Job Description
The Cash and Voucher Assistance Adviser is the technical lead for market-based programming, including Cash and Voucher Assistance (CVA), at GOAL Ethiopia. This role involves developing guidance, building capacity, and providing strategic leadership in market-based programming, as well as ensuring the systematic implementation of high-quality CVA initiatives by GOAL and partner organizations.
S/He reports directly to DPDQ, with a technical dotted line to GOAL’s Global Cash Adviser and will collaborate closely with sector heads and area managers.
The position holder will report to the Deputy Programmes Director for Quality (DPDQ), who is based in Addis Ababa as part of the National Programme team. S/he will oversee and provide regular technical guidance for Cash and Voucher Assistance programs and projects.
The position holder will also collaborate with other sector heads, managers, and advisors, offering technical support on Cash and Voucher Assistance. Additionally, the position holder may be required to coordinate with and support other Programme staff as assigned by the immediate supervisor.
CVA implementation, Adaptions, and Preparedness
Explore strategies to integrate Cash and Voucher Assistance (CVA) into sectors beyond food security, such as WASH, and enhance its use in emergency situations.
Provide technical guidance to the Ethiopia team on diversifying market-based interventions based on identified market gaps and needs.
Implement and evaluate electronic cash and voucher delivery systems, sharing best practices and challenges encountered.
Assess the suitability of in-kind assistance and consider transitioning to cash or vouchers when appropriate.
Collaborate with the HQ Emergency Response Unit and GOAL Ethiopia colleagues to integrate CVA into preparedness planning and actions.
Develop and update CVA Standard Operating Procedures (SOPs) and ensure staff understanding and adherence.
CVA Programme Development and Grant Management Support
Assist in developing project proposals and conducting needs and market assessments related to CVA.
Collaborate with relevant stakeholders to perform detailed assessments and analyses of needs, markets, and delivery mechanisms, designing appropriate project interventions.
Participate in the recruitment of CVA technical team members, including developing organizational charts, and terms of reference (ToR), and conducting interviews as needed.
Research and Evidence
Document and share evidence and learnings related to CVA to enhance program quality, position GOAL as a leading CVA actor, and inform advocacy efforts with policymakers.
Lead evidence generation and advocacy for strategic shifts and modality reviews.
Keep GOAL Ethiopia senior management and key internal stakeholders informed of emerging CVA policy trends and insights.
External and Internal Representation
Engage strategically with relevant cash partners to expand partnerships in alignment with GOAL’s strategic objectives.
Ensure GOAL’s active participation in the National Ethiopia Cash Working Group, CaLP regional CVA group, Ethiopia CCD, thematic CaLP working groups, and cluster cash working groups based on thematic priorities.
Contribute to GOAL’s strategy around consortia and position the organization as a cash agency.
Actively participate in GOAL’s global CVA network, sharing knowledge and tools, and lead the rollout of global CVA tools, policies, and training within GOAL Ethiopia.
Capacity Building and CVA Risk Management
Support GOAL’s partners in developing and implementing their cash strategies, providing oversight, capacity building, and necessary tools.
Lead capacity-building initiatives in cash and market programming for staff and partners by developing and facilitating training sessions that enhance understanding of roles and responsibilities and support career development.
Assist DPDQ and PD in annually developing, reviewing, updating, and implementing a CVA risk mitigation and contingency matrix.
CVA Monitoring, Evaluation, Accountability, and Learning (MEAL)
Collect and analyze program data, capturing and sharing lessons learned and best practices to improve decision-making and contribute to the cash and markets learning agenda.
Collaborate with the MEAL team to review and revise CVA and market-related aspects of MEAL tools, including rapid needs assessments, post-distribution monitoring, and market assessment tools, with a focus on mainstreaming gender, age, and disability considerations.
Safeguarding and Mainstreaming of GESI
Sign and adhere to GOAL's safeguarding and relevant policies.
Demonstrate exemplary behavior and adherence to the code of conduct.
Ensure that safeguarding and GESI (Gender Equality and Social Inclusion) are included in budget considerations during proposal development.
Collaborate closely with the Safeguarding and GESI focal points to ensure field staff are adequately informed about these areas.
Familiarize yourself with and implement GOAL’s policies and procedures related to mainstreaming gender, HIV/AIDS, social inclusion, environment, resilience, and child protection within your area of responsibility.
Ensure that the needs and roles of women, men, disabilities, old ages, people living with HIV/AIDS (PLWHAs), and other marginalized groups are fully recognized in planning and implementation.
Effectively mainstream gender, HIV/AIDS, child protection, and inclusion throughout program activities, work plans, budgets, reports, and analyses, providing detailed attention where relevant.
Increase staff sensitivity and awareness regarding gender, HIV/AIDS, social inclusion, and child protection issues.
Act as a role model and provide constructive feedback to encourage support for equity and diversity principles, accommodating differences in the workplace, and demonstrating flexibility in a diverse environment.
Compliance Issues
Familiarize yourself with GOAL's donor compliance issues, specifically the terms and conditions of the relevant donor for the program and ensure compliance within your area of responsibility.
Participate in grant management meetings and contribute to discussions relevant to your area.
Ensure program compliance with GOAL Ethiopia's country strategic plan, global strategies, and core values.
Ensure that project implementation adheres to quality, safety, and environmental standards as outlined in project proposals.
Other
Ensure that logistics, procurement, HR, and finance protocols are followed by sector team members. Collaborate closely with Internal Audit and Compliance staff to integrate compliance concerns into the sector's work.
Plan and allocate HR resources effectively, providing necessary training and support personnel to ensure the successful quality implementation of program objectives at GOAL’s field sites.
Carry out other duties as requested by the DPDQ.

Qualifications, Skills, Experience & Education:
Master’s or Bachelor’s degree in a relevant field such as economics, business, international development, or humanitarian studies.
Minimum of three years of progressively responsible professional experience in humanitarian assistance for candidates with a Master’s degree, or five years for those with a Bachelor’s degree, with a strong background in cash and voucher programming.
Demonstrated experience in conducting needs assessments, market analyses, and delivery mechanism assessments, as well as utilizing response analysis frameworks.
Familiarity with emerging trends in digital payment systems and digital beneficiary management systems.
Knowledge of the humanitarian program cycle, coordination frameworks, funding landscape, and food assistance is preferred.
Experience in developing research and learning products related to CVA.
Understanding of the humanitarian context in Ethiopia.
Strong communication skills, including technical writing, presentation, facilitation, and training abilities.
Experience in designing, implementing, and monitoring compliance for cash or voucher transfers and similar humanitarian assistance operations (e.g., food/non-food distribution).
Proven ability to design policies, tools, templates, SOPs, and guidelines to support program operations.
Experience delivering CVA field responses, either through direct implementation or collaboration with local/national partners.
A proven track record in strategic planning and project management within the humanitarian or development sector.
Experience in coaching, mentoring, and training staff on CVA and broader market-based approaches.
Knowledge of gender, age, and disability-sensitive approaches, tools, and best practices in CVA.
Experience in designing, delivering, or researching market-based support interventions related to supply, infrastructure, or policy change.
Proven experience in fieldwork, including regular travel to field sites and effective communication with local teams.
Strong coordination, representation, and presentation skills for both internal and external stakeholders.
Strong commitment to and understanding of GOAL's core values and principles.
