Job Description
The purpose of the role is to oversee the EiE components of EHF third allocation grant and ensure partnership, collaboration and timely implementation of the project activities in the project sites/ targeted Woredas.
Program development and implementation
Assess the situation of emergency crisis affected areas (IDPs/ and returnees) and contribute in the development of appropriate and quality EiE project proposals
Facilitate and carry out regular monitor and review of project implementation throughout the life span of the project
Prepare detail implementation project plan and ensure its effectiveness based on set standards/deliverables (indicators and project outputs) as outlined in the project agreement.
Participate in designing of education intervention projects in collaboration with EiE manager
Collect and manage data relevant to the implementation of the project consistently to ensure such information is used for effective programme decision making.
Work closely with EiE officers to ensure that the planned activities are implemented on timely manner and with the required quality and review the status on a monthly basis
Establish a reporting system and regularly update achievements to EiE Manager and field management
Regularly analyse education needs of targeted woredas and share major findings to education cluster
Conduct regular meeting with project officers to track the status of project implementation and take timely action.
Coordination, partnership and networking
Liaise with local/government authorities at field level to ensure compliance with government and subnational education cluster coordination’s (regional/zonal and Woreda level education cluster coordination)
Represent WVE in Education coordination meetings, joint education need assessment and play a leading role when assigned
Work in close collaboration with other sectors within WV and other partners to ensure that emergency interventions build upon, link in to longer term programming and ensure comprehensive/ holistic response
Provide regular updates to EHF Project Manager, North Hub Program Manager and EiE Manager on a weekly and monthly basis on progress, priorities and constraints.
Coordinate with other EiE partners to maximize the utilization of resources and also avoid duplication of efforts.
Closely work with education offices to support target schools to ensure effective and efficient project implementation.
Resource Management
Manage operating budget of the assigned Woredas (Raya Alamata, Ofla, Korem, Alamata Town, Zata and Chercher Woreda) for the project implementation including procurement, cost for the materials purchase and any other expenses incurred for EHF (IDP, returnee and host community project sites)
Organize a monthly financial review session together with EiE officers and field finance to track the status of budget utilization and take timely corrective action.
Liaise with NGOs/UN agencies in the field to ensure coordination of inputs and resources for project activities
Ensure education supplies are distributed and efficiently utilized for the intended purpose
Reporting and Documentation
Ensure high quality reports are submitted in a timely manner and in accordance with the donor and WVE requirements by collecting evidences and case stories from target schools.
Monitor the impact of EHF project in the framework of EiE response program and promote learning by documentation of best practices for future emergency response works
Provide necessary information to the EiE program team at NO, North Hub and Sub National Education Cluster to ensure sustainability of project response (when appropriate)
Assist on the documentation of best practices and challenges to generate human/success stories
Required Professional Experience
Experience in leading the project implementation specially in emergency program
Minimum three years relevant field experience in emergency or protracted emergency settings, IDP and returnees & refugee setting experience is preferable and 6 years in the field of education.
Technical experience in managing education program in both emergency and development, teaching methodology, need assessment, planning and facilitation skill is an asset
Demonstrated understanding of the Ethiopian education policy and Education in Emergency programming
Experience in life skills and alternative Basic Education, Accelerated Learning Program & Accelerated School Readiness, Psychosocial Support, teachers training, community capacity enhancement, etc.
Required Education, training, license, registration, and certification
MA/BA degree in education and other education fields especially in pedagogy, Educational Planning and Management and curriculum and instruction
Preferred Knowledge and Qualifications
Monitoring, reporting and documentation of lessons learned
Strong experience in collaborating and partnering with the government and other EiE partners
Proven operational level experience
