSH) team of the ministry, the Global Fund Coordinator of the MOH and other Global Fund affiliated programs (HIV and TB). The consultant also required to closely work with CCM-Ethiopia, CLM national Taskforce and CEPHC- TWG throughout the consultancy period.
LANGUAGE REQUIREMENTS
Fluency in written, reading, and spoken English is required.
Computer literacy: Routine use MS-office applications, including Word, Excel and PowerPoint; and internet and email systems required.
Ability to use additional statistical analysis packages is an advantage.
Both the Civil service and MoH/RHB rules and regulations will be applied to guide the day-to-day activities and performance of the manager.
