The National Crime Agency (NCA) is the UK’s lead agency in the fight against serious and organized crime. The International Department employ International Liaison Officers (ILO’s) across the world to act as the conduit between the UK and the host country when dealing with law enforcement tasks and criminality that affects the UK. ILO Ethiopia works closely with Ethiopian law enforcement partners in its fight against Organised Immigration Crime (OIC) which is a strategic objective for the NCA. ILO Ethiopia is also the point of contact for all Ethiopia-based inquiries with a UK nexus. This work can be varied and rewarding in nature. ILO Ethiopia, based at the British Embassy Addis Ababa, also plays an important role in the wider HMG supporting FCDO colleagues with their objectives under the country plan.The main purpose of the role is to effectively support the ILO in Addis Ababa in the successful delivery of UK NCA objectives by managing administrative, logistical and project management tasks.
Support the project team within the Embassy with administrative and logistical management, including translation skills for written documents and meetings, attending programme meetings, supporting Ethiopia/UK learning exchange initiatives, and assisting in maintaining host-nation relationships.
To provide assistance to the law enforcement liaison officer at the British Embassy in Addis Ababa, Ethiopia, in support of UK and host priorities. To manage the facilitation of training of law enforcement officers in Ethiopia and across the region, and maintain records of all training delivery provided by the British Embassy to host partners.
To maintain close relationships with law enforcement colleagues and be the point of contact for their interaction with UK law enforcement. To receive sensitive information from partners, write concise reports to the project lead and treat that information with a high level of discretion and integrity. Support the project lead at meetings with senior government officials and senior law enforcement officials and provide high-quality interpretation often using technical language.
Monitor open source information across the Horn of Africa and report to the project lead on factors influencing UK priorities in the region, for example, human trafficking, people smuggling and illicit finance.
In this role you will also be responsible for conducting arrangements for the facilitation of project activity. This will include:
Training delivery arrangements
Assisting with the vetting process for the project
Equipment order and installation, ensuring compliance with NCA policies
Maintenance of equipment registers
Providing detailed accounting of spending to HMG standards
Organise various events between law enforcement advisors and host nation/external partners
Publishing and maintaining all policies and procedures
Analyse data produced from the Project and present results/findings
Carry out general financial administration including the payment of invoices
Attend meetings as and when required in support of NCA officers to include translation
Assist in maintaining host nation relationships
Process requests from both Ethiopian and UK law enforcement agencies
Conduct open-source research and analysis as needed
Desirable qualifications, skills and experience
Previous experience of working in a law enforcement environment is desirable
Previous experience of project management including budget management skills, with a proven ability to manage complex relationships
Required Skills:
Excellent spoken and written English
Excellent spoken and written Amharic
Excellent organization skills with a keen eye for detail
Excellent persuasion, guidance and negotiation skills required
Good IT skills, in particular, the ability to order and analyze data utilising the Microsoft Office Suite
A high level of discretion and integrity
A flexible approach which may involve work and travel outside core hours
Successful security clearance both from UK and Ethiopian law enforcement (following successful application)

Working patterns:
Full-time position with core working hours between 09.00 -17.00 Monday to Thursday and 09.00-13.00 Friday. However, the job holder will need to be flexible to respond to operational demands as need arises.
